I. PLEDGE OF ALLEGIANCE

II. CALL TO ORDER: Village President Pedersen called to order the Board of Trustees of the Village of Franklin Park in regular session at 7:00 p.m.

III. ROLL CALL; ESTABLISHMENT OF QUORUM

Village Clerk April J Arellano called the roll:

Present at Board Meeting: Barrett F. Pedersen (Village President) and April J Arellano (Village Clerk), Joe Montana (Village Attorney)

Trustees (Present in the Room): Mr. Ybarra, Ms. Avitia, Mr. Ruhl, Ms. Special, Mr. Hagerstrom and Mr. Johnson

Department Heads:

The Village Clerk declared a quorum was present.

IV. Village Clerk Arellano administered the oath of office to Juan Bernal as Franklin Park Firefighter/Paramedic

V. Lily Brack, planner for the Chicago Metropolitan Agency for Planning (CMAP) gave a brief presentation of the proposed Grand Avenue Corridor Study. Key topics included boosting local economy and support small businesses

1. MR. JOHNSON STATED HE DID NOT HAVE A REPORT FROM THE FINANCE DEPARTMENT

2. MR. JOHNSON ANNOUNCED THE ANNUAL EDDIE BIUNDO FALL FEST PARADE ON SUNDAY, OCTOBER 1st. THE VILLAGE WILL BE PARTICIPATING

B. WATER AND SEWER/FLEET MAINTENANCE COMMITTEE (Ms. Avitia, Chair)

1. MS. AVITIA STATED SHE DID NOT HAVE A REPORT FROM THE WATER AND SEWER DEPARTMENT

C. POLICE AND FIRE COMMITTEE (Mr. Ruhl, Chair)

1. MR. RUHL CONGRATULATED NEWLY SWORN FIREFIGHTER/PARAMEDIC JUAN BERNAL

2. MR. RUHL REPORTED THE POLICE DEPARTMENT RESPONDED TO 3,002 CALLS FOR SERVICE, ISSUED 624 PARKING CITATIONS, ISSUED 27 LOCAL CITATIONS, ISSUED 226 STATE CITATIONS, MADE 58 ARRESTS, AND MADE 572 TRAFFIC/PEDESTRIAN STOPS, REVIEWED 37 HIGH GRASS/WEED COMPLAINTS, AND ISSUED 17 HIGH GRASS/WEED CITATIONS

D. STREETS, ALLEYS AND FLEET MAINTENANCE (Mr. Ybarra, Chair)

1. MR. YBARRA STATED VEHICLE 203, VEHICLE 204, VEHICLE 222 AND VEHICLE 240 WERE TAKEN TO FORD FOR RECALLS, SWEEPER 1 WENT TO A VENDOR FOR A REPAIR

2. MR. YBARRA REPORTED 9 CUT OUTS WERE PAVED, 11 TONS OF HOT PATCH WERE USED

3. MR. YBARRA REPORTED 15 SIGNS WERE REPLACED

4. MR. YBARRA REPORTED 4 TREES REMOVED AND 25 TREES WERE TRIMMED

5. MR. YBARRA REPORTED 1 DEAD ANIMAL WAS PICKED UP, GARBAGE CANS WERE EMPTIED TWICE A WEEK, 2 HOMELESS CAMPS WERE CLEANED OUT. AND FLOWERS, ISLANDS, AND RAIN GARDENS WERE WATERED

6. MR. YBARRA REPORTED ALL ROUTES WERE SWEPT

E. PROPERTY, PLANNING, ZONING, AND BUILDING COMMITTEE; TREE PRESERVATION COMMISSION (Ms. Special, Chair)

1. MS. SPECIAL'S REPORTED ON BEHALF OF COMMUNITY DEVELOPMENT THAT ON THE AGENDA FOR CONSIDERATION IS BA 23-09: TEXT AMENDMENT TO SECTIONS 9-2-3 AND 9-9-1 OF THE VILLAGE OF FRANKLIN PARK ZONING CODE. THE PROPOSED AMENDMENTS WILL EQUIP STAFF WITH MORE TOOLS TO PROPERLY ENFORCE THE ZONING ORDINANCE IN A MANNER THAT BUILDS TOWARD THE GOALS AND OBJECTIVES OF THE VILLAGE'S COMPREHENSIVE PLAN WHILE MINIMIZING THE POTENTIAL FOR NONCONFORMANCE ON EXISTING PROPERTIES

2. MS. SPECIAL REPORTED A REPRESENTATIVE FROM CMAP GAVE A PRESENTATION ON THE OVERVIEW OF CMAP AND ITS FUNCTIONS, A PROJECT DESCRIPTION AND TIMELINE, PRELIMINARY KEY ISSUES, AND NEXT STEPS TO DEVELOP A CORRIDOR PLAN FOR GRAND AVENUE FROM MANNHEIM ROAD TO ELM STREET TO ADDRESS TRANSPORTATION SAFETY AND ECONOMIC DEVELOPMENT

3. MS. SPECIAL REPORTED THE BUILDING DEPARTMENT HAD 110 CONTRACTORS APPLY FOR LICENSES, 181 BUILDING, 21 ELECTRICAL, 4 SIGN, 3 DUMPSTER AND 24 FIRE PERMITS FOR A TOAL OF 234 PERMITS WERE APPLIED FOR

4. MS. SPECIAL REPORTED THERE WERE 21 PROPERTY CLOSES BOTH RESIDENTIAL AND COMMERCIAL, 7 NEW BUSINESS APPLIED FOR OCCUPANCY AND 4 NEW BUSINESS WERE ISSUED OCCUPANCY CERTIFICATES

5. MS. SPECIAL REPORTED ON BEHALF OF THE TREE PRESERVATION COMMISSION THAT SATURDAY, AUGUST 19TH IS THE SECOND ANNUAL WORLD HONEY BEE DAY FROM 9AM UNTIL 12PM AT THE GAZEBO LOCATED AT 9501 BELMONT. THERE WILL BE 12 ORGANIZATIONS WITH DISPLAYS PROMOTING THEIR MISSIONS

6. MS. SPECIAL REPORTED THE RAIN GARDENS ALONG PACIFIC AVENUE ARE GROWING WONDERFULLY. THE POLLINATOR PLANTS ARE ATTRACTING NUMEROUS BUTTERFLIES AND BEES. STAFF ARE WATERING THE RAIN GARDENS WEEKLY TO HELP ESTABLISH THE GARDENS DURING THEIR FIRST YEARS. THE GROUND LEVEL PLANTINGS AND PLANTERS ALONG FRANKLIN AVENUE ARE GROWING BEAUTIFULLY ALSO WITH WEEKLY WATERING

F. HUMAN RESOURCES, SUSTAINABLE PRACTICES AND SENIOR SERVICES COMMITTEE (Mr. Hagerstrom, Chair)

1. MR. HAGERSTROM ANNOUNCED ON SATURDAY, AUGUST 19TH FROM 9 AM TO 12 PM, THE VILLAGE WILL BE HOSTING HONEYBEE DAY. ANDY SMOLEN IS COORDINATING THE EVENT AND HAS MANY ORGANIZATIONS PARTICIPATING. IT WILL BE HELD AT THE GAZEBO

2. MR. HAGERSTROM ANNOUNCED THE BLOOD DRIVE WILL BE HELD ON SEPTEMBER 1ST FROM 3PM UNTIL 7:30PM IN THE COMMUNITY ROOM AT THE POLICE STATION

3. MR. HAGERSTROM ANNOUNCED RELAY FOR LIFE WILL BE ON SEPTEMBER 15TH FROM 7PM UNTIL 9PM IN ELMWOOD PARK

4. MR. HAGERSTROM ANNOUNCED SHRED DAY WILL BE HELD ON SEPTEMBER 16TH FROM 9AM UNTIL 12PM AT THE POLICE DEPARTMENT. YOU WILL BE ABLE TO DROP OFF ELECTRONICS AND OLD/EXPIRED MEDICATION

IX. COMMENTS FROM THE PRESIDENT:

Mayor Pedersen to remind everyone that during the last storm Franklin Park was fortunate.

Mayor Pedersen stated that with extreme weather patterns we've been experiencing, sooner or later Franklin Park might be subject of a heavy storm, wind, or water event. We should be prepared by removing everything from basement floors to avoid any damage
