Village of North Riverside Board of Trustees met May 6.

Here is the minutes provided by the board:

Mayor Hermanek called the meeting to order with a Pledge of Allegiance and a Roll Call. In attendance were Trustee Bianco, Trustee Czajka, Trustee Demopoulos, Trustee Flores, Trustee Mengoni and Trustee Sarro.

Others in attendance were Administrator Belmonte, Finance Director Scarpiniti, Attorney Hayes, Police Chief Garcia, Fire Chief Kiser, Recreation Director Mrozik and Public Works Director Kutt.

APPROVAL OF AGENDA

Trustee Bianco moved seconded by Trustee Czajka to approve the revised agenda for this meeting.

NAYS: None.

APPROVAL OF MINUTES

Trustee Sarro moved, seconded by Trustee Bianco to approve the April 15, 2019 Village Board Meeting Minutes as presented.

REPORT OF TRUSTEES

Trustee Bianco- ( Water, Sewers, Drainage & Zoning)- No report

Trustee Czajka- (Judiciary, Ordinances, Recreation)

Trustee Czajka read the following report from the Parks and Recreation Department:

Thank you to those who supported the first weekend of the North Riverside Players’ production of Disney’s Beauty and the Beast. It has been quite the spectacular show thus far. Tickets can still be purchased for the final shows held this Thursday through Saturday, the 9th, 10th and 11th. Please be our guest.

Please join us this Thursday from 10am until Noon at the Village Commons for our annual Senior Fair. This fair boasts over 60 organizations providing valuable information to seniors, caretakers and loved ones. Various agencies will offer free screenings, and the Secretary of State Mobile Unit from 10am to 2pm in the Community Room. We hope to see you or your loved ones on the 16th.

Little League invites you to join them for Opening Day on Saturday, May 11th, to celebrate the start of the North Riverside Little League's 2019 season! The Opening Day Ceremony begins at 9am on Field 3.

Trustee Demopoulos( Streets, Alleys, Sidewalks & Garbage

Trustee Demopoulos read a memo from Village Engineer, John Fitzgerald stating that the Tabulation of Bids for the 2019 MFT Street Resurfacing Project were received and opened at 11:00am on April 15, 2019. Five bids were received and tabulated. One computational error was found and corrected.

The low bidder was M & J Asphalt Paving Co. Inc., submitting a bid in the amount of $179,619.15, which is $30,217.60 (14.40%) below the Engineer’s Estimate of $209,836.75.

M &J Asphalt Paving has been prequalified by IDOT for this type of work and they performed that the contract be awarded to M & J Asphalt Paving. Inc., 3124 S ^0th Court, Cicero, Illinois 60804, in the amount of $179,619.15.

Trustee Demopoulos moved and Trustee Bianco seconded to award the 2019 MFT Street Resurfacing Project to the low bidder, M & J Asphalt Paving Company of Cicero, Il in the amount of $179,619.15.

Trustee Flores- ( Police, Fire & License)

Trustee Flores read the following report from the April 29, 2019 Police and Fire Committee Meeting:

The meeting was called to order at 6:00 pm and the following is a summary of the meeting:

Item #1: Discussion on Police Department: Mayor Hermanek informed the committee that he has interviewed the two deputy chiefs for the Police Chief’s position. Although he hasn’t make his decision at this time, he did say that both would want only one deputy chief’s position. The Mayor also said he has been working with Finance Director Scarpiniti on the budget and it would help the budget it we can reduce the number of authorized positions for deputy police chief from two to one in Fiscal Year 2020 proposed budget. The 2020/21 budget will be very tight and by taking this salary and benefit package out of the budget it will help. He also mentioned that one candidate would be looking to have two commanders which if needed can be discussed during budget hearings. Trustee Flores asked for comments from the committee members, board members and the Mayor and all agreed to eliminate the second deputy chief’s position from the budget. Trustee Bianco motioned and Trustee Czajka seconded to reduce the authorized position of Deputy Police Chief to one in Fiscal Year 2020. The motioned passed through committee unanimously with the Mayor and other trustees in agreement.

Item #2: Discussion on Fire Department: Mayor Hermanek said he would like to not fund the deputy chief’s position in the fire department. The department has been without a working deputy chief since August, 2018 and prior to that, there was no deputy chief position from 2011 to 2016. Currently, the department has 12 full time employees, with 4 of those being supervisory positions at Lieutenant. Trustee Bianco asked Fire Chief Kiser if he was ok with this and the Chief responded he could do without a deputy chief and would rather have firefighters rather than a deputy chief at this time. There was discussion on this by all trustees and all agreed to remove the position from funding in the upcoming budget year. Trustee Bianco motioned and Trustee Czajka seconded to eliminate the authorized position of deputy fire chief in the Fiscal Year 2020 budget. The motioned passed through committee unanimously with the Mayor and all other trustees in agreement. Chris Kribales asked questions about if there were positions for a PSA supervisor and Assistant Director of Recreation which Director Scarpiniti said there is no such positions. Director Scarpiniti said he could call her anytime and she could answer any further questions he had about positions in other departments.

There being no further business the meeting was adjured 6:31 p.m.

Trustee Flores moved and Trustee Bianco seconded to reduce the number of Deputy Chief’s position to one and eliminate the position of Deputy Chief in the Fiscal Year 2020 budget.

Trustee Mengoni- ( Finance Health & Appropriations)

Trustee Mengoni called for a Finance Committee on May 13th at 6:00pm to discuss the Business Development.

Trustee Sarro- (Public Buildings, Grounds, lights, Transportation, Plan Commission)- No report

MAYORAL REPORT

Mayor Hermanek gave the following updates from the Community Development Department:

Presales- The department preformed 8 single-family presale inspections and one multi-family inspection totaling $3,788.75 in revenue.

Permit Totals- The department issued 53 residential and commercial permits totaling $24,096.61 in revenue.

BP Amoco- the permit has been issued for an interior remodel, which includes removal of the bays and installation of a mini-mart and a video gaming section.

Circo Hermanos Vazquez- The last day of the circus was April 28th. The village received a lot pf positive feedback and no complaints related to the entertainment. The Director of Business Relations has expressed Circo Hermanos Vasquez’s desire to return to North Riverside next year.

Mayor Hermanek made the following promotions:

Firefighter Dave Rajk promoted to lieutenant in the Fire Department Patrolman Terry McCarthy promoted to Sergeant in the Police Department Sergeant Dave Kopka promoted to Commander in the Police Department Deputy Chief Carlos Garcia promoted to Police Chief In the Police Department

All appointment are effective as of May 16th 2019 and all will be sworn in at the May 20th Village Board of Trustees Meeting.

CORRESPONDENCE

 Request from the Sons of the American Legion, Squadron 1962 to sell Poppies at 1st Avenue and Cermak Road from 9am to 6pm from May 11th – May 18th.

 Request from the VFW Post 2378 to sell Poppies on 1st Avenue and Cermak Road and Harlem Avenue and Cermak Road on May 23rd and May 24th.

 Thank you letter from Donna Jandak and Ed Durec thanking the fire department and the paramedics for their assistance with their mother.

Trustee Czajka moved and Trustee Bianco seconded to approve the above request from the Sons of the American Legion. Motion carried unanimously.

Trustee Czajka moved and Trustee Bianco seconded to approve the above request from the VFW Post 2378. Motion carried unanimously.

APPROVAL OF BILLS

Trustee Mengoni moved, seconded by Trustee Flores to approve the list of bills submitted for this meeting totaling $217,782.07 and to have them paid out of proper funds when such funds become available.

AUDIENCE

 Paul Rand (4th Avenue) stated his issues with his neighbor regarding tree trimming and cannot continue with the sale of his home until this issue is resolved and asked for some assistance from the village.

 Barbara Wilson once again thanked Public Works Director Kutt for all of his help during her move.

NEW BUSINESS

Mayor Hermanek presented Trustee Bianco with a plaque and thanked him for his dedication to the village as a trustee.

Clerk Ranieri gave the Oath of Office to newly elected Trustees Deborah Czajka, H. Bob Demopoulos and Marybelle Mandel.
