Village of North Riverside Board of Trustees met June 5.

Here is the agenda provided by the Board:

Mayor Hermanek called the meeting to order with a Pledge of Allegiance and a Roll Call. In attendance were Trustee Bianco, Trustee Czajka, Trustee Demopoulos, Trustee Flores, Trustee Mengoni and Trustee Sarro.

Others in attendance were Finance Director Scarpiniti, Attorney Hayes, Police Chief Niemann, Recreation Director Mrozik, Public Works Director Kutt and Fire Chief Basek.

Approval of Agenda

Trustee Mengoni moved seconded by Trustee Bianco to approve the revised agenda for this meeting. Roll Call Vote:

Ayes: Trustees Bianco, Czajka, Demopoulos, Flores, Mengoni, Sarro Nays: None. Motion carried

Cash Receipt Report

Trustee Mengoni moved and Trustee Bianco seconded to approve the Cash Receipt Report for the month of April, 2017 totaling $1,720,362.89. Roll Call Vote:

Ayes: Trustees Bianco, Czajka, Demopoulos, Flores, Mengoni, Sarro Nays: None. Motion carried

Appoval of Minutes

Trustee Czajka moved, seconded by Trustee Bianco to approve the May 15, 2017 Village Board Meeting Minutes as presented. Roll Call Vote:

Ayes: Trustees Bianco, Czajka, Demopoulos, Flores, Mengoni, Sarro Nays: None. Motion carried

Trustee Mengoni- ( Finance Health & Appropriations)

Trustee Mengoni read the following minutes from the June 5, 2017 Finance, Health & Appropriations Committee Meeting as follows:

Item #1: Discussion on Opting Out of the Cook County Minimum Wage & Sick Time Ordinance: Mayor Hermanek provided an overview of the Cook County Minimum Wage & Sick Time Ordinance. Local governments were given the ability to opt out of this Cook County specific ordinance by July 1st. A list of communities opting out as of today’s date was distributed to the committee for review. This list showed over 45 local governments in Cook County who have either already taken formal action to opt out or plan to do so before the July 1 deadline.

Mayor Hermanek stated numerous reasons in support of the Village opting out of this county minimum wage and sick time ordinance, stating most importantly that the Village should not be self-dictating a minimum was that is not state-wide. Although he fully supports a change to the state-wide minimum wage, he does not support a minimum wage rate that is not uniform across the state as he believes it would be detrimental to the Village’s overall financial well-being since only North Riverside businesses would be asked to pay more in wages and provide sick time benefits to part time employees while neighboring communities would not. By not opting out, the Village would be placing undue hardship on our businesses and could jeopardize businesses leaving to locating in neighboring communities who have opted out. Mayor Hermanek further informed the Committee about passage of a statewide minimum wage law that would raise the minimum wage in increments to $15 per hour by the year 2020. This legislation is waiting on approval and signature by the Governor. Trustee Czajka questioned the legality of the Cook County Ordinance and Mayor Hermanek stated that some legal concerns have already been raised regarding this county ordinance that could be challenged in courts. Trustee Mengoni further added that the Cook County State’s Attorney’s Office has already conducted a legal review of the ordinance and found that the County lacked legal authority to change the minimum wage.

There was no discussion or opposition by the audience. Trustee Sarro moved and Trustee Flores seconded to have the Village of North Riverside follow suit with all the other villages to opt out of the Cook County living wage ordinance. The motion passed the committee by 3-0 vote and Chairman Mengoni polled the Mayor and other trustees present who all unanimously concurred with the committee recommendation. Trustee Mengoni moved and Trustee Sarro seconded to Allow the Village Of North Riverside to Opt Out of the Cook County Living Wage Ordinance and direct Attorney Hayes to prepare the proper ordinance for passage at the June 19th Village Board Meeting. Roll Call Vote:

AYES: Trustees Bianco, Czajka, Demopoulos, Flores, Mengoni, Sarro Nays: None. Motion carried.

Trustee Mengoni called for a Finance Meeting on June 13th at 6pm and June 15th if needed.

Trustee Sarro- (Public Buildings, Grounds, lights, Transportation, Plan Commission)-No report

Mayoral Report

Mayor Hermanek read the following Community Development Updates:

• Presales- the department preformed 13 single-family presale inspections totaling $5,265.00 in revenue.

• Permit totals- the department issued 50 residential and commercial permits totaling $34,146.84 in revenue.

• Olive Garden- the retail food establishment has submitted drawings for exterior and interior remodeling of the structure. Cost of construction: $350,000.

• Jewel Osco- The retail establishment has submitted drawings for a full interior remodeling project. Cost of construction: $350,000.

• 2252 S. 8th Avenue- A remodeling permit was issued for a second story addition. Cost of construction: $100,000.

• RUSH Pediatrics (722 W. Cermak Road) – A permit was issued for the opening of a pediatric unit on the seventh floor of the professional building.

On behalf of the Mayor and Village Board, Mayor Hermanek expressed his sympathy to the Belmonte Family on the loss of his Mother in law.

Mayor Hermanek also stated that along with a donation from North Riverside Little League, picnic tables with umbrellas have been installed at Veterans Park for all to enjoy.

Correspondence

• Request from Mater Christi to close 10th Avenue on June 23rd between 2-10pm

• Block party request for the 9000 block of 22nd Pl on June 21st.

• Block party request for the 2500 block of 3rd Ave on June 24th.

Trustee Czajka moved and Trustee Mengoni seconded to approve the above requests. Motion carried unanimously.

Approval of Bills

Trustee Mengoni moved, seconded by Trustee Bianco to approve the list of bills submitted for this meeting totaling $815,819.03 and to have them paid out of proper funds when such funds become available. Roll Call Vote:

AYES: Trustees Bianco, Czajka, Demopoulos, Flores, Mengoni, Sarro Nays: None. Motion carried

Ordinances And Resolutions

Trustee Mengoni moved and Trustee Bianco seconded to approve an Ordinance for Fiscal Year 2016-2017 (17-O-05) and to waive the reading. Roll Call Vote:

Ayes: Trustees Bianco, Czajka, Demopoulos, Flores, Mengoni, Sarro NAYS: None. Motion carried

Trustee Mengoni moved and Trustee Flores seconded to approve an Ordinance for the Supplemental Appropriation for 2016-2017 (17-O-06) and to waive the reading. Roll Call Vote:

Ates: Trustees Bianco, Czajka, Demopoulos, Flores, Mengoni, Sarro Nays: None. Motion carried

Audience

Craig Seidel 2330 Burr Oak, asked for seven view points on North Riverside becoming a sanctuary city in the months ahead.

Residents Amy Crawford, Joanne Fenton, Mrs Janas, and Carl Desanti from the 2200 block of 2nd Avenue stated their concerns with the noise, trash on lawns and parking issues they are experiencing from Slicily, a restaurant/bar on Cermak Road. These residents submitted pictures to the board of garbage left on their lawns along with illegally parked cars in front of their homes which are all patrons of Slicily. The residents requested a resident only parking as part of a solution or a one way only sign. Mayor Hermanek along with Chief Niemann, addressed their issues and informed them on what has been done thus far and they will continue to work on another solution together. The possibility of a committee meeting along with residents of 2nd Avenue attending this meeting was also mentioned.

Brent Bernal (2221 10th Avenue) stated that his home is on a one way street and does not feel that will resolve their issue.

2301 7th Avenue expressed his concern about a pot hole in front of his home. Director Kutt will have it fixed as soon as possible.

Rich Kozar from Hainsworth thanked the board for resolving his issues however he still had a few questions about a blythe committee as did a resident on 2nd Avenue. He also informed the board about numerous cars not stopping at the stop signs on 2300 Hainsworth.

Closed Session

A motion was made by Trustee Flores and Trustee Sarro seconded to adjourn into closed session at 7:50pm to discuss personnel and litigation issues. Roll Call Vote:

AYES: Trustees Bianco, Czajka, Demopoulos, Flores, Mengoni, Sarro NAYS: None. Motion carried

Open Session Resumed

Trustee Flores moved and Trustee Mengoni seconded to resume Open Session resumed at 8:35pm. Motion carried unanimously.

Adjournment

Trustee Mengoni moved and Trustee Bianco seconded for adjournment of this meeting at 8:40 pm. Motion carried unanimously.
