Village of North Riverside Board of Trustees met May 15.

Here is the minutes provided by the Board:

Clerk Ranieri called the meeting to order with a Pledge of Allegiance and a Roll Call. In attendance were Trustee Bianco, Trustee Czajka, Trustee Demopoulos, Trustee Flores, Trustee Mengoni and Trustee Sarro. Mayor Hermanek was absent

Others in attendance were Attorney Hayes, Police Chief Niemann, Recreation Director Mrozik, Public Works Foreman Skupa and Fire Chief Basek.

In the absence of Mayor Hermanek, Trustee Czajka moved and Trustee Bianco seconded to appoint Trustee Mengoni as Mayor Pro-tem for this meeting. Roll Call Vote:

Ayes: Trustees Bianco, Czajka, Demopoulos, Flores, Mengoni, Sarro Nays: None. Motion carried

Approval of Agenda:

Trustee Demopoulos moved seconded by Trustee Bianco to approve the agenda for this meeting as presented. Roll Call Vote:

Ayes: Trustees Bianco, Czajka, Demopoulos, Flores, Mengoni, Sarro

Nays: None. Motion carried

Approval of Minutes:

Trustee Demopoulos moved, seconded by Trustee Bianco to approve the May 1, 2017 Village Board Meeting Minutes as presented. Roll Call Vote:

Ayes: Trustees Bianco, Czajka, Demopoulos, Flores, Mengoni, Sarro

Nays: None. Motion carried

Report of Trustees:

Trustee Bianco- ( Water, Sewers, Drainage & Zoning)

Trustee Bianco submitted the Brookfield North Riverside Water Commission Meeting Minutes and Agenda from the May 10, 2017 meeting with the Clerk’s Office.

Trustee Czajka- (Judiciary, Ordinances, Recreation)

Trustee Czajka stated that on Saturday April 29, 2017, at Parkland College in Champaign, Illinois, the North Riverside Players (NRP) competed in the American Association of Community Theatre’s Midwest Regional Festival with its version of William Shakespeare’s A Midsummer Night’s Dream. They vied with 9 other theatre companies from Illinois, Wisconsin, Indiana, Ohio and Michigan for the two positions to go on to the National Festival

The competition was of very high caliber and spanned from farce to musicals to dramas to comedies. Three adjudicators judged the competition. They were very good and very tough on all productions, and it was apparent by their critiques they liked and appreciated what the NRP had accomplished. However, the NRP won three awards at the competition.

Trustee Demopoulos( Streets, Alleys, Sidewalks & Garbage)- No report

Trustee Flores- ( Police, Fire & License)

Trustee Flores read the following report from the May 8, 2017 Police & Fire Committee Meeting:

Item #1: Ambulance Transportation to Hospitals: Administrator Belmonte distributed a memo to the committee and board members stating the staff recommends adding Elmhurst Hospital to the list of hospitals where our ambulance will transport patients. Chief Basek said he has received a number of inquiries from residents about going to Elmhurst Hospital. We currently service Loyola, MacNeal, LaGrange, and Rush-Oak Park and Hines VA Hospitals. The Chief explained to the committee and board members that when the paramedics get to a call it’s their decision where the patient will be transported. If the patient is bleeding or has signs of having a heart attack they will go to Loyola. The committee had some questions that were answered by Chief Basek then Trustee Bianco motioned and Trustee Flores seconded to add Elmhurst Hospital to the list of where our ambulance will transport. Motion was approved by the committee by a 2- 0 vote, Trustee Flores polled the Mayor and Trustees Demopoulos, Mengoni and Sarro and all agreed. Administrator Belmonte said he would have Attorney Hayes prepare the proper ordinance for passage at the May 15, 2017 Village Board Meeting.

Trustee Flores moved and Trustee Bianco seconded to approve the list of hospitals where the Village of North Riverside’s Ambulance will transport; Adventist LaGrange, Elmhurst Hospital, Hines VA Hospital, Loyola Hospital, MacNeal Hospital, Rush-Oak Park Hospital. Roll Call Vote:

Ayes: Trustees Bianco, Czajka, Demopoulos, Flores, Mengoni, Sarro

Nays: None. Motion carried

Item #2: Update on WC3 Consolidation: Executive Director of WC3 (West Central Consolidated Communications) Jason Rogers gave an in-depth report on the continuing consolidation of the North Riverside, Riverside and Brookfield dispatch centers. He reminded the committee it is by State Statue that municipalities with less than 25,000 residents must merge or join an existing dispatch center. Director Rogers covered a number of topics; our State application which has been submitted and hopefully will be approved in 90-120 days, the Village of McCook’s membership as a non-voting member at the cost of $150,000 a year with a three year commitment, the fiber optic proposal which came in at $700,000 non-recurring cost and $18,000 yearly maintenance cost. He mentioned the Board of Directors of WC3, which consists of the Village Managers from Brookfield and Riverside and the Village Administrator of North Riverside have made the decision to move forward with Spillman CAD System for WC3. He mentioned he meets monthly with Operations Committee which consists of the police and fire chief from each community and he’s working on a staffing analysis for the new center by gathering the number of calls each municipality handles per year. Director Rogers answered a number of questions by committee and board members. WC3 is expected to be up and running by April 1, 2018 at the latest, depending on construction of the fiber optic network.

Trustee Mengoni- ( Finance Health & Appropriations)

Trustee Mengoni called for a Finance Committee Meeting on June 5, 2017 at 6:00 pm to discuss the Cook County Minimum Wage Increase Ordinance.

Trustee Sarro- (Public Buildings, Grounds, lights, Transportation, Plan Commission)-No report

Mayoral Report- No report

Correspondence:

• Block party request for the 2200 block of 9th Avenue on June 24th.

• Riverside Brookfield High School sent a thank you letter for the donation of water bottles for the Day of Service.

Trustee Czajka moved and Trustee Bianco seconded to approve the above block party request for June 24th. Motion carried unanimously.

Approval of Bills:

Trustee Mengoni moved, seconded by Trustee Bianco to approve the list of bills submitted for this meeting totaling $257,028.49 and to have them paid out of proper funds when such funds become available. Roll Call Vote:

Ayes: Trustees Bianco, Czajka, Demopoulos, Flores, Mengoni, Sarro

Nays: None. Motion carried

Ordinances and Resolutions:

Trustee Flores moved and Trustee Bianco seconded to approve an Ordinance Amending the Approved List of Hospitals for Transportation By the North Riverside Ambulance (17-O-04) and to waive the reading. Roll Call Vote:

Ayes: Trustees Bianco, Czajka, Demopoulos, Flores, Mengoni, Sarro

Nays: None. Motion carried

Audience:

Myra Zak asked about the WCMC event that Mayor Hermanek was attending in Springfield.

Rich Kozar (2236 Hainsworth) thanked the Police, Fire and Public Works Departments for the excellent services. He also asked if the Village had a Blythe Committee and if they would come to his neighbor to the north of his home to check for violations.

Kevin Zvala asked if it was possible for the Village to install a speed bump in his alley for the safety of the children. Chief Niemann and Public Works Foreman Skupa explained why a speed bump would not be possible but will look into a caution sign for children playing in the alley.

John Gardner (7626 W 25th St.) had multiple questions about field rentals at Veterans Park and stated his concerns regarding rentals to teams other than Little League. Recreation Director Mrozik addressed his concerns and Trustee Czajka stated she will look into his issues as well.

Trustee Bianco moved and Trustee Demopoulos seconded for adjournment of this meeting at 7:30 pm. Motion carried unanimously.
