Call to Order
The board meeting was called to order and chaired on August 20, 2025, at 6:01pm by Mayor Harvey.
Roll Call
Roll call was initiated by Mayor Harvey and conducted by the Village Clerk Jacqueline Hargrett. The following were present for the roll call: Mayor Harvey, Trustees Ciavattone, Holman, Robinson, Delgado, Nightengale. Also in attendance were the following department heads: Peter Tsiolis, Willie Norfleet, Chief Allen, Chief Harris, Marty Walker, James Stock, and Tonita Leshore. Also in attendance were Attorney Castaldo and Aric Swaney. Trustee Boston was absent.
There is a Quorum.

Recommending Item D-for the engineering agreement for the Hyde Park Avenue Bioretention Project.
Always support our first responders, police, fire, medical personnel, active-duty military, veterans, homeland security, emergency management and all volunteers who help with the Village of Bellwood events.
Quality of Life-Trustee Holman
Bellwood Community Resource Center activity from July 1st to July 31° - number of patrons 88.
Building Department- 129 permits were approved in the month of July and 144 permits were picked up by the end of the month.
Recommending the following items from the Consent Agenda - Items approves a text amendment to allow for nail salons as a permit use in the B-1 and B-2 zoning districts.
Administration - Trustee Robinson
Recommending the following Item from the Consent Agenda. Item E approves an intergovernmental agreement with Cook County.
Public Safety - Trustee Delgado
We are recommending the following item from the Consent Agenda. Item F approves the lowest responsible bidder for the Sidewalk Replacement Project.
Finance -Trustee Nightengale
I would like a motion to pay bills in the amount of $3,061,686.13 when funds become available.

Mayor Harvey made a motion to place Item A on the Consent Agenda which is an approval of a class b real estate tax incentive for the address of 840 S 25th Ave and Item C approving a change order for additional expenditures, the cost related to the Bellwood Gateway Project.

Mayor's Report
Thanks to everyone who volunteered their time for the fabulous Taste of Bellwood August 8th,9th and 10th. Thanks to Cynthia Eubanks. We had over 50,000 residents, visitors, and guest that came through over those 3 days. We will keep doing it again because our community desires to be celebrated and we want to make sure we are a warm family friendly welcome community.

Public Comment
Roy Canada 836 Cernan Dr. Bellwood IL
Mr. Canada had a question regarding the recent heavy rain for 3 days. He got rain 3 times in his basement. He questioned whether anyone is coming out from the federal government, or does he have to call his insurance company?
Mayor Harvey stated that in order for the federal government to come out, it must be declared a disaster. It has not been declared a disaster in Bellwood.
Roy Canada expressed a complaint and concern regarding bushes near the creek at the expressway back to Madison. He was referred to Marty Walker (public works) to address his concerns.
Roy Canada wanted to know what is coming to the location at 25th and Madison.
Mayor Harvey stated that the prior building was torn down and leveled. And a new Industrial building is coming to that location.
Kenneth Holmes 3910 Gladys Ave
Mr. Holmes stated that he is a veteran and would like to utilize the building on St Charles, which used to be a VFW location, right across the street from the Post Office. He would like his organization America Care Too to use the building to assist veterans in obtaining benefits.
Mayor Harvey responded that the location was foreclosed on, and someone is in the process of purchasing it; we can look for another space that the village owns, to possibly lease some space.
Terry Dean 3220 Adams
Mr. Dean wanted to know with the building of the reservoir whether there is some type of relief coming to the homes that are in the flood area regarding the flood insurance.
Mayor Harvey indicated that when Water Reclamation has completed their project, the Army Corp of Engineers will come out and redraw the flood map. The Water Reclamation has meetings also and you can attend and ask questions. Kari Steele is the president.
