LeadCare Cook County has marked a significant achievement by replacing its 200th lead service line at a child care facility in suburban Cook County. This initiative, administered by Elevate in partnership with Cook County Government and funded by the American Rescue Plan Act, aims to create safer environments for children and their caregivers.
Cook County Board President Toni Preckwinkle emphasized the importance of providing safe drinking water: “It is imperative that everyone in Cook County—especially our children—has access to safe, healthy drinking water.” She expressed pride in reaching this milestone and gratitude towards Elevate for their collaboration.
The program addresses the risks associated with lead exposure, particularly for children under six years old. Dr. Anne Evens, CEO of Elevate, stated, “Replacing lead service lines at child care facilities is one of the most effective and important ways to protect children’s health and foster stronger communities.”
Since summer 2023, LeadCare Cook County has replaced 200 lead service lines, benefiting over 2,500 children and reducing financial burdens on families and providers. Child care provider Barbara Nelson from Dolton shared her positive experience: "LeadCare Cook County is an amazing program... It feels really good to know that I did something to make sure that the kids are no longer exposed to lead in their drinking water.”
The initiative offers free inspections and replacements for licensed and license-exempt child care providers in suburban areas. It forms part of a $15 million investment led by the Cook County Bureau of Economic Development aimed at equitable pandemic recovery and promoting public health.
Shane Keenan from Keenan Sewer and Water highlighted the program's impact: “Reaching the milestone of 200 lead lines replaced is a testament to what collaboration and shared commitment can achieve.” The project benefits from Elevate's experience with child care providers across Illinois.
Supported by Project Rainbow, LeadCare Cook County will continue operations through summer 2026. Providers can learn more or apply at leadcarecookcounty.org or call 773-389-5657 for assistance in English or Spanish.
