Village of Brookfield Committee of the Whole met Feb. 25

MEMBERS PRESENT: Village President Michael Garvey, Village Clerk Brigid Weber, Trustee Edward Cote, Trustee Kathryn Kaluzny, Trustee Kit Ketchmark, and Trustee Julie Narimatsu

REGULAR BUSINESS

Discussion Concerning Final Building Configuration for the Purpose of Informing the Final Presentation of the Community Center Feasibility Study

Assistant Village Manager Stevie Ferrari presents about the final building configuration options for the Community Center Feasibility Study with the aim of getting a consensus building configuration from the Village Board for the final presentation of the study. Assistant Village Manager Ferrari details past presentations and further community feedback. Option A was selected by feedback from the open house and community survey. The ground floor has covered parking. The design includes a raised terrace and track. The parking is located in the interior side of the park. It would allow for +/- 90 spots. The location would improve sightlines of the building from the street. Option B has parking at the ground level. The main change is that parking would be the focal point upon entering the community center space. There would be less impact on current parking lots and a throughway option behind the fire station. Option B includes +/- 82 spots with options to expand to 102 spots. The Village Engineer provided a high level review pertaining to water detention and found no major concerns. Hitchcock Design will continue to discover more details. No Village owned utilities are in the area but further discovery will determine if other utilities, like ComEd lines, exist in the area. The Parks and Recreation Commissioners provided input on options but were divided, with three supporting Option A, three supporting Option B, and one supporting both. The Fire Chief also provided input by highlighted current uses of the existing parking lot and future expansion plans. If the community center progresses, the Village would work around these conflicts. The Village Board unanimously supported Option B to progress to the next stage of the Community Center Feasibility Study. Comments and Questions were made by President Garvey, Trustee Kaluzny, Trustee Narimatsu, Trustee Cote, and Trustee Ketchmark.

Discussion Regarding Contract Services by KPGS Consulting for Brookfield Shops at Progress Park Program

Community Development Director Libby Popovic proposed a consulting contract with KPGS Consulting for Brookfield Shops at Progress Park. She outlined the current progress of the program and identified four phases. Community Development Director Popovic describes what has already been completed and what aspects are still in progress. She introduced KPGS Consulting and noted that they became recently available. KPGS would work with the Village for a period of 10-16 weeks and would assist in grant writing, marketing, website development, vendor orientation, promotional event planning, strategic guidance, and more. The proposed contract amounts to $19,500. KPGS Consulting introduced themselves, provided more detail about their services, and answered questions by the Village Board. They noted their past work with the Berwyn Shops program. The Village Board was in support of this contract. Comments and questions were made by President Garvey, Trustee Ketchmark, Trustee Narimatsu, Trustee Cote, and Trustee Kaluzny.

Discussion of the Brookfield Gift Card Program

Business and Economic Development Coordinator Deanne Adasiak provided background of the Brookfield Gift Card Program. She noted that out of roughly $23,000 worth of activated gift cards, roughly $12,000 remain unused. The Economic Development Commission recommends the discontinuation of the program. Community Development Director Libby Popovic provides some information regarding a lawsuit towards the provider of the cards. The lawsuit did not directly involve the Village. 

Option 1 was to discontinue the program entirely. Option 2 was to phase out the program by providing marketing for the remaining cards in circulation. Option 3 was to provide $5,000 worth of cards, modestly continuing the program. The Village Board supported Option 1, the cancellation of the program, but were open to sharing marketing material created by current card owners. Comments and questions were made by President Garvey, Trustee Ketchmark, Trustee Cote, Trustee Kaluzny, and Trustee Narimatsu.

PUBLIC COMMENT

Barbara Dahm comments on community center options.

Sam Levin comments on safety concerns on Prairie Ave and suggests traffic studies. Mr. Levin also comments on a dead tree on Parkview and Rosemear.
