MEMBERS PRESENT: Village President Michael Garvey, Village Clerk Brigid Weber, Trustee Edward Cote, Trustee Jennifer Hendricks, Trustee Kathryn Kaluzny, Trustee Kit Ketchmark, and Trustee Julie Narimatsu

MEMBERS ABSENT: Trustee Nicole Gilhooley

Discussion and Review of Proposed Vacant Building Ordinance and Property Registration for all Commercial and Residential Buildings

Community and Economic Development Director Libby Popovic discusses that currently there is no way to inventory the number of vacant buildings in the Village. Using water meter data from Public Works there are 75 buildings that did not use water as of 6/1/24. Property Maintenance estimates that over 90 buildings could be vacant. Benefits of a proposed ordinance includes property maintenance, safety, neighborhood stability, revenue generation, reliable data collection, owner accountability, promotes public health, and increases economic development. Proposed information and required files for property registration form, applicable fees, and renewal timeline recommendations are discussed. Comments and questions are made by President Garvey and Trustees Ketchmark, Kaluzny, Narimatsu, and Hendricks.

Discussion of Potential Amendment to the Private Lead Water Service Line Reimbursement Policy

Assistant Village Manager Stevie Ferrari discusses the background and issues relating to the elective private line replacement reimbursement program which is part of the water main replacement program. Funding availability for 2024 and 2025 is discussed. Seven options are presented for board action including status-quo, cost sharing, public side material verification, and discontinuing the program. Advantages and disadvantages of each option are discussed.

Comments and questions are made by President Garvey and Trustees Ketchmark, Narimatsu, Kaluzny, Hendricks, and Cote.
