Village of Schiller Park President and Board of Trustees met March 17.

Here are the minutes provided by the board:

I. CALL TO ORDER

President Nick Caiafa called the meeting to order at 7:03 P.M.

II. PLEDGE OF ALLEGIANCE

Upon roll call by Village Clerk Jos, the following Elected Officials were:

Present: President Nick Caiafa, Trustees: Marie Lukowski, Russell Klug, Joan Golembiewski, Robert Lima, Terri Sheridan, and Village Clerk Rosa Jos

Absent: Trustee Tom Deegan

Clerk Jos declared a quorum present.

Also present: Corporate Counsel Joe Montana, Village Manager Brett Kryska, Assistant Village Manager Brian Bursiek, Mike Cesaretti, Tom Fragakis, Mitchell Anderson, and Will Jacobson

IV. SWEARING IN/PRESENTATION:

1. Glenn Rawski, Chairman of the Schiller Park Police and Fire Commission swore in John R. O'Grady as a full time Police Officer and Daniel P. Linehan as a full time Firefighter/Paramedic.

V. APPROVAL OF MINUTES:

1. Trustee Klug moved, seconded by Trustee Sheridan that the MINUTES of the Regular Board Meeting of March 3, 2022 be approved.

Upon roll call the following voted:

Ayes: Trustees: Lukowski, Klug, Golembiewski, Lima, and Sheridan

Absent: Trustee Tom Deegan

Nay: None

President Caiafa declared the motion carried.

VIII. CONSENT AGENDA FOR CONSIDERATION AND ACTION:

Village Clerk Jos read aloud the items on the Consent Agenda. Trustee Golembiewski moved, seconded by Trustee Lukowski to approve the items on the Consent Agenda, as read.

1. Monthly Reports from the following Departments:

a. Community Development OMNIBUS VOTE

b. Fire OMNIBUS VOTE

c. Police OMNIBUS VOTE

d. Public Works OMNIBUS VOTE

Upon roll call the following voted:

Ayes: Trustees: Lukowski, Klug, Golembiewski, Lima, and Sheridan

Absent: Trustee Tom Deegan

Nay: None

President Caiafa declared the motion carried.

IX. DISCUSSION AND ACTION ITEMS:

1. The Elected Officials thanked the staff for the budget preparation. Trustee Lima noted the start of the street lighting project.

2. Mitchell Anderson led a discussion regarding the potential Mannheim and Irving Park Road project. The Village is currently negotiating a non-binding agreement with Darwin Realty for this site. The Village is conducting due diligence on the site and hopes to finish soon.

A new developer has reached out to Village staff with a presentation of the potential development of the property. Staff plans on having the developer give a presentation at the next scheduled Board meeting.

3. There was a discussion regarding the Village entering into a short-term lease agreement with the Archdiocese for the former Saint Maria Goretti Parish property. The Recreation Department would utilize the property for day camp. The agreement will be presented for Board approval after it is completed.

4. Mayor stated that the Village has met with the Tollway and said that Phase IA is starting. Phase I is the Engineering approach of the Interchange project and should be completed in approximately two-year. The Illinois Tollway is funding 100% of this Phase.

5. Mayor Caiafa had a few development updates. The Village has multiple industrial buildings going up, and Pizzeria Uno is opening its doors at 4200 N River Road in Schiller Park.

6. Michael Miletta Firefighter Paramedic led a discussion regarding finding a new location to host a car show fundraiser. He spoke to the new property owners at 9950 Lawrence Ave, Schiller Park, and they are interested in hosting the September 11, 2022, car show. Mr. Miletta said that the formally known Wally Park is a safer and more spacious location. The car show will be a joint effort between the Village and the Schiller Park Fire Fighters Local 5230.

Motion to approve a proposal from LandCare for calendar year 2022 grass mowing services in the amount of $13,412.00 and authorize the Village Manager to execute the necessary documents and undertake such action to effectuate same. Trustee Lima moved, seconded by Trustee Golembiewski to adjourn into Executive Session in compliance with the Open Meetings Act, pursuant to Sec 2-C-2 Salary Schedules for one or More Classes of Employees and Sec 2-C-2 Collective Bargaining Negotiations Matters.

Upon roll call the following voted:

Ayes: Trustees: Lukowski, Klug, Golembiewski, Lima, and Sheridan

Absent: Trustee Tom Deegan

President Caiafa declared the motion carried.

The President and Board of Trustees adjourned to Closed Session at 7:50 P.M.

RECONVENE: At 8:41 P.M. following the Closed Session, the President reconvened the public portion of the Meeting.
