The committee reviewed the minutes of the February 10, 2020 meeting. Alderman Patti made a motion to approve the minutes of the February 10, 2020 meeting; seconded by Alderman Grochowski. Mayor Sherwin called for a voice vote. All were in favor. The minutes were approved.
Mayor Sherwin presented the Warrants and Vouchers. Alderman Patti made a motion to pay the Warrants and Vouchers; seconded by Alderman Johnson. Questions were asked and answered respectively. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.
Mayor Sherwin presented the Commission Expenditures. Alderman Patti made a motion to pay the Commission Expenditures; seconded by Alderman Grochowski. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.
Under New Business:
Mayor Sherwin opened a discussion to approve Resolution R-03-2020; A Resolution Authorizing the Submission of a Public Policy Question at the November 3, 2020 General Election Concerning Whether the City of Northlake Should Assist with Efforts to Detach that Portion of Northlake Lying South of North Avenue from Proviso Township High School District 209 so that the Entire City will be in the Same High School District. A letter will be sent to all residents informing them that despite Representative Kathleen Willis’ best efforts, Representative Chris Welch has caused the bill to be halted in the House. However, the policy question will still go onto the ballots to measure the residents’ opinions on this subject. Alderman Patti made a motion to approve; seconded by Alderman Contreras. Mayor Sherwin called for the roll. All were in favor. The motion carried.

Mayor Sherwin opened a discussion to approve Ordinance O-02-2020; An Ordinance Establishing a License Fee for Certain Operations in the Public Right-of-Way and Amending Title 3 of the Northlake City Code. Alderman Straube made a motion to approve; seconded by Alderman Patti. Mayor Sherwin called for the roll. All were in favor. The motion carried.

Mayor Sherwin opened a discussion to approve Ordinance O-03-2020; An Ordinance Repealing Sections 5-6-3-4, 5-6-3-5, 5-6-3-6 and 5-6-3-7 of the Northlake City Code Regarding the Sale of Drug Paraphernalia. This will bring our City Code in line with the new State standards. An error was found in the body of the ordinance and will be corrected. Alderman Straube made a motion to approve; seconded by Alderman Patti. Mayor Sherwin called for the roll. All were in favor. The motion carried.

Mayor Sherwin opened a discussion to approve Ordinance O-05-2020; An Ordinance Vacating an Alley Lying Between Wolf Road and Lavergne Avenue in the City of Northlake, Cook County, Illinois (Number 1) and Ordinance O-06-2020; An Ordinance Vacating an Alley Lying Between Wolf Road and Lavergne Avenue in the City of Northlake, Cook County, Illinois (Number 2). It was agreed they could be presented together. Alderman Patti made a motion to approve; seconded by Alderman Contreras. Mayor Sherwin called for the roll. All were in favor. The motion carried.

Mayor Sherwin opened a discussion to approve Resolution R-04-2020; A Resolution Authorizing the Sale of Real Estate Commonly Known as 36 West Lake Street in the City of Northlake, Cook County, Illinois. This property was acquired through a no-cash bid with the County Clerk’s Office and will be sold by Articles of Agreement for Deed which will earn interest for the City. Alderman Straube made a motion to approve; seconded by Alderman Patti. Mayor Sherwin called for the roll. All were in favor. The motion carried.
