The President and Board of Trustees welcome your statement into the public record of a meeting. Public statements of up to three minutes will be read into the record during Non-Agenda public comment or Agenda public comment, as an individual designates. Statements will be provided to the Village Board in their entirety as a single document. Please follow the instructions for submitting a statement provided below. Instructions for Remote Non-Agenda Public Comment
Non-Agenda public comment is a time set aside at the beginning of each Village Board meeting for public statements about an issue or concern that is not on that meeting’s agenda. Individuals are asked to email statements to publiccomment@oak-park.us, to be received no later than 30 minutes prior to the start of the meeting. If email is not an option, you can drop comments off in the Oak Park Payment Drop Box across from the entrance to Village Hall,123 Madison Street, to be received no later than 4 PM the day of the Village Board meeting.Non-agenda public comment will be limited to 30 minutes with a limit of three minutes per statement. If comment requests exceed 30 minutes, public comment will resume after the items listed under the agenda are complete.

A. ORD 20-041 An Ordinance Amending Chapter 20 (“Public Health”), Article 1 (“Oak Park Department of Public Health”), Section 20-1-6 (“Authority and duties of the Director”) of the Oak Park Village Code to Permit the Public Health Director to Make Reasonable Rules, Regulations and Orders due to the Outbreak of COVID-19 Disease
Overview: Under Illinois Governor Pritzker’s Restore Illinois five-phased plan to reopen state, it is anticipated that as early as May 29, 2020 the Village will move to Phase 3 which will allow certain businesses and activities to resume. Under Resolution 20-128, the Village Board’s extension of declaration of emergency affecting the public health will expire at the end of the day on June 1, 2020.
Should the Village move to Phase 3, further extension of the Village’s emergency declaration is not recommended based upon the public health situation. However, since the outbreak of the COVID-19 disease in the State of Illinois and Oak Park is a rapidly changing situation, an ordinance establishing additional authority and duties of the Oak Park Public Health Director has been prepared and is recommended to allow for the Director to continue to take the necessary steps to respond to the pandemic and adapt services, especially in congregate settings and similar.
B. ORD 20-043 An Ordinance Authorizing Outdoor Dining in the Village of Oak Park to Provide Emergency Assistance Due to the Covid-19 Disease
Overview: As part of Governor Pritzker’s Stay at Home Order, the Governor announced that Illinois restaurants will be allowed to open for dining as soon as May 29, 2020. The Ordinance provides for the waiver of outdoor dining permit fees and adopts the guidelines issued by the Illinois Department of Commerce and Economic Opportunity for safe outdoor dining.

C. ORD 20-044 An Ordinance Amending Chapter 3 (“Alcoholic Liquor Dealers”), Article 5 (“Miscellaneous”) of the Oak Park Village Code to Add a New Section 3-5-11 (“Delivery and Carry Out of Mixed Drinks Permitted”) on an Emergency Basis due to the Outbreak of COVID-19 Disease
Overview: The ordinance permits Class B restaurant liquor licensees in the Village sell mixed drinks for delivery and carry out pursuant to section 6-28.8 of the Illinois Liquor Control Act, 235 ILCS 6/6-28.8, as amended.
