Berwyn City Council met December 26.

Here is the minutes provided by the Council:

1. The regular meeting of the Berwyn City Council was called to order by Mayor Lovero at 8:00 p.m. The following Aldermen responded present upon the call of the roll: Lennon, Ramirez, Reardon, Fejt, Santoy, Avila and Garcia. Thereafter, Avila made a motion, seconded by Santoy, to excuse Aldermen Ruiz. The motion carried.

2. The Pledge of Allegiance was recited. A moment of silence was given for the family of Clotide Wezran, beloved grandmother of Engineer Samuel Canerday, for the safety of the men and women protecting us on the streets of Berwyn, those who are in the Armed Forces, and for all Veterans who have served.

3. The Open Forum portion of the meeting was announced. There being no speakers, the Open Forum portion of the meeting was declared closed.

4. The Minutes of the Regular Meeting of the Berwyn City Council and of the Committee of the Whole for December 12, 2017 were submitted. Thereafter, Avila made a motion, seconded by Santoy, to approve the minutes for both meetings as submitted and place same on file for audit. The motion carried by a voice vote.

5. Mayor Lovero submitted a communication advising that the City of Berwyn had received a Certificate of Achievement from the Government Finance Officers Association for utilization of Best Practices in the compilation of the 2016 Comprehensive Annual Financial Report. The Mayor recognized Assistant Finance Director Ben Daish who acknowledged the hard work by the entire Finance Department. Thereafter, Lennon made a motion, seconded by Fejt, to thank the finance staff for their hard work and to accept the matter as informational. The motion carried by a voice vote.

6. Alderman Santoy submitted a communication from the Zoning Board of Appeals first submitted to Council on March 1, 2017, and Deferred Generally by the City Council on April 25, 2017, regarding an Ordinance entitled: An Ordinance Approving a Conditional Use to Allow a Banquet Hall Use and For a Related Parking Variation for Property in the C-2 General Commercial Zoning District at 6505-6511 W. Cermak Road, Berwyn, Illinois – Jorge Jimenez. Thereafter, Santoy made a motion, seconded by Avila, to deny. The motion carried by a voice vote.

7. Police Chief Michael Cimaglia submitted a communication to publicly recognize several officers for their quick response and team work to apprehend and criminally charge two offenders on December 16, 2017. Thereafter, Avila made a motion, seconded by, Lennon, to concur and approve as submitted with thanks. The motion carried by a voice vote. Police Chief Michael Cimaglia then called forward the officers involved and presented the awards.

8. Fire Chief Denis O’Halloran submitted a communication regarding the introduction and swearing in of Probationary Firefighter/Paramedic Chandler Hope. Avila made a motion, seconded by Ruiz, to concur and approve the appointment as submitted. The motion carried by a voice vote. Clerk Paul administered the Oath of Office.

9. Fire Chief Denis O’Halloran submitted a communication requesting permission to purchase a 2018 Ford E- 450 Terra Transit ESDA bus in the amount of $88,138.00 from Southern Bus & Mobility and to pay Widaman Sign Company an additional $1,685 for required detailing. Thereafter, Avila made a motion, seconded by Lennon, to concur and approve the purchase request for an amount not to exceed $89,823.00. The motion carried by a unanimous roll call vote.

10. City Administrator Brian Pabst submitted a communication requesting permission for Universal Television, LLC to shoot scenes on January 11th and 12th for an episode of their Chicago Fire television show. The Mayor recognized City Administrator Pabst and the Chicago Fire Location Manager who reviewed same. Thereafter, Fejt made a motion, seconded by Avila, to concur and grant permission. The motion carried by a voice vote.

11. Assistant City Administrator Ruth Volbre submitted two recommendations with regard to the installation of security camera systems at the Lavergne, Oak Park and Harlem Metra stations. Thereafter, Lennon made the motion, seconded by Ruiz, to concur with both recommendations awarding a contract to Griffon Systems (the lowest responsible bidder) for the purchase and installation of security equipment in the amount not to exceed $28,800.00 and further, to authorize the Ms. Volbre to execute a contract with Comcast to install their service to the three stations at a cost not to exceed $19,484.25 with a continuing monthly fee of $270.00. The motion carried by a unanimous roll call vote.

12. City Attorney Anthony Bertuca submitted a communication regarding Standing Aldermanic Committees and an attached ordinance entitled: An Ordinance Providing for the Appointment of Standing Aldermanic Committees for the City of Berwyn. Thereafter, Avila made a motion, seconded by Lennon, to concur, adopt the ordinance and authorize the corporate authorities to affix their signatures thereto. The motion carried by a unanimous roll call vote.

13. City Attorney Anthony Bertuca submitted a communication regarding the appointment of Ad Hoc Committees and an attached ordinance entitled: An Ordinance Providing for the Appointment of “Ad Hoc” Committees for the City of Berwyn. Thereafter, Avila made a motion, seconded by Fejt, to concur, adopt the ordinance and authorize the corporate authorities to affix their signatures thereto. The motion carried by a unanimous roll call vote.

14. Building Director Charles Lazzara submitted a communication requesting permission to demolish the structure located at 6535 W. 16th Street. Thereafter, Garcia made a motion, seconded by Ruiz, to concur and grant permission. The motion carried by a voice vote

15. Alderman Garcia made a motion, seconded by Avila, to pull item K-5 (Handicap Parking Application #1177 for 1223 S. Maple) from the Consent Agenda. The motion carried by a voice vote. Garcia then made a motion, seconded by Avila, to defer the matter for two weeks. The motion carried by a voice vote.

16. The consent agenda, items K-1 thorough K-4 and K-6 through K-8 were submitted:

1. Payroll: 12/13/17 $1,264,642.92

2. Payables: 12/26/2017 $2,516,602.99

3. FitzGerald’s 2018 Calendar of Events (Dunn Dunn Fest; Legacy Guild Benefit; St. Patrick’s Fest; Annual Music Fest)

4. Handicap Parking Application #1174 – 1820 S. Elmwood – Approve

6. Handicap Parking Application #1182 – 2422 S. Kenilworth – Approve

7. Handicap Parking Application #1183 – 2716 S. Euclid – Approve

8. Handicap Parking Application #1185 – 1908 S. Wenonah – Deny

Thereafter, Avila made a motion, seconded by Lennon, to concur and approve the Consent Agenda as amended by omnibus vote designation. The motion carried by a voice vote.

17. There being no further business to come before the Council, Garcia made the motion, seconded by Avila, to adjourn at the hour of 8:20 p.m. The motion carried by a voice vote.
