City of Countryside Flagg Creek Golf Course Administrative Board met Sept. 19.

Here are the minutes provided by the board:

I. CALL TO ORDER.  

The Flagg Creek Administrative Board Meeting was called to order at 7:07 p.m. 

II. ROLL CALL.

V. CONSENT AGENDA.  

A. Approval of the Regular Meeting Minutes from August 15, 2023. 

B. Review of the Paid Bills Report for the Period of August 1 – 31, 2023. 

C. Ratify Donation Requests for September, 2023. 

Member Natale made a motion to approve the Regular Meeting minutes from August 15, 2023, the Paid Bills Report for the period of August 1 - 31, 2023, and to ratify donation requests for September, 2023, under the consent agenda. Motion was seconded by Member Frohlich.  

The motion carried by the following vote:  

Aye: 5 Chairman Finn, Member Frohlich, Member Natale, Member Urban, and Member Dahill. 

Nay: 0

VI. NEW BUSINESS  

A. Rounds Report for August, 2023.  

Golf Course General Manager Jeter stated that we had 300 rounds more than last August and exceeded last year’s rounds by more than 2,500. 

B. Presentation of the Financial Report for the period ended August 31, 2023.  

Finance Director Schutter stated that YTD green/league fees exceeded the prior year budget by $54K and $51K respectively. Range revenues exceeded the prior year and budget by just over $23K and $27K. Concession revenues exceeded the prior year and budget by $16K and $21K respectively. Total revenues for the course exceeded the prior year and budget by $129K and $132K respectively. 

Net income from concessions exceeded the prior year and budget by $4.5K/$2.4K respectively and running a net margin of 49% of sales. Total personnel costs as a percentage of revenue are running about 25% in the four fiscal months. 

The golf course is showing a surplus of $631K versus a surplus of $517K achieved in the prior year. The results show bottom line performance of $114K to the prior year and budget through the first four months. 

C. Consideration to approve a program offering agreement under the ComEd Energy Efficiency Program with Quiet Lighting Solutions, LLC at a net cost of $5,055.00.  

Finance Director Schutter stated that Superintendent Serna contacted ComEd to perform a no cost Energy Efficiency Assessment Report for the Flagg Creek facility as part of their Energy Efficiency Program. This is also one of the City’s sustainability initiatives. 

Under this program a third party service provider is selected to perform the assessment. Quiet Light Solutions, LLC located in LaGrange was selected to come out and perform the work. 

As detailed in the Assessment Report the proposed scope of work would consist of the installation of new LED fixtures outside and also would include new networked lighting controls. The gross total cost of the proposed improvements would be $35,055.00. ComEd is reserving instant incentives of $30,000 if the program is approved by September 30, 2023. 

The remaining net cost of $5,055.00 would be the responsibility of the golf course. Estimated annual cost savings from the implementation of this program is calculated at $5,137.00 providing less than a one year payback on net project costs after the incentives. 

Member .Dahill made a motion to approve the program offering an agreement under the ComEd Energy Efficiency Program with Quiet Lighting Solutions, LLC at a net cost of $5,055.00. The motion was seconded by Member Frohlich.  

The motion carried by the following vote:  

Aye: 5 Chairman Finn, Member Frohlich, Member Natale, Member Urban, and Member Dahill.

D. Staff Reports. 

Golf Course General Manager Jeter stated that they are still very busy. The golf course is set with the personnel it has. The golf course will be looking for quotes on flooring, updating the bar, and golf cart paths during the off season. 

Finance Director Schutter stated that he has an unbudgeted item that will cost $9,000. When the conduit was run under the parking lot for lighting and a police camera they stopped before the conduit came into the building. We will have to put a junction box in the basement and then connect it to the conduit. Superintendent of Public Works Serna received the quote for $9,000. If we want to do this project this year I would be looking for a verbal agreement and then bring it to the City Council next week. The Police camera would cost a couple thousand dollars. 

The committee all agreed to have Finance Director Schutter bring this item to City Council. 

E. Next Meeting: Tuesday, October 16, 2023 at the City of Countryside.

A motion was made to adjourn the meeting by Member Dahill and seconded by Member Frohlich. The motion carried by the following vote:  

Aye: 5 Chairman Finn, Member Frohlich, Member Natale, Member Urban, and Member Dahill, 

Nay: 0 

Chairman Finn declared the meeting adjourned at 7:18 PM.
