City of Northlake City Council met June 12.

Here are the minutes provided by the council:

The meeting was called to order at 7:00 p.m.

Mayor Sherwin called for the roll.

ROLL CALL:

PRESENT: Alderman Straube

Alderman Feldmann

Alderman Johnson

Alderman Grochowski

Alderman Patti

PRESENT VIA CONFERENCE BRIDGE: Alderman Sosa

Alderman Urbina

ABSENT: Alderman Contreras

OTHERS PRESENT: Ken Beres, Chief Of Police

Tony Faciano, Superintendent Public Works

Mark Sterk, City Attorney

Mayor Sherwin presented the minutes of the city council meeting held on May 15, 2023. Alderman Patti made a motion to accept the minutes of the city council meeting held on May 15, 2023; seconded by Alderman Grochowski. Mayor Sherwin asked if there were any additions or corrections. Mayor Sherwin called for a voice vote. All were in favor.

MOTION TO ACCEPT THE MINUTES OF THE CITY COUNCIL MEETING HELD ON MAY 15, 2023 CARRIED

Alderman Patti made a motion to accept the Warrants and Vouchers; seconded by Alderman Feldmann. Mayor Sherwin called for the roll.

ROLL CALL: Aldermen Straube, Feldmann, Sosa, Johnson, Urbina, Grochowski And Patti

Absent: Alderman Contreras

Nays: None

MOTION TO ACCEPT THE WARRANTS AND VOUCHERS CARRIED

Mayor Sherwin noted the next City Council meeting will be on July 17th and Community Days runs on July 7, 8 and 9.

Under New Business:

Alderman Patti made a motion to approve Resolution R-11-2023; A Resolution Approving an Expenditure of Matching Funds for Improvements to Parkview Drive Bridge and Palmer Avenue Bridge Section Number 20-00098-000-BR Cook County, Illinois; seconded by Alderman Grochowski. Alderman Feldmann made a motion to approve; seconded by Alderman Patti. Mayor Sherwin called for the roll.

MOTION TO APPROVE RESOLUTION R-11-2023; A RESOLUTION APPROVING AN EXPENDITURE OF MATCHING FUNDS FOR IMPROVEMENTS TO PARKVIEW DRIVE BRIDGE AND PALMER AVENUE BRIDGE SECTION NUMBER 20-00098-000-BR COOK COUNTY, ILLINOIS CARRIED

Alderman Patti made a motion to approve Resolution R-12-2023; A Resolution of the City of Northlake, Cook County, Illinois, Authorizing a County of Cook No Cash Bid Program Application to Secure a Tax Certificate of Purchase for the Nonpayment of Real Estate Taxes on Certain Parcels of Real Property; seconded by Alderman Sosa. Mayor Sherwin called for the roll.

MOTION TO APPROVE RESOLUTION R-12-2023; A RESOLUTION OF THE CITY OF NORTHLAKE, COOK COUNTY, ILLINOIS, AUTHORIZING A COUNTY OF COOK NO CASH BID PROGRAM APPLICATION TO SECURE A TAX CERTIFICATE OF PURCHASE FOR THE NONPAYMENT OF REAL ESTATE TAXES ON CERTAIN PARCELS OF REAL PROPERTY CARRIED

Alderman Feldmann made a motion to approve Resolution R-13-2023; A Resolution Approving the Intergovernmental Agreement By and Between the Metropolitan Water Reclamation District of Greater Chicago for the Design, Construction, Operation and Maintenance of the Millennium Park Permeable Parking Lot Project Northlake, IL; seconded by Alderman Patti. Mayor Sherwin called for the roll.

MOTION TO APPROVE RESOLUTION R-13-2023; A RESOLUTION APPROVING THE INTERGOVERNMENTAL AGREEMENT BY AND BETWEEN THE METROPOLITAN WATER RECLAMATION DISTRICT OF GREATER CHICAGO FOR THE DESIGN, CONSTRUCTION, OPERATION AND MAINTENANCE OF THE MILLENNIUM PARK PERMEABLE PARKING LOT PROJECT NORTHLAKE, IL CARRIED

Alderman Grochowski made a motion to approve Ordinance O-09-2023; An Ordinance Proposing the Establishment of Special Service Area No. 3 by the City of Northlake for the Condominium Building Located at 23 King Arthur Court and Providing for a Public Hearing and Other Procedures in Connection Therewith; seconded by Alderman Patti. Mayor Sherwin called for the roll.

MOTION TO APPROVE ORDINANCE O-09-2023; AN ORDINANCE PROPOSING THE ESTABLISHMENT OF SPECIAL SERVICE AREA NO. 3 BY THE CITY OF NORTHLAKE FOR THE CONDOMINIUM BUILDING LOCATED AT 23 KING ARTHUR COURT AND PROVIDING FOR A PUBLIC HEARING AND OTHER PROCEDURES IN CONNECTION THEREWITH CARRIED

Alderman Patti made a motion to approve the 2023/24 Blue Cross Blue Shield/Metlife Group Benefit Renewals; seconded by Alderman Feldmann. Mayor Sherwin called for the roll.

MOTION TO APPROVE THE 2023/24 BLUE CROSS BLUE SHIELD/METLIFE GROUP BENEFIT RENEWALS CARRIED.

Alderman Patti made a motion to approve the Engineer’s Recommendation to Award the Bid to Herlihy Mid-Continent Company in the amount of $924,346.07 for the Hirsch Street Bridge Replacement Project; seconded by Alderman Johnson. Mayor Sherwin called for the roll.

MOTION TO APPROVE THE ENGINEER’S RECOMMENDATION TO AWARD THE BID TO HERLIHY MID-CONTINENT COMPANY IN THE AMOUNT OF $924,346.07 FOR THE HIRSCH STREET BRIDGE REPLACEMENT PROJECT CARRIED

Alderman Feldmann made a motion to approve Ordinance O-10-2023; An Ordinance Establishing Additional Noise Restrictions and Amending Section 4-4C-2 of the Northlake City Code; seconded by Alderman Patti. Mayor Sherwin called for the roll.

MOTION TO APPROVE ORDINANCE O-10-2023; AN ORDINANCE ESTABLISHING ADDITIONAL NOISE RESTRICTIONS AND AMENDING SECTION 4-4C-2 OF THE NORTHLAKE CITY CODE CARRIED

Alderman Straube made a motion to go into Executive Session; seconded by Alderman Grochowski. Mayor Sherwin called for a voice vote. All were in favor.

MOTION TO GO INTO EXECUTIVE SESSION CARRIED

A resident had concerns about a couple of items which were addressed by the Council; another resident noted the improv show at City Hall went well and the next show would be July 14th.

There being no further business, Alderman Straube made a motion to adjourn; seconded by Alderman Patti. Mayor Sherwin called for a voice vote. All were in favor.
