II. CALL TO ORDER: President Pedersen called to order the Board of Trustees of the Village of Franklin Park in regular session at 7:00 p.m.

A. FINANCE AND SPECIAL EVENTS COMMITTEES (Mr. Johnson, Chair) 1. MR. JOHNSON STATED THE VILLAGE COMPTROLLER WILL BRIEFLY GO OVER THE 2022 TAX LEVY
2. MR. JOHNSON STATED ITEM 10 ON THE CONSENT AGENDA IS THE RENEWAL OF LIABILITY AND WORKER’S COMP. INSURANCE WITH ICRMT. THERE IS APPROXIMATELY A 7.4% INCREASE OVER LAST YEAR WHICH IS MAINLY DUE TO AN INCREASE IN THE VALUE OF OUR PROPERTIES
3. MR. JOHNSON STATED WINTERFEST HAD A GREAT TURNOUT AND THANKED EVERYONE WHO ATTENDED AND THOSE WHO HELPED TO MAKE IT A SUCCESS. THE VIDEO IS LIVE ON FACEBOOK AND YOUTUBE
B. WATER AND SEWER/FLEET MAINTENANCE COMMITTEE (Ms. Avitia, Chair)
1. MS. AVITIA REPORTED THE MAIN PUMPING STATION GENERATOR IS STILL UNDER INVESTIGATION ON WHAT CAUSED THE NEW SPEED CONTROLLER TO FAIL AFTER THE TEST RUN. UNTIL THE UNIT IS FIXED OR REPLACED, A RENTAL UNIT IS IN PLACE
2. MS. AVITIA REPORTED 4 WATER MAIN BREAKS, 2 WATER HYDRANTS NEEDED TO GET REBUILT AFTER BEING STRUCK BY A VEHICLE, AND VICTOR SERVICES IS WORKING FOR NICOR TO TELEVISING SEWERS AFTER NICOR PUT NEW GAS LINES IN
3. MS. AVITIA REPORTED 3 STREET DRAINS WERE INSPECTED, 3 DRAINS NEED CLEANING, 2 DRAINS REBUILT, AND SEWER BAD SPOTS WERE INSPECTED ONCE WITH NO ISSUES, AND LASTLY, THERE WAS A MANHOLE EMERGENCY REPAIR
4. MS. AVITIA REPORTED ANDERSON LIFT STATION POWER LOSS AND TAFT LIFT STATION PUMP 1 WAS REBUILT
5. MS. AVITIA REPORTED THE CREEK HAS BEEN INSPECTED ONCE ON NOVEMBER 29TH
C. POLICE AND FIRE COMMITTEE (Mr. Ruhl, Chair)
1. MR. RUHL STATED THAT HE DID NOT HAVE A REPORT FROM THE POLICE DEPARTMENT.
2. MR. RUHL REPORTED STATISTICS FOR THE FIRE DEPARTMENT, IN NOVEMBER THERE WERE 310 FIRE AND EMS RESPONSES AND AVERAGE OF 11.20 CALLS PER DAY AVERAGE FOR 2022
D. STREETS, ALLEYS AND FLEET MAINTENANCE (Mr. Ybarra, Chair)
1. MR. YBARRA REPORTED 68 TONS OF HOT MIX ASPHALT WERE USED, PRIMARLY IN THE ALLEY OF THE 9800 BLOCK OF FRANKLIN AVENUE FROM A SEWER REPAIR
2. MR. YBARRA REPORTED THE CREW FINISHED INSTALLING CHRISTMAS DECORATIONS THE LAST 2 WEEKS FOR THE TREE LIGHTING
3. MR. YBARRA REPORTED THAT THE LAST BRANCH PICK UP WAS COMPLETED FOR THE SEASON
4. MR. YBARRA REPORTED HALF TON OF COLD MIX ASPHALT TO REPAIR VARIOUS POTHOLES AROUND TOWN
E. PROPERTY, PLANNING, ZONING, AND BUILDING COMMITTEE (Ms. Special, Chair)
1. MS. SPECIAL REPORTED 16 CONTRACTORS APPLIED FOR LICENSES, 25 BUILDING PERMITS, 5 ELECTRICAL PERMITS, 3 SIGN PERMITS, 0 DUMPSTER PERMIT, AND 4 FIRE PERMITS WERE APPLIED FOR A TOTAL OF 37 PERMITS. SHE ANNOUNCED 10 PROPERTY CLOSINGS FOR RESIDENTIAL AND COMMERCIAL, 1 NEW BUSINESS APPLIED FOR OCCUPANCY AND 0 NEW BUSINESSES WERE ISSUED OCCUPANCY CERTIFICATES
2. MS. SPECIAL REPORTED PLANNING COMMISSION MET ON NOVEMBER 16, 2022, VILLAGE STAFF PRESENTED AN OVERVIEW OF IMPROVEMENTS ON AND AROUND DOWNTOWN FRANKLIN PARK. PROJECTS INCLUDE THE PACIFIC AVENUE GREEN INFRASTRUCTURE IMPROVEMENTS, THE DOWNTOWN PEDESTRIAN BUMPOUTS, THE A&E PREMIER LUXURY APARTMENTS, NEW RESTAURANTS: GARDEN OF EAT’N AND SKY CAFÉ. STAFF ALSO PRESENTED ON THE NEW PARKING LOT AT 3019 ROSE STREET FOR DOWNTOWN PATRONS AND FRANKLIN PARK TOWER RESIDENTS.
3. MS. SPECIAL REPORTED MAYOR PEDERSEN, CLERK, TRUSTEES AND VILLAGE STAFF ATTENDED A RIBBON CUTTING FOR GARDEN OF EAT’N IN DOWNTOWN FRANKLIN PARK
F. HUMAN RESOURCES, SUSTAINABLE PRACTICES AND SENIOR SERVICES COMMITTEE (Mr. Hagerstrom, Chair)
1. IN LIEU OF MR. HAGERSTROM’S PRESENC, MS. AVITIA ANNOUNCED THE FINAL BLOOD DRIVE HAD 13 PARTICIPANTS AND THANKED THE SENIOR COMMISSION FOR HELPING OUT

X. COMMENTS FROM THE CLERK:
Clerk Arellano briefly went over the Clerk’s month report for November, 39 passports were processed, 18 photos taken, 1 voter registration, 42 FOIA requests completed, 2 garage sale registrations, 17 notaries performed and 1 block party approved
XI. COMMENTS FROM THE PRESIDENT:
Mayor Pedersen stated that he attended the administration of office for his cousin and newly elected Cook County Commissioner Maggie Trevor, representing parts of River Grove, Elmwood Park, Rosemont, Norridge, Park Ridge. Mayor Pedersen also stated that he attended a reception for newly elected judges Nick Kantas and Shante Raines-Welch, and was able to have a conversation with Speaker Welch regarding legislative priorities are to make municipalities with a population of 5000 or more home-rule automatically, to increase the amount of funds dedicated to lead pipe service removal and to extend the date of when municipalities need to fully fund pensions from 2040 to 2050
