Cicero School District 99 Board of Education met July 13.
Here are the minutes provided by the board:
I. The meeting was called to order by President Tomschin at 6:30 p.m.
II. Roll call was conducted and the following members were recorded present: President Tomschin, Secretary Terracino, Members Manouzi, Moreno and Segura. Absent: Vice-President Dominick and Member Couch.
III. A quorum was established.
IV. The pledge to the flag was recited.
President Tomschin requested a moment of silence for the victims and families of the 4th of July tragedy in Highland Park, Illinois.
Dr. Calderin noted that the following reports were placed in each Board Member’s packet. He asked them if they had any questions. They indicated none.

5. Treasurer’s Report – Ms. Ewa Klis, Business Manager of Business Affairs. She briefed on the revenues, expenditures and monthly expenses.
She indicated that as of July 5, 2022, the state owed the district $ 823,337.95 She asked them if they had any questions. They indicated none.
6. Departmental Updates
Dr. Calderin, Superintendent, reported the following updates:
∙ Strategic Planning work continues with the committee. They have discussed the specific action step efforts to ensure goals are met in order to improve student outcomes.
∙ Back to School celebration will be on August 7, 2022 in the Community Park in conjunction with the Town of Cicero
Dr. Calderin asked the Board if they had any questions, they indicated none.
Dr. Mary Mycyk, Assistant Superintendent for Educational Services, reported the following updates:
∙ Spring Growth Data – ECRA
o Mathematics for 2021-22 school year, -0.26, which was expected growth
o Reading for 2021-22 school, +0.02, which was expected growth ∙ Walkthrough Outcomes
o 2,508 completed with 90% teachers feeling the feedback impacted their professional practice. This indicated that they enjoyed having administrators in their classroom and it helped them improve and develop their lessons.
She asked if they had any questions, they indicated none.
Ms. Elisabeth Nealon, Assistant Superintendent for Student Services, reported the following updates:
∙ Special Olympics Soccer Tournament won the Silver Medal and offered congratulations to the team.
∙ Summer Diagnostic/Evaluation Team, have processed 60 referral requests. They anticipate completing 150 evaluations by July 15, 2022.
∙ Health Fair with the Town of Cicero will be on July 20, 2022. She asked the Board if they had any questions. They indicated none. Mr. Bryan Snyder, Chief Information Officer, provided the following updates:
∙ Chromebook Fleet Refresh
o All collected devices have been returned to the leasing company. The Information Services Department has been relocated to Woodbine School. The majority of equipment has been moved from all locations within Unity to Woodbine and the team was working to empty the 1941 warehouse.
∙ Roosevelt Preparation
o All access points and panels have been removed. Final connections have been made on switches. The Multi-Function Printers are being scheduled for installation.
∙ Burnham Technology Removal
o All access points and panels have been removed.
∙ Network Switch Project
o Unity, Transportation Center, Roosevelt and Lincoln Schools switches have been installed. The team is within the project timeline for district wide completion by August 1, 2022.

Ms. Rita Tarullo, Assistant Superintendent of Business Affairs/CFO/CSBO, reported the following updates:
∙ Food Service Updates
o Training with Open Kitchens and Food service staff was will be on August 1, 2022. A tour of the new facility on 31st and Pulaski will be the week of July 18, 2022. September Board meeting will feature a food sampling.
∙ Unity Track & Turf Field (picture of project in early stages were shown)
o The Track & Turf Field Project at Unity is progressing.
∙ Playground Updates (pictures of ongoing projects were shown)
o Goodwin – Project was scheduled to be completed on July 15, 2022. o Roosevelt –The gym was scheduled to be in the final installation phase. The playground project was completed as were the hallways and the classrooms. There were before/after pictures shown.
She asked the Board if they had any questions, they indicated none.
VI. Other Reports
A. Construction Report – Marc Rodgers presented a PowerPoint and provided the following updates on various construction projects.
Roosevelt Elementary
∙ Vision construction work was tacking to be substantially complete by the end of July, 2022. The gym floor, painting work was tracking to be completed by mid-August, 2022.
Multi-Site HVAC
∙ Construction was underway at nine facilities.
∙ Risks/Resolutions: Equipment Delivery Delays.
o Lincoln – Steel for new equipment (over the stage) is re-bidding o Cicero West – Equipment delayed, anticipate to be operational prior to the first day of school.
o Liberty – Equipment delayed, anticipated to be operational prior to the first day of school.
o Columbus West – Equipment delayed, chiller not anticipated to be operational prior to the first day of school. (pricing being provided for temporary cooling, pending approval and will be an additional cost to the project budget.
Multi-Site Roofing
∙ Construction is underway with tracking on schedule.
∙ Risks/Resolutions:
o Columbus West – Roofing work coordinated with HVAC timing Unity Turf
∙ Construction is underway with tracking to be completed in December, 2022 ∙ Risks/Resolutions:
o Buried irrigation piping and soils will be addressed during excavation. Weather may impact the overall project schedule.
Multi-Site Playgrounds
∙ Roosevelt – Project is substantially complete.
∙ Goodwin – Project is in progress.
∙ Cicero West – Project anticipates starting week of July 18, 2022
∙ Columbus West – Project tracking to start in August, weather permitting ∙ Risks/Resolutions:
o Permitting is in progress a Cicero East and Columbus West Projects in Close-Out
∙ Cicero West RTU & Lincoln Gym and Sensory
Unity Junior High School HVAC
∙ Re-bid document preparation is underway, with the next step of bidding third quarter of 2022, and construction starting in summer of 2023
Unity Junior High School Canopy Sprinkler Replacement
∙ Bids due on July 14, 2022, with logistics for the main entry and second floor corridor confirmed with school. The bid awards and contract execution are anticipated for the next meeting in August 2022.
On-Call/Emergency Services Trades
∙ Bid award notices sent for Plumbing and HVAC – with contract approval at the next meeting in August 2022.
∙ Bids were due on July 14, 2022 for Painting, Electrical and Fencing. Capital Planning
∙ FGM Capital Improvement Plan update in progress
∙ Burnham analyzation was in progress
∙ District Administration is reviewing future project recommendations ∙ Requests for multiple summer 2023 projects may be recommended at the next meeting in August 2022.
Mr. Rodgers asked the Board if they had any questions. President Tomschin asked about the irrigation issue at Unity that was just discovered. Mr. Rodgers responded it had to do with the water pipes that treat the grass and not what had gone into the building. Dr. Calderin noted that the water pipes have all been identified and were working towards a resolution to cap the pipes.

IX. Board Moved To Executive Session
It was moved by Member Moreno and seconded by Secretary Terracino to adjourn into Executive Session at 6:47 p.m. Roll call: Yeas: President Tomschin, Secretary Terracino, Members Manouzi, Moreno and Segura. Absent: Vice-President Dominick and Member Couch. Motion carried.
PURPOSE
A. The appointment, employment, compensation, discipline, performance, or dismissal of specific employees, specific individuals who serve as independent contractors in a park, recreational, or educational setting, or specific volunteers of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee, a specific individual who serves as an independent contractor in a park, recreational, or educational setting, or a volunteer of the public body or against legal counsel for the public body to determine its validity. However, a meeting to consider an increase in compensation to a specific employee of a public body that is subject to the Local Government Wage Increase Transparency Act may not be closed and shall be open to the public and posted and held in accordance with this Act.

B. Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees. 5 ILCS 120/2(c)(2).
C. The purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired. 5 ILCS 120/2(c)(5).
D. Security procedures, school building safety and security, and the use of personnel and equipment to respond to an actual, a threatened, or a reasonably potential danger to the safety of employees, students, staff, the public, or public property. 5 ILCS 120/2(c)(8).
E. Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting. 5 ILCS 120/2(c)(11).
