II. CALL TO ORDER: President Pedersen called to order the Board of Trustees of the Village of Franklin Park in regular session at 7:01 p.m.
III. ROLL CALL; ESTABLISHMENT OF QUORUM
Village Clerk Roberta Johnson called the roll:
Present at Board Meeting: Joe Montana (Village Attorney); Roberta Johnson (Village Clerk); Tom Dailly (I.T. Director)
Present Via Teleconference: Mayor Pedersen. Trustees: Ms. Avitia, Mr. Hagerstrom, Mr. Johnson, Mr. Ruhl, Ms. Special, Mr. Ybarra
The Village Clerk declared a quorum was present.
Staff Members Present Via Telecommunication: Lisa Anthony (Director of Human Resources/Health and Welfare), Bill Brehm (Fire Department Chief), Frank Grieashamer (Treasurer), Joe Lauro (Utilities Commissioner), David Gonzalez (Comptroller), Lisa Manzo (Building Department Deputy Director), Mike Witz (Director of Police Department)

PUBLIC COMMENTS (Limit to 2 minutes per speaker, Ordinance 1415-G-43) (Public was also give the opportunity to submit comments to the Village Clerk via email to be read at the meeting) There was no one from the public in the meeting and no emails were submitted to the Village Clerk to be read at the Board Meeting by 4:30 p.m.
V. COMMITTEE REPORTS
A. Finance And Special Events Committees (Mr. Johnson, Chair)
1. Mr. Johnson Stated Comptroller David Gonzalez Has Submitted To The Trustees The Financial Report For January 2021 And Will Soon Begin Working On The Revenue For The New Fiscial Year
2. Mr. Johnson Announced Property Tax Revenue Is Now Coming In Even Though The Final Due Date For Property Taxes Have Been Extended
B. Water And Sewer/Fleet Maintenance Committee (Ms. Avitia Chair)
1. Ms. Avitia Stated There Were 2 Water Main Breaks Since The Last Board Meeting And 5 Backed Up Sewers
2. Ms. Avitia Stated 7 Feet Of A 15 Inch Sewer And 3 Feet Of A 6 Inch Sewer Was Dug Up, Replaced And Now Back In Service
3. Ms. Avitia Stated The King Street Potable Water Pump Station Generator Was Serviced
C. Police And Fire Committee (Mr. Ruhl, Chair)
1. Mr. Ruhl Congratulated Police Officer Christian Quiroga On His Retirement With 25 Years Of Service And Also Police Officer Donald Kaminski On His Retirement With 30 Years Service, They Are Good Officers And Will Be Missed
2. Mr. Ruhl Stated A Police Officer Made A Routine Traffic Stop That Resulted In A Vehicle Pursuit. The Vehicle Was Stopped And A Short Foot Chase Ensured With Two Male Subjects Taken Into Custody, One Subject Was Armed With A Handgun, The Other Subject Was Wanted By The Chicago Police Department For A Shooting
D. Streets, Alleys And Fleet Maintenance (Mr. Ybarra, Chair)
1. Mr. Ybarra Commented On The Rock Salt Situation In That The Village Received 720 Tons Of Salt And Is In The Process Of Placing Two More Orders For 1500 Tons Each Order
2. Mr. Ybarra Announced Item Number 5 On The Consent Agenda For The Board Consideration Is For The Franklin Avenue Reconstruction Project By And Between Smith Lasalle Incorporated And The Village And It Is Recommended For Approval By The Board
3. Mr. Ybarra Reported 1 Handicapped Parking Sign Removed And 2 Installed, 4 Street Name Signs, 2 Stop Signs And 6 Resident Parking Signs Replaced
4. Mr. Ybarra Announced Currently Two F-750 Trucks Are Out Of Service
E. Property, Planning, Zoning, And Building Committee (Ms. Special, Chair)
1. Ms. Special Announced For The Building Department 12 Contractors Applied And Registered For Licenses, 31 Building Permits, 13 Electrical Permits, 1 Sign Permits, 0 Dumster Permit, 1 Fire Permit For A Total Of 48 Permits Issued. There Were 11 Property Closings From February 16 To 28, 2021, Including Residential And Commercial, 6 New Businesses Applied For Occupancy And 3 Occupancy Certificates Issued Along With 17 Cases In Adjudication Court, 1 Rental Inspection, 1 Home Business Applied For And 2 Deed Amendment Inspections
2. Ms. Special Reported That Community Development Staff Is Working On A 6b Real Estate Tax Assessment That Will Be On The March 15 Board Meeting
F. Human Resources, Sustainable Practices And Senior Services Committee (Mr. Hagerstrom, Chair)
1. Mr. Hagerstrom Announced A Blood Drive Will Be Taking Place On Friday, March 5, 2021, At The Police Station Community Room From 3:00 To 7:30 P.M. Cdc Guidelines Will Be Followed And Everyone Must Wear A Face Covering And Also Encouraged To Make An Appointment. All Successful Blood Donations Are Now Tested For Antibodies

1. Village Clerk Roberta Johnson announced Statement of Economic Interest filings are expected to be email out this week or next week
2. Village Clerk Roberta Johnson announced early voting will held at the Village Hall beginning on March 22 through April 5
X. COMMENTS FROM THE PRESIDENT
1. Mayor Pedersen announced two friends of Franklin Park passed away recently. Terry O’Brien was with the Metropolitan Water Reclamation District of Greater Chicago as President and Commissioner and also Frank DiMato, Jr. was President of Labor Union Local 1. Both were very helpful to Franklin Park
