II. CALL TO ORDER: President Pedersen called to order the Board of Trustees meeting of the Village of Franklin Park in regular session at 7:01 p.m.
III. ROLL CALL; ESTABLISHMENT OF QUORUM
Village Clerk Roberta Johnson called the roll: Present at Board Meeting: Joe Montana (Village Attorney); Roberta Johnson (Village Clerk); Tom Dailly (I.T. Director) Present Via Teleconference: Trustees Ms. Avitia, Mr. Hagerstrom, Mr. Johnson, Mr. Ruhl, Ms. Special, Mr. Ybarra The Village Clerk declared a quorum was present
Staff Members Present Via Telecommunication: Lisa Anthony (Director of Human Resources/Health and Welfare), Joe Lauro (Utilities Commissioner), Tom McCabe (Engineer Consultant for Smith LaSalle), Frank Grieashamer (Treasurer), Mike Witz (Director, Police Department), David Gonzalez (Comptroller), John Schneider (Director, Community Development), Bill Brehm (Fire Chief), Pete Cajigas (Building Department Director)

PUBLIC COMMENTS (Limit to 2 minutes per speaker, Ordinance 1415-G-43) (Public was also give the opportunity to submit comments to the Village Clerk via email to be read at the meeting) There was no one from the public in the meeting and no emails were submitted to the Village Clerk to be read at the Board Meeting by 4:30 p.m.

A. Finance And Special Events Committee (Mr. Johnson, Chair)
1. Mr. Johnson Stated Comptroller David Gonzalez Will Give The December Financial Report 2. Mr. Johnson Announced This Year Cook County Has Delayed The Due Date For The First Installment Of The Property Tax To May 1, 2021, Due To The Covid 19 Virus Impact On Many Tax Payers
B. Water And Sewerfleet Maintenance Committee (Ms. Avitia Chair)
1. Ms. Avitia Thanked Everyone In The Utilities Department For The Prompt And Excellent Snow Clearing That Was Done During The Snow Storms This Week
C. Police And Fire Committee (Mr. Ruhl, Chair)
1. Mr. Ruhl Stated He Had No Report From The Fire Department
2. Mr. Ruhl Reported From The Police Department, During A Routine Traffic Stop On January 26, The Tactical Unit Arrested A Driver Who Was Found To Be In Possession Of Approximately 10 Pounds Of Marijuana
3. Mr. Ruhl Stated Officers Issued Over 150 Snow Parking Violations During The January 26 Snow Event And Over 180 Snow Parking Violation Tickets During The January 30 Snow Fall
4. Mr. Ruhl Stated On Friday, January 29, Tactical Unit Executed A Narcotic Search Warrant At A Hotel In The 2400 Block Mannheim Road, Unincorporated Franklin Park, Taking Into Custody One Subject Found Armed With A Handgun And In Possession Of 18 Grams Crack Cocaine, 7 Grams Heroin And 3 Grams Fentanyl. The Subject Was Charged With Armed Violence And Possession With Intent To Deliver A Controlled Substance
5. Mr. Ruhl Thanked The Utilities, Fire And Police Departments For The Outstanding Efforts Made To Clear The Streets During The Snow Events This Week
D. Streets, Alleys And Fleet Maintenance (Mr. Ybarra, Chair)
1. Mr. Ybarra Stated He Appreciated All The Efforts The Utilites, Police And Fire Departments Did During The Snow Events This Week
E. Property, Planning, Zoning, And Building Committee (Ms. Special, Chair)
1. Ms. Special Announced Community Development Staff Has Been Coordinating With The Engineering Department To Assist With Preliminary Planning For A New Bike Path Through The Regional Transportation Authority's Access To Transit Program. The Project Will Be Funded Through The Congestion Mitigation And Air Quality (Cmaq) Grant Program. Staff Participated In A Conference Call With The Village's Engineering Department, Hlr Engineering, And Representatives From Idot To Identify The Safest Configuration For The Bike Route At Certain Locations
2. Ms. Special Reported From The Building Department, 5 Contractors Applied And Registered For Licenses. There Were 24 Building Permits, 10 Electrical, 1 Sign Permit And 3 Dumpster Permits Applied For With A Total Of 35 Permits Issued In A Two-Week Span. There Were 13 Property Closings Both Residential And Commercial, 5 New Businesses Applied For Occupancy And 2 Occupancy Certificates Issued, 1 Multi Dwelling Registrations, And 1 Storage Container Renewal
F. Human Resources, Sustainable Practices And Senior Services Committee (Mr. Hagerstrom, Chair)
1. Mr. Hagerstrom Stated He Had No Report And Thanked Everyone Involved In The Cleanup From The Snow Storms
VI. STAFF REPORTS AND COMMENTS:
1. Commissioner Joe Lauro Reported That There Are 85 Miles Of Roads And 19.6 Miles Of Alleys In Franklin Park And This Last Snowfall Was 10.8" Of Very Wet And Heavy Snow. He Thanked The Police And Fire Departments For All Their Help. All The Streets Have Been Cleared And Currenly Staff Is Working On Side Streets And Alleys And For Safety Precautions And Visibility, Staff Is Hauling Large Piles Of Snow At Intersections To Vacant Lots. Mr. Lauro Stated There Was Is Issue With The Waste Hauler Not Being Able To Get Down Alleys To Pick Up Garbage Because Their Vehicles Were Larger Than The Plows Were Able To Clear. Tomorrow Village Backhoes And Payloaders Will Be Going Ahead Of Waste Management Trucks To Clear The Alleys That Did Not Get Garbage Picked Up. One Issue Has Been Residents Clearing Their Areas Of Snow And Have No Where To Put It So The Snow Is Thrown Back Into The Alley After It Is Plowed.
Mr. Lauro Stated 47 Residents Called With The Need To Get Out And Not Able To Because Of The Snow Build Up And Snow Piles. He Stated That The Utilites Department Has Been Making An Effort To Help Those That Need To Get Out. Mr. Lauro Also Thank Director Mike Witz And The Police Department For All Their Help
2. Comptroller David Gonzalez Presented The December 2020 Eight-Month Report Stating Financials Are About The Same As Last Year At This Time. He Stated Property Tax Bills Have Been Extended Until May 1, 2021, So Cash Flow Management May Be Tighter Until The Tax Funds Are Released
