II. CALL TO ORDER: President Pedersen called to order the Board of Trustees meeting of the Village of Franklin Park in regular session at 7:03 p.m.
III. ROLL CALL; ESTABLISHMENT OF QUORUM
Village Clerk Roberta Johnson called the roll:
Present at Board Meeting: Barrett F. Pedersen (Mayor); Joe Montana (Village Attorney); Roberta Johnson (Village Clerk); Roberto Smaldone (I.T.)
Present Via Teleconference: Trustees: Mr. Hagerstrom, Mr. Johnson, Mr. Ruhl, Ms. Special, Mr. Ybarra. Absent: Trustee Avitia
The Village Clerk declared a quorum was present
Staff Members Present Via Telecommunication: Lisa Anthony (Director of Human Resources/Health and Welfare), Joe Lauro (Utilities Commissioner), Tom McCabe (Engineer Consultant for Smith LaSalle), Frank Grieashamer (Treasurer), Mike Witz (Director, Police Department), David Gonzalez (Comptroller), John Schneider (Director, Community Development), Bill Brehm (Fire Chief)

Mayor Pedersen announced the winners of the Best Decorated Home Contest and congratulated the winners on their beautiful displays
V. PUBLIC COMMENTS (Limit to 2 minutes per speaker, Ordinance 1415-G-43) (Public was also give the opportunity to submit comments to the Village Clerk via email to be read at the meeting) There was no one from the public in the meeting and no emails were submitted to the Village Clerk to be read at the Board Meeting by 4:30 p.m.

A. FINANCE AND SPECIAL EVENTS COMMITTEE (Mr. Johnson, Chair)
1. Mr. Johnson Stated He Had No Report For Finance Or Special Events Except To Congratulate The Best Decorated Homes Contest Winners
B. WATER AND SEWER/FLEET MAINTENANCE COMMITTEE (Ms. Avitia Chair)
1. Ms. Special (For Ms. Avitia) Announced 1 Water Main Break, 1 Water Service Break, 1 Buffalo Box Repaired, 1 Hydrant Replaced, 2 Hydrants Repaired, And Pump 1 At A Lift Station Failed And Is Currently Out Of Service
C. POLICE AND FIRE COMMITTEE (Mr. Ruhl, Chair)
1. Mr. Ruhl Stated For The Police Department There Was A Narcotic Search Warrant Executed For A Hotel On Mannheim Road (Unincorporated Leyden Township) And One Person Was Taken Into Custody Having 2 Handguns And In Possession Of Cocaine And Heroin. The Subject Was Charged With Unlawful Use Of Firearms And Two Counts Of Possession With Intent To Deliver Controlled Substance
2. Mr. Ruhl Announced A Major Fire In River Grove That The Franklin Park Fire Department Responded To And Also A Second Floor Fire On Crown Road In Franklin Park Where A Person And A Dog Were Rescued. He Commented The Fire Department Did An Outstanding Job On Both Fires
D. STREETS, ALLEYS AND FLEET MAINTENANCE (Mr. Ybarra, Chair)
1. Mr. Ybarra Stated There Were Two Snow Operations That Were Conducted
2. Mr. Ybarra Announced The Street Department Had Two Christmas Tree Pickups, January 4 And 11
3. Mr. Ybarra Announced 41 Tons Of Cold Patch Was Used In Filling Pot Holes And Hot Patched 3 Street Cut Outs 4. Mr. Ybarra Announced Smith Lasalle Has Completed The New Pavement Assessment Map And The Map Has Been Added To The Village Website
5. Mr Ybarra Stated The Franklin Avenue Reconstruction Project Is Moving Along With Pre-Final Plans And Spec’s Received From Exp Engineering And The Utilities Department And Staff Will Be Meeting With Smith Lasalle To Review The Plans
6. Mr. Ybarra Announced Two Perfessional Services Agreements On The Consent Agenda With Smith Lasalle For Bidding And Construction Related To The Grand Avenue Redevelopment And A Professional Services Agreement For Implementation Of Green Infrastructire
E. PROPERTY, PLANNING, ZONING, AND BUILDING COMMITTEE (Ms. Special, Chair)
1. Ms. Special Announced 5 Contractors Applied And Registered For Licenses. There Were 18 Building Permits, 6 Electrical, 1 Sign Permit And 3 Dumpster Permits Applied For With A Total Of 28 Permits Issued In A Two-Week Span. There Were 8 Property Closings Both Residential And Commercial And 3 Storage Container Renewals
2 Ms. Special Commented On Community Development Department Staff Working With The Village Engineers For Grant Programs And Funding
3 Ms. Special Stated That Camiros Ltd Is Working On Updating The Zoning Ordinance And It Is Being Reviewed By The Village Attorney And The Building Department
4 Ms. Special Stated Zoning Is Currently Reviewing Five Building Permit Occupancy Packets
F. HUMAN RESOURCES, SUSTAINABLE PRACTICES AND SENIOR SERVICES COMMITTEE (Mr. Hagerstrom, Chair)
1. MR. HAGERSTROM STATED HE HAD NO REPORT
VII. STAFF REPORTS AND COMMENTS:
Commissioner Joe Lauro Stated Metra Contacted Trustee Ruhl In Regards To Two Antique Signals From The 1920’s, One From The Pennsylvania Central And One From The Milwaukee Road, That Were In Good Shape And Until Recently Were Used At Union Station. They No Longer Needed Them And Asked If The Village Was Interested In Obtaining Them. Mr. Lauro Informed Metra The Village Would Like To Have Them To Put By The B-12 Tower

XI. COMMENTS FROM THE PRESIDENT
1. Mayor Pedersen commented on a notice that was received from the federal government regarding threats of violence to federal government and municipalities throughout the country during Wednesday with the swearing in of the new president. Mayor Pedersen stated security equipment has been tested and a police officer assigned to the Village Hall
