I. PLEDGE OF ALLEGIANCE

II. CALL TO ORDER: President Pedersen called to order the Board of Trustees of the Village of Franklin Park in regular session at 7: 01 p.m.

III. ROLL CALL; ESTABLISHMENT OF QUORUM

Village Clerk Roberta Johnson called the roll:

Present at Board Meeting: Barrett F. Pedersen ( Mayor); Joe Montana (Village Attorney); Roberta Johnson ( Village Clerk); Tom Dailly (I.T. Director), and Mike Witz (Director of Police)

Present Via Teleconference: Trustees: Ms. Avitia, Mr. Hagerstrom, Mr. Johnson, Mr. Ruhl,

Ms. Special, Mr. Ybarra The Village Clerk declared a quorum was present.

Staff Members Present Via Telecommunication: Lisa Anthony ( Director of Human Resources/ Health and Welfare), Joe Lauro ( Utilities Commissioner), Tom McCabe (Engineer Consultant for Smith LaSalle), Frank Grieashamer ( Treasurer), Bill Brehm ( Fire Department Chief), David Gonzalez ( Comptroller), Nicholas Walny ( Senior Village Planner)

Guests Present: Mike Butler ( Engineer for Digital Realty)

Guests Present Via Telecommunication: Dan Caplice ( KPlus)

IV. PUBLIC COMMENTS ( Limit to 2 minutes per speaker, Ordinance 1415- G- 43) Public was also give the opportunity to submit comments to the Village Clerk via email to be read at the meeting) There was no one from the public in the meeting and no emails were submitted to the Village Clerk to be read at the Board Meeting by 4: 30 p.m.

V. COMMITTEE REPORTS

A. FINANCE AND SPECIAL EVENTS COMMITTEE ( Mr. Johnson, Chair)

1. Mr. Johnson Stated He Had Nothing To Report For Finance Or Special Events

B. WATER AND SEWER/ FLEET MAINTENANCE COMMITTEE ( Ms. Avitia Chair)

1. Ms. Avitia Stated There Were 4 Water Main Breaks Since The Last Board Meeting, 13 Backed Up Sewers, I Hydrant Was Replaced And Back In Service

2. Ms. Avitia Stated That Reuter' S Phase 3 And 4 Pay Request Has Been Submitted To The Village

3. Ms. Avitia Stated Item #12 On The Consent Agenda For Board Consideration Is The Final Payout For The Annual Sewer Televising Program

4. Ms Avitia Stated That Water Billing And Water Collections Have Been Busy Setting Up Service Calls For Estimated Reads, High Bills, Zero Consumption And Leak Detection

5. Ms. Avitia Wished Everyone A Merry Christmas And Happy New Year

C. POLICE AND FIRE COMMITTEE ( Mr. Ruhl, Chair)

1. Mr. Ruhl Stated Fire Chief Brehm Is Working With Loyola Hospital For Vaccine For Covid- 19 For First Responders

2. Mr. Ruhl Reported That On December 30, Police Officer Russ Klug Will Be Promoted To Sergeant

3. Mr. Ruhl Wish Everyone A Merry Christmas

D. STREETS, ALLEYS AND FLEET MAINTENANCE ( Mr. Ybarra, Chair)

1. Mr. Ybarra Announced 25 Tons Of Cold Patch Was Applied To The Streets, 38 Tons Of Hot Patch, 12 Large Street Openings Repaired And 3 Street Drains Repaired

2. Mr. Ybarra Stated The Forestry Division Has Been Busy With 52 Tree Stumps Ground Down And Top Soil And Seed Applied, 1 Tree Removed And 15 Trees Trimmed

3. Mr. Ybarra Reported That 2 Stop Signs Were Replaced Due To Traffic Accidents And New Signs Were Installed For The Reuters Phase 2 Project

4. Mr. Ybarra Announced That Item 11 On The Consent Agenda For Board Consideration Is The Final Payout For The King Street Project

5. Mr. Ybarra Announced That Item 13 On The Consent Agenda For Board Consideration Is For The 17th Alley Project. Due To New Environmental Laws For Contaminated Spols, All Loads Were Considered Hazardous With An Extra Cost Per Load

6. Mr. Ybarra Wish Everyone A Merry Christmas And Happy New Year

E. PROPERTY, PLANNING, ZONING, AND BUILDING COMMITTEE MS. SPECIAL, CHAIR)

1. Ms. Special Announced That She Had Nothing To Report From The Building Department

2. Ms. Special Reported That Community Development Staff Attended The Illinois Enterprise Zone Association' S Winter Conference, Which Was Held Virtually. The Conference Included Updates And Q& A Sessions With The Illinois Department Of Revenue And The Illinois Department Of Commerce And Economic Opportunity

3. Ms. Special Wish Everyone A Merry Christmas And Happy New Year

F. HUMAN RESOURCES, SUSTAINABLE PRACTICES AND SENIOR SERVICES COMMITTEE (MR. HAGERSTROM, CHAIR)
