II. CALL TO ORDER: President Pedersen called to order the Board of Trustees of the Village of Franklin Park in regular session at 7:02 p.m.
III. ROLL CALL; ESTABLISHMENT OF QUORUM
Deputy Village Clerk April Arellano called the roll:
Present at Board Meeting: Mayor Pedersen; Joe Montana, Village Attorney; Tom Dailly, (I.T. Director); Frank Grieashamer (Treasurer); and Deputy Village Clerk April Arellano
Present Via Teleconference: Trustees Ms. Avitia, Mr. Hagerstrom, Mr. Johnson, Mr. Ruhl, Ms. Special, Mr. Ybarra
The Village Deputy Clerk declared a quorum was present.
Staff Members Present Via Telecommunication: Lisa Anthony (Director of Human Resources/Health and Welfare), Joe Lauro (Utilities Commissioner), Pete Cajigas (Director, Department of Building), John Schneider (Director, Community Development), Tom McCabe (Engineer Consultant for Smith LaSalle), Director of Police Mike Witz (Police Department), Chief William Brehm (Fire Department)

A. Finance And Special Events Committee (Mr. Johnson, Chair)
1. Mr. Johnson Stated The Board Has Submitted A “Cares Act” Application Of Cook County. The Village Is Asking For Reimbursement In The Amount Of $304,307.50 For Payroll Reimbursement For Police And Fire That Are Eligible Covid-19 Expenses. The Village Is Also Assembling Covid-19 Related Expenditures To Be Submitted To Fema
2. Mr. Johnson Reported August Financials Have Been Completed
3. Mr. Johnson Announced The Village Is Collecting Names For Franklin Park Veterans Who Wish To Have Their Name Engraved On The Veterans' Monuments. Please Contact The Clerk's Office By October 15 In Order For The Names To Be Engraved On The Monument For The Veterans' Day Ceremony
4. Mr. Johnson Stated The Cdc Has Provided Guidance For Options On How To Safely Celebrate Halloween During The Ongoing Covid-19 Pandemic. Links Are Provided On The Village Website. Because Some Of The Traditional Ways To Celebrate Halloween Do Not Allow For Proper Social Distancing, The Illinois Department Of Public Health Suggests That Families Should Decide If They Plan To Participate In Trick-Or-Treating This Year. The Village Has Established The Hours Of 3 P.M. To 7 P.M. For Trick-Or-Treating. Residents Are Asked To Please Leave Their Porch Light On If They Are Handing Out Candy At Their Door. If You Prefer Not To Participate This Year, You May Post A Sign In The Window Or On The Door Of Your Home To Indicate That You Are Not Participating. You Can Download A Sign From The Village Website Or You Can Get It From The Last Page Of The Village Newsletter. Please Remember To Social Distance And Use A Face Covering

C. Police And Fire Committee (Mr. Ruhl, Chair)
1. Mr. Ruhl Reported Fire Department Paramedics Responded To A House On Sarah Street To Check On A Pregnant Woman. The Paramedics Ended Up Delivering A Baby Girl While Enroute To The Hospital
D. Streets, Alleys And Fleet Maintenance (Mr. Ybarra, Chair)
1. Mr. Ybarra Stated He Had Nothing To Report
E. Property, Planning, Zoning, And Building Committee (Ms. Special, Chair)
1. Ms. Special Stated The Building Department Had 26 Contractors Apply And Register For Licenses Since September 21. They Also Had 82 Building Permits, 6 Electrical Permits, 3 Sign Permits, And 2 Dumpster Permits Applied For. There Were 11 Property Closings And 1 Occupancy Certificate Approved
2. Ms. Special Reported Community Development Staff Attended The “America In Bloom Symposium In The Sky." This Was A Three-Day Virtual Conference And Award Ceremony That Covered Innovative Environmental And Landscaping Efforts Across The Country
F. Human Resources, Sustainable Practices And Senior Services Committee (Mr. Hagerstrom, Chair)
1. Mr. Hagerstrom Stated Residents Can Get Flu Shots At Their Doctor's Office, Osco, Walgreens, And Cvs
2. Mr. Hagerstrom Announced “Shred Day” Will Be Held On October 24 From 9 A.M. To Noon At The Franklin Park Police Station. We Will Also Be Accepting Electronics For Recycling And Unused/Expired Medication For Destruction. The Village Is Co-Hosting “Shred Day” With Representative Camille Lilly
3. Mr. Hagerstrom Stated Agenda Item #3 Is The Annual Resolution Setting The Guidelines For Our Senior And Disabled Residents' Snow Program

COMMENTS FROM THE CLERK
Deputy Clerk April Arellano announced early voting begins October 19 and runs until November 2. Early voting will take place in the back conference room at Village Hall. The hours are the following: Monday-Friday 8:30 a.m. to 7 p.m. and Saturday/Sunday 9:00 a.m. to 5 p.m. There will be a drop box available inside the voting room for those who prefer to drop off their mail ballots instead of mailing them
XI. COMMENTS FROM THE PRESIDENT
1. President Pedersen spoke about John Yonan, the Cook County Director of Highway Transportation, stepping up with approximately $1.2 million for the Des Plaines River Trail. He also spoke about Park Ridge and Rosemont applying for grants with a matching grant from Cook County. The Forest Preserve will pay for phase 2 engineering for segment 3 of the trail
