Village of Berkeley Village Board met Jan. 7.

Here is the minutes provided by the board:

President Lee called the meeting to order at 6:30 p.m.

Present: Trustees Hammar, Salemi, Grenier, Graf-Stone, Washington, Perez, President Lee

Also Present: Village Administrator Rudy Espiritu, Assistant to the Village Administrator Justyn Miller, Fire Chief Michael Kuryla, Police Chief Timothy Larem, Public Works Superintendent Joseph Wagner, Assistant Attorney Liz Brogan and Village Attorney Greg Smith.

4.3 Code Enforcement Review – Commander Gregory Bednar

Commander Bednar shared with the Board a presentation of some before and after pictures of properties that were reported and/or given a warning. For the most part, everyone is happy and the Village of Berkeley is looking better and better. 700 cases have been worked on since May 2019, initial warnings and notices were given, 135 citations were given for non-compliance. Most cases were settled by compliance without citation. Winter goals and projects are to identify rental and vacant properties to have them register with the Village. Code Enforcement will generate a list of properties/garages that need repairs and will send out notices in the spring to owners so that they will have the summer to work on repairs.

9.1.1 Trustee Liaison Report – Trustee Graf-Stone informed the Board that the main focus that Administration is working on putting together the FY 2020-2021 Budget.

Chief Larem gave an update on hiring. They recently did an eligibility test and 35 candidates took the written test. They are now moving forward to phase two which is the interview with the hiring panel which will happen on the 11th.

9.4 Fire and Health (Chair – Trustee Grenier; Co-Chair Trustee Perez)

9.4.1 Trustee Liaison Report – Trustee Grenier informed the Board they Chief

Kuryla and Trustee Grenier attended another Chief’s Retirement.

9.5 Public Works and Utilities (Chair – Trustee Hammar; Co-Chair Trustee Grenier)

9.5.1 Trustee Liaison Report – Trustee Hammar thanked the Public Works Department for all their hard work on the Christmas decorations and the Holiday Festivities. They all did a nice job. There are four trees left to take down.

Superintendent Wagner informed the Board that they have been working on water leaks. Nine locations were reported for water leaks and they have already repaired 7 of them. If the Christmas trees are not taken down, Public Works will take them down by Friday.

9.5.2 Motion to Approve an Ordinance Amending the Annual Budget for the Fiscal Year Beginning May 1, 2019 and Ending April 30, 2020 for the Village of Berkeley, Cook County, Illinois Regarding the Capital Improvement Projects Fund

9.6 Community and Intergovernmental Relations (Chair – Trustee Perez; Co- Chair Trustee Graf-Stone)

9.6.1 Trustee Liaison Report – Thank you to Superintendent Wagner and his team for all their work with the Winter Fest. Reminder about the Martin Luther King Breakfast on January 20 in Hillside.

The Bellwood Lions Club will be having a Winter Fest coming up on February 7tth at 7:00 pm. It will be held at the Alpine Banquets. It helps the community with hearing, eyesight and diabetes tests. If you have a hardship you can submit proof of your hardship and the Lions Club will assist.

10.1 President’s Report

10.1.1 1/20/2020 Village Offices closed in observance of Martin Luther King Jr. Day

10.1.2 1/21/2020 Village Board Meeting at 6:30 p.m. 

President Lee would like to hold a one-on-one meeting with each Trustee before March/ before Community Roundtable. A Tollway Public Meetings for the residents will be held on January 15th.

11 Village Administrator – Tollway will come to next Board meeting to give annual report and update the Board.

Tollway will meet with residents that are directly impacted by the Tollway Project next Wed. 1/15 at 6:30 pm.

Annual Tollway Town Hall will be held on 1/29 at 6:30

12 Village Attorney – No report.
