Village of Broadview Board of Trustees met Oct. 21.

Here is the minutes provided by the board:

I. CALL TO ORDER

The Regular Board Meeting of Monday, October 21, 2019 was called to order by Clerk McGrier at 7:32 p.m., in the Council Chambers at 2350 South 25th Avenue, Broadview, IL 60155.

ROLL CALL

Upon roll call by Kevin McGrier, Village Clerk, the following answered Present: Trustee(s) J. Miller, V. Mayor Thompson, J. Abraham, Horne J. Tierney, A. Senior, Absent: S. Jones (Arrived 7:36pm)

There being a quorum the meeting was called to order.

PLEDGE OF ALLEGIANCE TO FLAG

Everyone remained standing and recited the Pledge of Allegiance to the Flag of the United States of America.

MOMENT OF SILENCE

Everyone joined in a moment of silence.

II. PUBLIC COMMENT(s)

V. CONSIDERATION TO APPROVE EXPENDITURE (s): • GRAND TOTAL ALL FUNDS: $ 776,423.59

Motion to approve by Trustee Abraham and Seconded by Trustee Tierney

Discussion: Trustee Abraham read the Warrant list.

Trustee Horne asked Al Ronin about the $4000 rate that he charges. She then asked a gambit of other questions to Ronin. Ronin responded. Abraham asked how many Villages are being represented in Springfield in general. Ronin answered that 100 contract lobbyist represent a number of towns and Villages, no specific number was given. Ronin gave a detailed description of how his company operates with regards to staff being in session and the work that they perform for Broadview. Trustee Jones asked Ronin how many towns or Villages he represents. Ronin answered 22 and he has 14 staff members that assist. Trustee Jones asked which specific bills did Ronin work on for Broadview. Ronin answered 100’s of bills at any given time. Ronin answered that they were able to secure for Broadview $2,250,000 during the last legislative session. $250,000 for a roof repair for the roof of the Fire Department and $2,000,000 for a bike path running through the heart of town. Jones continued to drill down on specifics of the projects and Mayor Thompson interjected by answering the question. Trustee Miller asked if any of the Trustees had previously reached out to Ronin and asked the questions. Ronin answered no. Miller further asked how long Ronin has been contracted with Broadview. Ronin answered 16 months. Miller asked had there been any expression of dissatisfaction over the past 16 months prior to 3 months ago. Ronin said he was not aware other than recently when the Mayor stated it may be appropriate for him to be present to address the Board. Trustee Jones had further questions to the Finance department regarding pension payments. Budget Officer Tom Hood answered accordingly. Attorney Vasselli further weighed in on residual exposure to the Village.

A. A RESOLUTION AUTHORIZING AND APPROVING AN INTERGOVERNMENTAL AGREEMENT WITH THE DEPARTMENT OF HEALTHCARE AND FAMILY SERVICES FOR THE VILLAGE OF BROADVIEW, COUNTY OF COOK, STATE OF ILLINOIS.

Motion to approve by Trustee Jones and Seconded by Trustee Senior

Discussion: Chief Tracy Kenny gave details of the resolution.

B. AN ORDINANCE AUTHORIZING AND APPROVING AN AMENDMENT TO THE REDEVELOPMENT AGREEMENT BETWEEN THE VILLAGE OF BROADVIEW AND THE RED DOOR MEETING PLACE, INC. FOR THE VILLAGE OF BROADVIEW, COUNTY OF COOK, STATE OF ILLINOIS (MONTANA & WELCH).

Motion to approve by Trustee Senior and Seconded by Trustee Abraham

Discussion: Atty. Ingersol gave details of the agreement. Trustee Horner had questions. A representative from the Red Door answered her questions. Trustee Jones has concerns about parking. Red door representative addressed those concerns and spoke about valet service on property owned by Timothy Christian (New to you). Trustee Miller questioned whether or not this was a one - time expenditure or not. Atty clarified.

C. AN ORDINANCE TERMINATING THE DESIGNATION OF THE 27thAVENUE - HEADLY TAX INCREMENT FINANCING DISTRICT AND DISSOLVING THE SPECIAL TAX ALLOCATION FUND RELATED THERETO FOR THE VILLAGE OF BROADVIEW, COUNTY OF COOK, STATE OF ILLINOIS (MONTANA & WELCH).

Motion to approve by Trustee Jones and Seconded by Trustee Horne

Discussion: Budget Officer Tom Hood gave clarification on this Ordinance. Trustee Jones inquired about any residual funds to be distributed. Tom Hood responded.

Discussion: Mayor Thompson gave clarification.

X. VILLAGE CLERK Kevin McGrier

• Clerk mentioned the MCI training in Springfield. Clerk completed year 2 of the training.

XI. VILLAGE PRESIDENT Katrina Thompson

• Mayor Thompson mentioned the NLC Service line warranty presentation (We are doing comparisons)

• Mayor Thompson mentioned a Healthy Workplace competition (Biggest Loser) Fitbit Challenges, 27 employees have engaged from all departments.

• Mayor Thompson also mentioned McHeroes night at McDonalds. Proceeds will goto the Answer Inc.

• Halloween in Broadview 3-7 for kids and families in Village Chambers.
