Village of Schiller Park met Nov. 7.

Here is the minutes provided by the Committee:

I. Call to Order:

President Nick Caiafa called the meeting to order at 6:09 p.m.

II. Roll Call:

Upon a call of the roll by the Village Clerk, the following Elected Officials were:

Present: President Nick Caiafa, Trustees: Moses Diaz, Russell Klug, Joan Golembiewski, Tom Deegan, Robert Lima (6:56 P.M.), Terri Sheridan, and Village Clerk Rosa Jos

Absent: None

President Caiafa declared a quorum present.

Also present: Corporate Counsel Joe Montana, Interim Village Manager Dave Strahl, and Janet Matthys

III. Approval of Minutes:

1. Trustee Golembiewski moved, seconded by Trustee Klug that the Minutes of the Special Committee of the Whole Meeting of October 24, 2019 be approved.

Upon roll call the following voted:

Aye: Trustees: Diaz, Klug, Golembiewski, Deegan, and Sheridan

Absent: Trustee Lima

Nay: None

President Caiafa declared the motion carried.

IV. Persons Wishing to be Heard:

No one to be heard.

V. Business:

1. Financial Matters - Interim Village Manager Strahl is recommending additional cuts in an effort to improve Village finances.

2. Development updates - Mayor Caiafa stated that the vacancy rate in our industrial area has dropped.

3. Transparency - Discussion regarding Board packet information and its availability.

4. Financial Matters - Interim Village Manager Strahl discussed the current status of MCD and the agreement between Schiller Park, Norridge, and Harwood Heights. Discussion continued regarding MCD radio frequencies with neighboring towns.

VI. Recess:

With the Regular Board Meeting scheduled to begin the Board decided to recess. Without further discussion, Trustee Diaz moved, seconded by Trustee Sheridan, to recess this Committee of the Whole Meeting until after the Regular Board Meeting.

Upon roll call the following voted:

Aye: Trustees: Diaz, Klug, Golembiewski, Deegan, Lima and Sheridan

Absent: None

Nay: None

President Caiafa declared the motion carried and recessed this Committee of the Whole Meeting at 6:57 p.m.

VII. Reconvene:

At 8:19 P.M. President Nick Caiafa reconvened the Committee of the Whole Meeting.

Upon a call of the roll by the Village Clerk, the following Elected Officials were:

Present: President Nick Caiafa, Trustees: Moses Diaz, Russell Klug, Joan Golembiewski, Tom Deegan (8:20 P.M.), Robert Lima, Terri Sheridan, and Village Clerk Rosa Jos

Absent: None

Also present: Corporate Counsel Joe Montana, Interim Village Manager Dave Strahl, and Janet Matthys President Caiafa declared a quorum present.

VIII. Business:

1. 2019 Tax Levy - Janet Matthys presented to the Village Board the proposed 2019 Tax Levy.

2. Financial Matters:

i. Discussion regarding staff's concerns about the Village's financial state. Staff is exploring possible ways to make budget cuts. The goal is not to raise property taxes; further discussions will be taking place.

ii. Discussion regarding the tabling of the Regular Board Meeting Agenda Item E2; more discussion is needed to determine how to move forward with this matter. Different Health benefits plans were discussed.

iii. Discussion about the direction that the Village will take regarding cannabis.

IX. Executive Session:

There was no Executive Session.

X. Adjournment:

Business to conduct, it was moved by Trustee Golembiewski, seconded by Trustee Sheridan, that the Committee of the Whole Meeting be adjourned.

Upon roll call the following voted:

Aye: Trustees: Diaz, Klug, Golembiewski, Deegan, Lima, and Sheridan

Absent: None

Nay: None

President Caiafa declared the motion carried and this Committee of the Whole Meeting was adjourned at 9:54 p.m.
