Village of Western Springs Board of Fire and Police Commissioners met Dec. 2.

Here is the minutes provided by the board:

Present: Chair Marcia Buell, Commissioner Janet Dahl, Commissioner James Maragos; Brian Budds, Director of Law Enforcement Services; Shaun O'Connor, Law Enforcement Services

Absent: Daniel Albrecht, Deputy Director of Law Enforcement Services; Pat Kenny, Director of Fire and EMS, and Mike Jurusik, Attorney for the BFPC

Agenda Items

1. Call to Order

Chair Buell called the meeting to order at 7:01 a.m.

2. Roll Call

All Commissioners are reported present.

3. Approval of Minutes - June 13, 2019

MOTION: Chair Buell requested a motion to approve the minutes of the June 13, 2019 meeting. Commissioner Dahl moved to have the minutes approved and Commissioner Maragos seconded. All were in favor and the motion was approved by voice vote.

4. Public Comment

None.

5. Board of Fire & Police Commission FY20 budget

Chief Budds went over the Fiscal Year 2020 budget. Last year the budget was $22,000 and the proposed budget for FY2020 is $35,000. Any costs related to the recruitment, hiring, firing, or promotions of officers come from the Trustee/Commissioner Line Item.

The reason for the increase this year is due to a Sergeant's promotion process at the end of 2020. That costs approximately $15,000. We also have the entry-level hiring process for police officers.

MOTION: Chair Buell requested a motion to approve the proposed FY2020 budget. Commissioner Maragos made the motion to approve the FY2020 budget, Commissioner Dahl seconded and the motion was approved by unanimous vote.

6. Review and approval of Resolutions Approving Content of and/or Release of Certain Executive Session Meeting Minutes of the Western Springs Board of Fire and Police Commission. of the Western Springs Board of Fire

Chief Budds went over the previous executive session meeting minutes. Chief explained that the Commissioner did not have to go to closed session to approve the minutes unless there were questions about the minutes. There is also the year's previous set of closed session minutes that Attorney Jurusik reviews as well.

Commissioner Maragos asked why the review for closed minutes go back as far as they do. Chief Budds explained that that is how far back there are closed session minutes on the books for review for release by Attorney Jurusik.

MOTION: Chair Buell requested a motion to review and approval of Resolutions Approving Content of and/or Release of Certain Executive Session Meeting Minutes of the Western Springs Board of Fire and Police Commission. Commissioner Dahl made the motion and Commissioner Maragos seconded the motion.

7. Recess to closed session: 5 ILCS 120/2(c)(1) - Discussion of the appointment, employment, compensation, discipline, performance, or dismissal of a specific employee(s) of the public body.

MOTION: Chair Buell requested a motion to move into closed session, Commissioner Dahl made the motion and Commissioner Maragos seconded the motion to recess to Closed Session. The motion passed by a unanimous voice vote and was recessed at 7:11 a.m. to Closed Session for Discussion of the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body.

MOTION: Chair Buell reconvened to the regular meeting at 7:47 a.m. The motion passed by a unanimous vote.

8. Motion to approve the promotion of candidate from current eligibility list to the classified rank of Sergeant to fill current Sergeant's vacancy

MOTION: Chair Buell requested a motion to approve the promotion of Dean Harrison to the classified rank of Sergeant. Commissioner Dahl made the motion, Commissioner Maragos seconded the motion and the motion passed by unanimous vote.

9. Other Business

Chief Budds and the Commissioners discussed dates for future meetings

10. Adjournment

MOTION: Chair Buell requested a motion to adjourn the meeting; Commissioner Maragos made the motion to adjourn and Commissioner Dahl seconded the motion. The motion passed by a unanimous vote. The meeting adjourned at 7:57 a.m.
