Here is the minutes provided by the Board:

I. Pledge of Allegiance

II. Call to Order: President Pedersen called to order the Board of Trustees of the Village of Franklin Park in regular session at 7:00 p.m.

III. Roll Call; Establishment Of Quorum

Village Clerk Roberta Johnson called the roll:

Present: Trustees Ms. Avitia, Mr. Hagerstrom, Mr. Johnson, Mr. Ruhl, Ms. Special, and Mr. Ybarra. The Village Clerk declared a quorum was present. Legal Representation Present: Joe Montana, Village Attorney Staff Members Present: Lisa Anthony (Health and Human Resources Director), David Gonzalez (Comptroller), Frank Grieashamer (Treasurer), Pete Cajigas (Director, Department of Building), John Schneider (Community Development Director), Tom Dailly (I.T. Manager), Tom McCabe (Engineer Consultant for Smith LaSalle), Director of Police Mike Witz, Chief

IV. Public Comments (Limit to 2 minutes per speaker, Ordinance 1415-G-43)

1. None

V. Committee Reports

A. Finance and Special Events Committee (Mr. Johnson, Chair)

1. Mr. Johnson stated David Gonzalez will have the October reports to the board by next week

2. Mr. Johnson announced the Winterfest/Tree Lighting event will be held on Thursday, December 5 at 6:00 p.m. It will be held in the street department garage and the Hammill Square Gazebo Area

B. Water and Sewer/Fleet Maintenance Committee (Ms. AVITIA Chair)

1. Ms. Avitia reported there were 2 water main breaks, 2 b-boxes dug up and 1 repaired, 1 hydrant dug up and replaced

2. Ms. Avitia stated Smith Lasalle divers completed their dive inspections of the 1 million and 3 million gallon concrete water tanks

3. Ms. Avitia reported the water meter division had 281 service calls, 12 final reads for real estate closings, 8 foia requests completed, and 124 website requests completed

4. Ms. Avitia reported 59 storm and 15 sanitary drains were evaluated and inspected. The water and sewer divisions continued doing parkway restoration throughout the village

5. Ms. Avitia stated Smith Lasalle is working on the G.I.S. mapping of the water mains, hydrants, valves, and imputing of all lead and copper water service lines to each property address throughout the village. They are also continuing to work on the Reuter Phase 1B, 2B, and the design phase of Retuers 3 and 4. Staff continued working with CN Railroad’s staff and all businesses on 17th Avenue regarding alley drainage issues as well as the CN Railroad ditch

C. Police and Fire Committee (Mr. Ruhl, Chair)

1. Mr. Ruhl reported on the mobile stroke unit went online today and could be seen driving around the village

D. Street, Alleys and Fleet Maintenance (Mr. Ybarra, Chair)

1. Mr. Ybarra reported on cold patch applied to repair potholes, street openings, and street drains, hot patch repairs to street cut outs and street drains

2. Mr. Ybarra stated today was the last day for yard waste pickup and for street sweeping

3. Mr. Ybarra stated staff is getting ready for Christmas in Hammill Square Winterfest this Thursday, December 5

4. Mr. Ybarra reported on replaced signs and new signs put up

5. Mr. Ybarra stated the forestry division took down 8 trees and trimmed 37

6. Mr. Ybarra reported the Fleet Division performed 51.5 hours of vehicle repairs and p.m. services

E. Property, Planning, Zoning, and Building Committee (Ms. Special, Chair)

1. Ms. Special stated on November 20 Community Development and Engineering staff attended a meeting hosted by the tollway to discuss tollway improvements and construction updates

2. Ms. Special reported the Building Department had 21 contractors apply and register for licenses since November 18. They also had 31 building permits, 8 electrical permits and 1 sign permit applied for in a 2- week span. There were 10 property closings and 2 new businesses that applied for occupancy

F. Human Resources, Sustainable Practices and Senior Services Committee (Mr. Hagerstrom, Chair)

1. Mr. Hagerstrom announced the final Blood Drive of the year will be held on Friday, December 6 from 3:00 p.m. to 7:30 p.m. At the police station community room

2. Mr. Hagerstrom announced the best decorated house contest begins today, December 2. If a resident wants their home to be considered, they will need to send us a picture of their home decorated along with their address. Only residents who have submitted photos of their home will be considered

VII. Consent Agenda

(Items on the Consent Agenda will be enacted/approved by one motion. There will be no separate discussion on these items unless so requested by a member of the Village Board, in which case that item will be removed from the Consent Agenda and considered in the normal sequence of the Agenda.)

1. Approval of the Minutes from the Regular Meeting of the President and Board of Trustees held on Monday, November 18, 2019

2. Approval of Voucher Expenditures List in the Amount of $860,284.85

3. Ordinance No. 1920 VC

An Ordinance Amending Chapter Six of Title Six of the Village Code of the Village of Franklin Park, Cook County, Illinois (handicapped reserved parking space for 3038 Gustav Street)

4. Ordinance No. 1920 VC

An Ordinance of the Village of Franklin Park, Cook County, Illinois, Amending Sections 9-1-3, 9-6B-3, and 9-8-7(E) regarding truck/large equipment repair facility (ZBA: 19-14)

5. Ordinance No. 1920 Z

An Ordinance of the Village of Franklin Park, Cook County, Illinois, granting a conditional use to allow for a “recreational building” use within the I-2 General Industrial District (ZBA 19-13: 4011 Fleetwood Street, Building A, Unit C)

6. Ordinance No. 1920 Z

An Ordinance of the Village of Franklin Park, Cook County, Illinois, granting a conditional use to allow for a “Daycare Center” use within the C-1 Neighborhood Convenience District (ZBA 19-12: 3537 Rose Street)

7. Motion to Approve a Proposal from DAI Environmental, Incorporated, Lake Forest, Illinois for a Phase I Environmental Site Assessment Scope of Work and Cost Estimate for 9800 Franklin Avenue in the amount of $2,350.00, and authorize the officers and officials of the village to execute the necessary documents and take such action to effectuate same

8. Motion to Approve the Proposal from ITSa Solutions, LLC, Delaware for the Implementation of the Barnacle Immobilization Parking Enforcement Application and Devices and Authorize the Police Chief and the Officers and Officials of the Village o execute the necessary documents and take such action to effectuate same

9. Motion to Authorize Participation in the Leyden Township 2020 and 2021 Mosquito Abatement Program for the Treatment and Mapping of Standing Water, Catch Basins and Surveillance Trapping to ensure the health, safety and welfare of the residents and authorize the Utilities Commissioner to take such action to effectuate same

Motion made by Mr. Ybarra, seconded by Ms. Special to approve the Consent Agenda.

Roll Call: Ayes – Ms. Avitia, Mr. Hagerstrom, Mr. Johnson, Mr. Ruhl, Ms. Special, and Mr. Ybarra. Nay – 0. Absent – 0. Abstain – 0.

1. Village Clerk Roberta Johnson announced early in March, Cook County will be having early voting in the Village Hall
