I. Pledge of Allegiance

II. Call to Order: Trustee Johnson on behalf of President Pedersen called to order the Board of Trustees of the Village of Franklin Park in regular session at 7:02 p.m.

III. Roll Call; Establishment of Quorum

Village Clerk Roberta Johnson called the roll:

Present: Trustees Ms. Avitia, Mr. Hagerstrom, Mr. Johnson, Mr. Ruhl, Ms. Special and Mr. Ybarra. Absent: President Pedersen

The Village Clerk declared a quorum was present

Legal Representation Present: Joe Montana (Village Attorney)

Staff Members Present: Lisa Anthony (Health and Human Resources Director), Frank Grieashamer (Treasurer), John Schneider (Director, Community Development), Bill Brehm (Fire Chief), Director Mike Witz (Police Department), Dave Talbott (Village Engineer) and Tom McCabe (Village Engineer)

IV. Presentation by Brandon Knox, Representative for Barnacle Parking Enforcement Immobilization

1. Chief Mike Witz proposed a change to the village ordinance concerning outstanding tickets, and reducing the amount of tickets allowed from 10 to 5 tickets for the purposes of going after parking laws violators. The proposal also included for a change in the vehicle immobilization program. Chief Witz introduced Brandon Knox, a. representative for Barnacle, who briefly explained how the new proposed immobilization device works. The device covers 80 percent to 90 percent of the windshield and sucks down with 1,000 pounds of force. The device is equipped with G.P.S. tractability, and anti-theft alarms. The device can be removed by the offender calling the police department non-emergency number and paying any outstanding fines. The upfront cost for the device is $750.00, and a $50.00 fee for every deployment goes to Barnacle

VI. Committee Reports

A. Finance and Special Events Committee Mr. Johnson. Chair)

1. Mr. Johnson stated that he andLlisa Anthony met with the insurance carrier regarding workman's comp renewal and savings to the village

2. Mr. Johnson announced that the veterans' day ceremony held on monday, November 11, 2019 was successful and there was a great turnout despite the cold weather

3. Mr. Johnson announced that the winterfest/tree lighting event will be held on Thursday, December 5, 2019, at 6 pm at Hammill Square

B. Water and Sewer/Fleet Maintenance Committee (Ms. Avitia Chair)

1. Trustee Avitia reported on updates from the Water Department including repairing of a hydrant and a number of various service calls and F.0.1.A. Responses

2. Trustee Avitia reported on projects from the sewer division including continued parkway restoration, storm drains, sanitary drains evaluation and inspections

3. Trustee Avitia stated that Smith Lasalle is working on G.I.S. Mapping of the water mains, hydrants, valves and inputting of all lead and copper lines

4. Trustee Avitia stated that Smith Lasalle staff is continuing to work on and supervising reuters phase 1b, 2b and design phase of reuters 3 and 4, the project will be shutting down November 25, 2019 until April 1, 2020

5. Trustee Avitia stated that staff engineers are continuing to work on panoramic drive and the construction of two birch street alleys

C. Police And Fire Committee (Mr. Ruhl, Chair)

1. Trustee Ruhl commented on an incident that took place on November 8, the Tactical Unit obtained a search warrant for the 2400 Block of Mannheim Road in Unincorporated Cook County. An individual was arrested with large amounts of cocaine and heroine. Trustee Ruhl thanked the unit for their good job

2. Trustee Ruhl stated that since supplementing auxilary officers to help with building inspection services with lawn maintenance issues, 404 violations were served, 168 citations were issued for failure to comply

D. Streets, Alleys and Fleet Maintenance (Mr. Ybarra, Chair)

1. Trustee Ybarra stated that item number 8 on the consent agenda is for a proposal from restore restoration for the removal and disposal of asbestos materials in the old Ward's Auto Body building

2. Trustee Ybarra stated that Engineering Department has completed the final pavement assessment map

3. Trustee Ybarra reported on various engineering projects including the G.I.S. Mapping, Reuters Phase 1b and 2b, Reuters phase 3 and 4, Birch Street Alley construction, the Panoramic Construction Project and the Franklin Avenue Reconstruction Project Phase 2

4. Trustee Ybarra reported that the street department was out on two different snow events. November 11 was a heavy snow event, staff salted twice and applied liquid brine/beet juice to the streets

5. Trustee Ybarra reported on several street division and forestry updates including cold and hot patch applications, replacement of a variety of signs, tree branch clean ups, trimmed trees, branch pick ups and he commented on the street divisions setting up for veterans day ceremony and holiday decorations throughout the village

E. Property, Planning, Zoning, and Building Committee (Ms. Special, Chair)

1. Trustee Special reported that 30 contractors applied, 79 permits, 9 sign permit applied for, 14 property closings including residential and commercial, 2 new business occupancies and 1 occupancy certificate given out

2. Trustee Special stated that community development staff attended a fair housing seminar at the Cook County Law Library

F. Health, Human Resources, Sustainable Practices and Senior Services Committee (Mr. Hagerstrom, Chair)

1. Trustee Hagerstrom announced that the Final Blood Drive of the year will be on Friday, December 6 From 3- 7:30 p.m. at the Police Station in the Community Room

VI. Staff Reports and Comments; Discussion on Agenda Items

1. Lisa Anthony stated that the village received a reduction on the workman's compensation premiums. Employees are able to initiate treatment immediately. Lisa Anthony also reported that cyber security will increase and through an enhanced policy; a $10,000 additional cost, but worth it as a lot of personal information is stored in the server. The village will be reimbursed $5,400 if they add this package with their other policy

2. Community Director John Schneider commented on item 4 on the agenda, which authorizes a community development grant for the reconstruction of Franklin Avenue. The village was awarded a FEMA Grant for $800,000 for a bike trail along Franklin Avenue

3. John Schneider stated that he met with cook county bureau of economic development and discussed how to best put phase 1 and phase 2 applications together.

4. John Schneider reported on different projects around the village such as the development of two vacant lots on King Street 5. John Schneider briefly reported on the buildings on Edgington and Franklin Avenue, there have been discussions on who cleans up the property. He commented on avistar on Mannheim, the front will be commercial and back would be parking

VII. Consent Agenda (Items on the Consent Agenda will be enacted/approved by one motion. There will be no separate discussion on these items unless so requested by a member of the Village Board, in which case that item will be removed from the Consent Agenda and considered in the normal sequence of the Agenda.)

8. Motion to Approve a Proposal from Restore Construction, Incorporated, Franklin Park, Illinois for work to ne at 9380 Chestnut Avenue in an amount not to exceed $25,974.95 and authorize the officers and officials of the village to take such action to effectuate same

9. Motion to Approve Misericordia Heart of Mercy Request to

Conduct their annual Jelly Belly Candy Tag Days Donation Collection Friday, April 24 and Saturday, April 25, 2020

Motion made by Trustee Avitia, seconded by Trustee Hagerstrom to approve the Consent Agenda Roll Call: Ayes -Ms. Avitia, Mr. Hagerstrom, Mr. Johnson, Mr. Ruhl, Ms. Special, and Mr. Ybarra. Nay -0. Absent - 0. Abstain - 0

1. Mr. Johnson Thanked the Street Department for their outstanding job on putting up the holiday decorations throughout the village
