Village of Franklin Park Committee of the Whole met June 12.

I. PLEDGE OF ALLEGIANCE
II. CALL TO ORDER: President Pedersen called to order the special meeting of the Committee of the Whole at 6:00 p.m.
III. ROLL CALL; ESTABLISHMENT OF QUORUM
Village Clerk Roberta Johnson called the roll:
Present President Barrett Pedersen, Trustees Ms. Avitia, Mr. Johnson, Ms. Special, Mr. Ybarra, and Mr. Hagerstrom.
Absent: Ms. Ruhl
Staff members present: Lisa Anthony (HHR Director), Cynthia Perez (Deputy Comptroller), Joe Lauro (Utilities Commissioner), David Gonzalez (Comptroller), Frank Grieashamer (Village Treasurer), Pete Cajigas (Building Department Director), Tom Dailly (I.T. Director), John Schneider (Community Development Director), Mike Witz (Police Department Director), Lukas Palermo (Fire Department Battalion Chief)

V. 2019/2020 BUDGET AND REVIEW
David Gonzalez stated the purpose of the meeting was to go over 2019/2020 budget. He reviewed the revenue and expenditure summaries. He stated that he expected an increase in the tax levy this year and expected expenditures to be about the same as last year.
David Gonzalez reviewed and discussion was held on the general funds and the anticipated fund balances.
Discussion was held on the contingencies fund with about $400,000 available and $947,730 requested. Each department explained their request for receiving money from this fund and discussion was held on alternate ways of funding some of their requests.
VI CLOSED/EXECUTIVE SESSION
Motion made by Mr. Hagerstrom, seconded by Ms. Special to recess to Closed Session for matters of Salary Schedules for One or More Classes of Employees; Employment, Compensation, Discipline, Performance or Dismissal of Certain Employees at 7:45 p.m.

Ayes – Mr. Johnson, Ms. Avitia, Ms. Special, Mr. Hagerstrom, and Mr. Ybarra.
Nay – 0.
Absent – Mr. Ruhl.
Abstain – 0.
RETURNED FROM CLOSED SESSION AT 8:35 P.M.
VI. ADJOURNMENT
Motion made by Mr. Ybarra, seconded by Ms. Special to adjourn at 8:36 p.m. Voice vote carried.
