Here is the minutes provided by the board:

The meeting was called to order at 7:30 P.M. by Mayor Joseph T. Tamburino. Board members and those present recited the pledge of Allegiance to the Flag. The following members responded as present at roll call:

TOWN HALL MEETING:

As there were no comments from the floor, Mayor Tamburino entertained a motion to close the Town Hall Meeting.

So moved by Trustee Delgado, seconded by Trustee Kramer. All voting aye, motion carried.

APPROVAL OF MINUTES:

Mayor Tamburino entertained a motion that there being no additions or corrections to the minutes for Regular Meeting of September 24, 2018, the minutes be accepted and approved.

VILLAGE CLERK:

Clerk Gould reminded Mail-in Ballot Applications for the November 6, 2018 Election are now available at the Village Hall or online at the Cook County Clerk's website at cookcountyclerk.com. Completed forms must be received at the County Clerk's Office by Thursday, November 1, 2018.

Clerk Gould also reminded Early voting is October 22-November 5, 2018. Nearest polling places are the Villages of Bellwood, 3200 Washington, or Melrose Park, 1000 N. 25th Avenue.

Clerk Gould presented the consent Agenda.

All items on the consent Agenda are considered to be routine in nature and will be enacted in one motion. There will be no separate discussion of these items unless a Board member so requests, in which event, the item will be removed from the Consent Agenda and considered a part of the Board Member's committee business.

Illinois Department of Revenue: Sales tax returns for month of August, 2018, in the amount of $348,277.87. Amount received for August, 2017, in the amount of $366,234.19.

Illinois Department of Transportation: Motor Fuel Tax allotment for the month of September, 2018, in the amount of $14,894.96.

Approval of gross payroll for periods September 15, through September 28, 2018, in the amount of $288,993.40, and September 29 through October 12, 2018, in the amount of $292,309.83.

Payment of bills for the month of October, 2018, in the amount of $756,764.16.

Com Ed: Utility tax for the month of July, 2018, in the amount of $39,089.80.

NiCor Gas: Utility Tax for the month of August, 2018, in the amount of $5,018.49.

Excise Tax for the month of August, 2018, in the amount of $21,703.98.

Code Enforcement Officer's Reports (September, 2018).

Police Department Report (September, 2018).

Fire Department Report (September, 2018).

DEPARTMENT HEAD OPERATING REPORTS:

Treasurer/Director of Economic Development: (John Flood)

Fire Chief: (Jeffrey Pilz)

Chief Pilz reported the final inspection for the firehouse roof is scheduled for this Wednesday. Project will then be complete.

Public Works and Building Services Director: (Joseph Pisano)

Director Pisano reported the contractor that was going to do the street striping this year called and said he had taken on too much work and would not be able to do our street striping. After contacting several contractors there is one that said he can do the work and will send pricing information.

Director Pisano also reported that trees and bushes have been planted at the old Art's Tavern property to prevent people from driving across the property. Curbs and gutters will also be installed by the end of the month.

Director Pisano further reported the IDOT Butterfield Road Project is nearing completion with a few punch list items left. Striping pedestrian crossings remain to be done.

VILLAGE ENGINEER'S REPORT:

VILLAGE ADMINISTRATOR'S REPORT:

Administrator Wajda reported that resident Ray Chase from Ridge Avenue was present before the Board Meeting tonight. Mr. Chase did not stay for the meeting but wanted to convey that he was very impressed with how Public Works, and the Police and Fire Departments responded to the microburst last Saturday. Three power lines along with some trees were knocked down on Ridge Avenue. He complimented the departments for their quick response in helping the residents. Public Works was able to clear the trees after ComEd cut the power. Mr. Chase also noted the area was secure and contained until Edison completed the work. There was a visible presence of Village departments on that block until the power was restored. He expressed his appreciation to Mayor and Village Board for the hard work of our Village employees. Mayor Tamburino also thanked those departments for their work on Saturday.

COMMITTEE REPORTS:

Finance and Administration Committee:

Motion made by Trustee Kramer, seconded by Trustee Watson, to approve purchase of property at 305 Oak Ridge, for the amount of $190,000. The property is in the Roosevelt Road TIF District.

Public Services Committee:

Motion made by Trustee Walter, seconded by Trustee Kramer, to approve purchase of 2019 John Deere 410L Backhoe Loader in the amount of $130,337.53 from Westside Tractor, 1560 N, Old Rand Rd, Wauconda, IL 60084. The proposed pricing includes a WainRoy Bucket System, Extending Boom, new hydraulic breaking hammer and trading in of existing 1998 John Deere 410E. The purchase has been budgeted in the Equipment Replacement Fund.

approve proposal in the amount of $650.00 per service (provided bi-annually) from Waukegan Roofing, 1320 Gladstone Avenue, Waukegan, IL 60085, for bi-annual roof maintenance and

inspection services at the Community Center located at 1 N. Lind Avenue, and authorizing Village Administrator to sign and execute same.

Motion made by Trustee Walter, seconded by Trustee Lomeli, to approve annual Intergovernmental Agreement for Provision of Environmental Health Inspectional Services with Cook County Health and Hospitals System, for period December 1, 2018 through November 30, 2019, and authorizing Mayor and clerk to sign and execute same.

Motion made by Trustee Walter, seconded by Trustee Farries, to approve Pay Application 2 in the amount of $71,460.00 to A-One Group Ltd., 1540 Jarvis Avenue, Elk Grove Village, IL 60007, for work performed on the Village Hall Façade Repair Project.

Public Safety and Education Committee: (Trustee Watson)

Motion made by Trustee Watson, seconded by Trustee Kramer, to approve purchase of a 2019 Chevy Tahoe from Miles Chevrolet, 150 W. Pershing Road, Decatur, IL 62526 for $41,845.00, to replace the Fire Chief's car that was totaled when hit in an accident.

The Village was reimbursed $31,100.00 from IRMA.

Trustee Watson reported Community Awareness Meeting is Wednesday, October 24, 2018 at 7:00 p.m. in the Board Room

Zoning Committee: (Trustee Lomeli)

Motion made by Trustee Lomeli, seconded by Trustee Watson, to accept and place on file the findings of the October 2, 2018 Zoning Board granting of petition submitted by Karnak Construction & Development LLC, 47 W. Polk Street, Suite 230, Chicago, IL 60605, on the consideration for a Variance in R-2 Zoning District, for a side yard set-back from the required 5 feet to less than 3 feet, at 34 Oak Ridge Avenue, Hillside, IL.

Motion made by Trustee Delgado, seconded by Trustee Lomeli, to approve maintenance agreement with Call One Networks, LLC, 225 W. Wacker, Floor 8, Chicago, IL 60606, for $5,259.00 for the Municipal Building and Fire Department phone system, and authorizing Village Administrator to sign and execute same.

Trustee Farries reported the Hillside Youth Commission is hosting Halloween Festivities at the Hillside Commons on Wednesday, October 31, 2018. Costume judging will begin at 6:30 p.m., followed by the bonfire and wagon rides. Trick or Treating hours are 2:00-6:00 p.m.

VILLAGE PRESIDENT :

Mayor Tamburino entertained a motion to concur in the following appointments :

Shawn Te Raines, 4-year term, expiring April 30, 2022.

So moved by Trustee Kramer, seconded by Trustee Farries.

Clerk Gould administered the Oath of Office to Shawn Te Raines.

Mayor Tamburino entertained a motion to concur in the following appointments:

Human Relations Commission Arturo Nolasco, 3-year term, expiring April 30, 2021. Anilany Jauregui, 2-year term, expiring April 30, 2020.

So moved by Trustee Delgado, seconded by Trustee Kramer.

Mr. Nolasco and Ms. Jauregui were not in attendance.

Mayor Tamburino entertained a motion to approve the providing of cab service to Veterans going to a VA Hospital.

Mayor Tamburino thanked the Board for approving this service.

Mayor Tamburino reminded the Veterans reception to be held Thursday, November 1, 2018, from 6:00 pm to 8:00 p.m. at the Best Western Refreshments and hors d'oeuvres will be served. Invitations have been mailed. Mayor Tamburino reported that the Village of Broadview has been invited and will be joining in our reception this year. The Village of Broadview will be paying for their Veterans

Mayor Tamburino also reminded Hillside's 16th Annual Veterans Day Parade is Saturday, November 3, 2018, at 1:00 p.m. Grand Marshal is Hillside resident, U.S. Army Korean War Veteran, Ken Patete,

Next Board-of-a-Whole Meeting to be held at 7:30 P.M. on Monday, November 12, 2018, in the Board Room of the Municipal Complex, 425 Hillside Avenue, Hillside, IL, 60162.
