Here is the minutes provided by the Board:

I. Pledge Of Allegiance

II. Call To Order: President Pedersen called to order the Board of Trustees of the Village of Franklin Park in regular session at 7:00 p.m.

III. Roll Call; Establishment Of Quorum

Village Clerk Irene Avitia called the roll:

Present: Trustees Mr. Ybarra, Mr. Johnson, Ms. McLean, Mr. Caporusso, and Mr. Ruhl. Absent: Ms. Special. The Village Clerk declared a quorum was present.

Legal Representation Present: Joe Montana, Village Attorney

Staff Members Present: Lisa Anthony (Health and Human Resources Director), Frank Grieashamer (Treasurer), John Schneider (Community Development Director), Joe Lauro (Utilities Commissioner), Tom Dailly (I.T. Manager), Dave Talbott (Engineer Consultant for Smith LaSalle), Chief William Brehm (Fire Department), Director of Police Mike Witz and Deputy Chief Phil Ruch (Police Department)

V. Committee Reports

A. Finance And Special Events Committee (Mr. Johnson, Chair)

1. Mr. Johnson Stated The Expenditures For The General Fund Are 60% Of The Budget. Work Will Begin On The 2018/2019 Fiscal Year Budget Soon

B. Water And Sewer/Fleet Maintenance Committee (Mr. Caporusso Chair)

1. Mr. Caporusso Reported Since The Last Meeting, There Have Been 4 Water Main Breaks, 2 Water Service Lateral Breaks, 1 Graffitti Stop, And 18 Storm Drains Inspected And Cleaned Out

2. Mr. Caporusso Stated All Staff Attended A Free Seminar Sponsored By Julie Corporation

C. Police And Fire Committee (Mr. Ruhl, Chair)

1. Mr. Ruhl Stated The Fire Department’s New Truck Is About 2/3 Completed. The Manufacturer Would Like To Exhibit The Truck At An Upcoming Fire Department Instructor’s Conference

2. Mr. Ruhl Reported The Police Tactical Unit Executed A Narcotic Search Warrant At A Hotel On The 2500 Block Of Mannheim Road. Three Male Subjects Were Charged With Possession With Intent To Deliver A Controlled Substance

3. Mr. Ruhl Reported On A Shooting On The 10500 Block Of Crown Road. The Male Victim Was Shot Four Times By Another Male Over A Narcotic Transaction. The Victim Was Treated And Released By The Hospital. The Suspect Left The Scene Driven By Another Male Subject. The Driver Of The Suspect Vehicle Was Taken Into Custody Within 48 Hours By The Detective And Tactical Unit. The Suspect Was Located In Beloit Wisconsin With The Help Of The Beloit Police Department. The Driver And Shooter Are Being Charged With Attempted Murder

4. Mr. Ruhl Stated The Police Department Will Begin Training On The Deployment Of Narcan To Persons Who Are Found To Be Overdosing From An Opioid. The Training Is Being Sponsored By Cook County Homeland Security, Who Is Also Supplying For The Next Three Years Each Officer With The Narcan At No Cost

D. Street And Alley Committee (Mr. Ybarra, Chair)

1. Mr. Ybarra Reported Since The Last Board Meeting About 62 Tons Of Cold Patch Has Been Applied

2. Mr. Ybarra Reported The Fleet Division Had 62 Vehicle Repairs And 9 Pm Services For A Total Of 112.50 Hours For Village Vehicles

3. Mr. Ybarra Reported On New Signs That Were Installed And Signs That Were Replaced

4. Mr. Ybarra Reported On Branch/Tree Pickup And Tree Trimmings

E. Property, Planning, Zoning, And Building

Committee (Ms. Special, Chair)

1. In The Absence Of Ms. Special, Mr. Johnson Reported 25 Contractors Applied For Licenses, Since January 16. There Were Also 24 Building Permits Applied For, 12 Electrical Permits Applied For, 8 Property Closings (Including Residential And Commercial), 3 New Businesses That Applied For Occupancy, And 4 Occupancy Certificates Given Out

F. Human Resources, Sustainable Practices And Senior Services Committee (Ms. Mclean, Chair)

1. Ms. Mclean Spoke About The Flu Epidemic And Stated Healthcare Workers Are Being Encouraged To Get The Flu Shot

An Ordinance Amending Chapter Two Of Title Four Of The Village Code Of The Village Of Franklin Park, Cook County, Illinois (Administrative Processing Fee)

An Ordinance Approving An Agreement Between The Village Of Franklin Park, Cook County, Illinois And The International Association Of Firefighters, Afl-Cio, Clc, Local 1526 For The Period May 1, 2017 To April 30, 2021

5. Motion To Approve An Equipment Lease And Service Agreement With Pitney Bowes, Incorporated, In An Amount Not To Exceed $7,867.80, And Authorize The Deputy Comptroller To Execute Any And All Documents To Effectuate Same

6. Motion To Approve The Proposal From M.E. Simpson Company, Incorporated To Perform A Water Loss Service Audit In An Amount Not To Exceed $19,500.00, To Ensure The Health, Safety And Welfare Of The Residents, And Authorize The Required Officers And Officials Of The Village To Execute The Necessary Documents And Undertake Such Further Action To Effectuate Same

7. Motion To Approve An Annual Preventive Maintenance And Inspection Agreement With Steiner Power Systems To Service Multiple Generators Located At The Village Hall, Police Station, Fire Department Stations, Pump Stations And Mobile Emergency Response Units In An Amount Not To Exceed $10,517.00, To Ensure The Health, Safety And Welfare Of The Residents And Authorize The Utilities Commissioner To Execute Any And All Documents To Effectuate Same

8. Motion To Approve The Proposals From Floors & Walls Unlimited, Incorporated, 9626 Grand Avenue, Franklin Park, Illinois To Remove And Replace Flooring At Village Hall In An Amount Not To Exceed $10,145.00, And Authorize The Building Director To Execute The Necessary Documents And Undertake Such Further Action To Effectuate Same

9. Motion To Approve The Master’s Touch Annual Fundraiser

Request To Sell Gift Baskets For Valentine’s Day On Tuesday, February 13 And Wednesday, February 14, 2018, At The Mobile Station Located At 3201 Mannheim Road And Citgo Station At 9500 Grand Avenue

Motion made by Mr. Caporusso, seconded by Ms. McLean to pass the Consent Agenda. Roll Call: Ayes – Mr. Caporusso, Mr. Johnson, Ms. McLean, Mr. Ruhl, and Mr. Ybarra. Nay – 0. Absent –Ms. Special. Abstain – 0.

1. Village Clerk Irene Avitia reported the Clerk’s Office processed 89 passports, 62 photographs, 42 FOIA requests, and 16 notarizations for the month of January

XII. Comments From The President

1. President Pedersen spoke about a meeting and he attended with John Schneider, Tony Preckwinkle and a dozen other mayors. Transportation Secretary John Yonan and two others gave a presentation and the Village of Franklin Park was mentioned a number of times during the presentations
