Village of Franklin Park Board of Trustees met December 18. 

Here is the minutes as provided by the board:

I. Pledge of Allegiance


II. Call to Order: President Pedersen called to order the Board of Trustees of the

Village of Franklin Park in regular session at 7:00 p.m.

III. Roll Call; Establishment of Quorum

Village Clerk Irene Avitia called the roll:

Present: Trustees Mr. Caporusso, Mr. Johnson, Ms. McLean, Mr. Ruhl, Mr. Ybarra,

and Ms. Special. The Village Clerk declared a quorum was present.

Legal Representation Present: Joe Montana, Village Attorney

Staff Members Present: Lisa Anthony (Health and Human Resources Director),

Frank Grieashamer (Treasurer), David Gonzalez (Comptroller), Pete Cajigas

(Department of Building, Director), John Schneider (Community Development

Director), Joe Lauro (Utilities Commissioner), Dave Talbott (Engineer Consultant for

Smith LaSalle), Director of Police Mike Witz, and Deputy Chief Phil Ruch (Police

Department), and Chief William Brehm (Fire Department).

IV. Public Comments (Limit to 2 minutes per speaker, Ordinance 1415-G-43)

Trustee McLean enters the meeting at 7:02 p.m.

V. Committee Reports

A. Finance and Special Events Committee (Mr. Johnson, Chair)

1. Mr. Johnson Reported David Gonzalez Prepared the 2017 Tax

Levy Ordinance and there will be No Changes from the

Tentative Tax Levy Displayed Back in November.

Mr. Johnson Stated the Comptroller will Speak About the

Tax Levy Ordinance During Staff Comments

2. Mr. Johnson Stated the October Budget Report was

Emailed to the Board Members Today

Trustee Ruhl enters the meeting at 7:03 p.m.

B. Water and Sewer/Fleet Maintenance Committee (Mr. Caporusso

Chair)

1. Mr. Caporusso Stated Since the Last Board Meeting, There

Have Been No Water Main Breaks

2. Mr. Caporusso Reported Two Fire Hydrants were Repaired

or Replaced

3. Mr. Caporusso Stated the Sewer Division Cleaned Out and

Inspected 21 Storm Drains and Inspected and Cleaned Out 5

Sanitary Drains. 860 Feet of Sanitary Lines were Rodded Out

4. Mr. Caporusso Reported Construction is Almost Completed

on Phase II Improvements for the Tollway Job on Addison

Avenue and Out West

C. Police and Fire Committee (Mr. Ruhl, Chair)

1. Mr. Ruhl Reported the Police Task Force Executed a

Search Warrant on The 9900 Block of Eden Avenue (in

Schiller Park) where they Recovered Large Amounts of

Cannabis. A 22-Year Old Person was Charged with

Possession and Delivery of the Cannabis

2. Mr. Ruhl Reminded Everyone Not to Drink and Drive

D. Street and Alley Committee (Mr. Ybarra, Chair)

1. Mr. Ybarra Reported Since the Last Board Meeting, 74 Tons of

Cold Patch and 17 Tons of Hot Patch has Been Applied

2. Mr. Ybarra Stated the Fleet Department Performed 105

Hours of Work on Vehicles

3. Mr. Ybarra Reported the Forestry Division Trimmed Nine

Trees

4. Mr. Ybarra Stated there were Two Snow Events. Since the

Streets were Pre-Treated, there was No Need for Snow

Plowing

5. Mr. Ybarra Reported the Utilities Department Personnel

Helped the Police Department Deliver the Toys for Tots

6. Mr. Ybarra Stated the Street Department Took Delivery of

709 Tons of Rock Salt

E. Property, Planning, Zoning, and Building Committee

(Ms. Special, Chair)

1. Ms. Special Stated the Community Development

Department Attended the Chamber of Commerce Holiday

Party Held at The Underpass Lounge

2. Ms. Special Reported Staff is Working with CMAP on a

Developer’s Conference for Crossings II

3. Ms. Special Reported the Building Department had 27

Contractors Apply and Register for Contractor Licenses,

Since December. The Department Also had 24 Building

Permits, 5 Electrical Permits, and 1 Sign Permit. There

Have Been 12 Property Closings, 6 New Businesses that

Applied for Occupancy, and 1 Occupancy Certificate Given

Out

F. Human Resources, Sustainable Practices and Senior Services

Committee (Ms. Mclean, Chair)

1. Ms. Mclean Thanked the People who Helped at the Recent

Blood Drive

VI. Staff Reports and Comments; Discussion on Agenda Items

1. David Gonzalez spoke about the three different bond ordinances on the Consent

Agenda. Mr. Gonzalez spoke about the tax levy ordinance. The amount of the levy that

is not debt is $12,298,923. The amount of the levy which is debt service is $2,824,188.00.

The overall levy is $15,123,112.00 which is just a 1.68% increase from last year’s levy

2. Joe Lauro spoke about Toys for Tots. Mr. Lauro spoke about the delivery of the rock

salt. Mr. Lauro stated they should be able to order less rock salt next year. Mr. Lauro

spoke about hot patch and cold patch applied to the streets

VII.  Consent Agenda

(Items on the Consent Agenda will be enacted/approved by one motion. There will be

no separate discussion on these items unless so requested by a member of the Village

Board, in which case that item will be removed from the Consent Agenda and

considered in the normal sequence of the Agenda.)

2. APPROVAL OF VOUCHER EXPENDITURES LIST IN THE AMOUNT OF

$1,922,740.71

3. ORDINANCE NO. 1718 VC

AN ORDINANCE OF THE VILLAGE OF FRANKLIN PARK, COOK COUNTY,

ILLINOIS AMENDING THE VILLAGE CODE OF FRANKLIN PARK TO

REGULATE THE LOCATION AND LICENSE SMALL CELL ANTENNA OR

TOWER FACILITIES IN THE RIGHT-OF-WAY

4. ORDINANCE NO. 1718 VC

AN ORDINANCE AMENDING SECTION 3-2-7 OF CHAPTER TWO OF TITLE

THREE OF THE VILLAGE CODE OF THE VILAGE OF FRANKLIN PARK,

COOK COUNTY, ILLINOIS ISSUING A CLASS B LIQUOR LICENSE TO

TAQUERIA Y RESTAURANT EL GALLO DE ORO II

5. ORDINANCE NO. 1718 G

AN ORDINANCE OF THE VILLAGE OF FRANKLIN PARK, COOK COUNTY,

ILLINOIS PROHIBITING THE USE OF GROUND WATER AS A POTABLE

WATER SUPPLY BY THE INSTALLATION OR USE OF POTABLE WATER

SUPPLY WELLS OR BY ANY OTHER METHOD AT 2550 EDGINGTON

STREET, FRANKLIN PARK, ILLINOIS

6. ORDINANCE NO. 1718 G

AN ORDINANCE ABATING THE TAX HERETOFORE LEVIED FOR THE

YEAR 2017 TO PAY DEBT SERVICE ON $8,880,000 GENERAL OBLIGATION

BONDS (ALTERNATE REVENUE SOURCE), SERIES 2016A OF THE

VILLAGE OF FRANKLIN PARK, COOK COUNTY, ILLINOIS

7. AN ORDINANCE ABATING THE TAX HERETOFORE LEVIED FOR THE

YEAR 2017 TO PAY DEBT SERVICE ON $8,155,000 GENERAL OBLIGATION

BONDS (ALTERNATE REVENUE SOURCE), SERIES 2007 OF THE VILLAGE

OF FRANKLIN PARK, COOK COUNTY, ILLINOIS

8. AN ORDINANCE ABATING THE TAX HERETOFORE LEVIED FOR THE

YEAR 2017 TO PAY DEBT SERVICE ON $3,335,000 GENERAL OBLIGATION

BONDS (ALTERNATE REVENUE SOURCE), SERIES 2014B OF THE VILLAGE

OF FRANKLIN PARK, COOK COUNTY, ILLINOIS

9. THE ANNUAL TAX LEVY ORDINANCE OF THE VILLAGE OF FRANKLIN

PARK, COOK COUNTY, ILLINOIS, FOR THE FISCAL YEAR BEGINNING

MAY 1, 2017 AND ENDING APRIL 30, 2018

10. MOTION TO APPROVE THE PROPOSAL FROM SCHRADER PAINTING,

FOR PAINTING AND MATERIALS FOR THE VILLAGE HALL IN AN

AMOUNT NOT TO EXCEED $3,370.00, AND AUTHORIZE THE REQUIRED

OFFICERS AND OFFICIALS OF THE VILLAGE TO EXECUTE THE

NECESSARY DOCUMENTS AND UNDERTAKE SUCH FURTHER ACTION TO

EFFECTUATE SAME

Motion made by Mr. Caporusso, seconded by Mr. Ybarra to approve the Consent Agenda.

Roll Call: Ayes –Mr. Caporusso, Mr. Johnson, Ms. McLean, Mr. Ruhl, Ms. Special, and Mr. Ybarra.

Motion made by Mr. Ybarra, seconded by Ms. McLean to recess to Closed Session for matters of Salary

Schedules for One or More Classes of Employees; Employment, Compensation, Discipline, Performance

or Dismissal of Certain Employees; and Collective Bargaining Negotiations Matters at

7:32 p.m.

Roll Call: Ayes – Mr. Caporusso, Ms. Johnson, Ms. McLean, Mr. Ruhl, Ms. Special, and Mr. Ybarra.

Nays – 0. Abstain – 0. Absent – 0.

Returned from Closed Session at 7:45 p.m.
