River Forest Village Board awards roof-repair contract to Garland/DBS

Meeting 04

At a recent meeting, the River Forest Village Board awarded a contract for Village Hall and Public Works Garage roof repairs to Garland/DBS.

The board is the legislative and policy-making body of the village. It includes the village president and six trustees.

Below are the minutes for this meeting, as provided by the board.

REGULAR MEETING OF THE BOARD OF TRUSTEES MINUTES

May 23, 2016

A regular meeting of the Village of River Forest Board of Trustees was held on Monday,

May 23, 2016 at 7:00 p.m. in the Community Room of Village Hall, 400 Park Avenue,

River Forest, IL.

1. CALL TO ORDER/ROLL CALL

The meeting was called to order at 7:00 p.m. Upon roll call, the following persons were:

Present: President Adduci, Trustees Conti, Corsini, Cargie, Colwell-Steinke, Dwyer and

Gibbs

Absent: None

Also Present: Village Clerk Sharon Halperin, Village Administrator Eric Palm, Assistant

Village Administrator Lisa Scheiner, Police Chief Greg Weiss, Public Works

Director John Anderson, Fire Chief Jim Eggert, Assistant Finance Director Cheryl

Scott, Management Intern Jon Pape, and Village Attorney Lance

President Adduci led the pledge of allegiance.

4. ELECTED OFFICIALS COMMENTS AND ANNOUCEMENTS

Trustee Corsini asked Village Administrator Palm for details about the Memorial Day parade.

He stated it starts at 10:00 a.m. and that he will notify the Board of the location. There was a brief discussion regarding weather. In response to a question from Trustee Cargie, Village

Administrator Palm stated that Frisbees and bubbles will be given out at the parade.

Trustee Cargie reported that the Collaboration Committee appeared before the Service Club the previous week, there was a nice turn out, and nice reception of the Committee by the Service Club.

Trustee Conti congratulated President Adduci for being elected vice president of the West

Suburban Municipal League.

Trustee Gibbs encouraged the public to remember the meaning of Memorial Day and the sacrifice of the veterans that did not come home.

President Adduci wished everyone a happy Memorial Day and invited all to come out and join the Board and the community at the Memorial Day parade at Keystone Park.

a. Proclamation - ALS Awareness Month

Kelly Drew, a dispatcher for the West Suburban Consolidated Dispatch Center (WSCDC),

thanked Village Administrator Palm for arranging ALS Awareness Month. She stated she lost her mother to amyotrophic lateral sclerosis (ALS) six months after diagnosis. Ms. Drew

discussed the risk factors and other facts regarding this fatal disease. She said it is meaningful to residents, people who work in the Village, and visitors to the Village that have been affected by the disease to see the symbolic stand the Village has taken. She thanked the Board for issuing this proclamation.

President Adduci presented the proclamation to Ms. Drew and thanked her for raising awareness of the disease as well as her work at the dispatch center.

Trustee Cargie made a motion, seconded by Trustee Gibbs to approve the Consent Agenda.

a. Authorize the Village Administrator to Execute a License Agreement for a Fence in the

Public Right-of-Way with the Property Owner at 7777 Chicago

Trustee Gibbs made a motion, seconded by Trustee Dwyer to authorize the Village

Administrator to execute a right-of-way encroachment waiver and agreement for a fence in the public right-of-way with the property owner at 7777 Chicago Avenue.

Village Administrator Palm stated that this issue was brought to the Village's attention last week.

He noted that it is an unusual situation. He stated the right of way in certain areas along

Park Avenue goes past the sidewalk into an area that most would consider private property. He said that obstructions are not typically allowed in the Village right of way and the Agreement would allow it. He stated the Agreement would be recorded on title to the property. He noted May 23,2016

that the right of way on the other side of Chicago Avenue shrinks back. He acknowledged that this Agreement creates precedence for the Village only for properties where the public right of way extends past the public sidewalk. He reported that there is a $96 permit fee consisting of $50 for administrative costs and $46 to record the document at the County.

In response to a question from Trustee Cargie, Village Administrator Palm stated that if the

Village wanted to install a utility in the right of way area, the Agreement gives the Village the ability to do so.

In response to a question from Trustee Corsini, Village Administrator Palm said he believes the right of way situation starts at Lake Street. He speculated that there may have been plans to make Park Avenue an arterial street and that is why the right of way extends in that area. In response to a follow up question from Trustee Corsini, Village Administrator Palm stated there may be other property owners who will want the same agreement. Assistant Village

Administrator Scheiner described a situation where a homeowner wants to replace a fence that was built on the Village right of way and noted the homeowner would n kind and would have to bring it into compliance with the current Village Ordinance without this agreement. Village

Administrator Palm stated he does not anticipate a large number of property owners requesting a similar agreement.

President Adduci said she does not believe this is a bad precedent and expects good to come out of it.

Trustee Gibbs stated the fence installer stopped the fence at the Village right of way and the neighbors wondered why.

b. Award Contract for Roof Repairs to Village Hall and the Public Works Garage to

Garland/DBS for $619,953

Trustee Conti made a motion, seconded by Trustee Gibbs to award a contract to Garland/DBS,

Inc. in the amount of $619,953.00 for the Village Hall and Public Works Building Envelope

Project and authorize the Village Administrator to execute the contract agreement.

Public Works Director John Anderson stated that a facilities condition assessment conducted in 2013 determined that a new roof was needed and further determined last year with a thermal imaging scan. He stated staff decided to go through U.S. Communities, a cooperative purchasing program, to get this done. He described the process and noted Garland/DBS is the supplier and general contractor and the lowest reliable bidder was DCG Roofing Solutions. He stated staff May 23,2016

checked references from nearby municipalities and all provided positive feedback. He indicated the contract amount is under budget. Village Administrator Palm clarified that although the Village will be working with Garland/DBS in terms of the materials, the project was still bid out among several local roofing contractors who bid based on the use of those materials. He added that the low bidder had done work for the Village previously.

In response to a question from Trustee Corsini, Public Works Director Anderson stated that there is a 30 year warranty on the roof. In response to a follow-up question from Trustee Cargie,

Justin Reed from Garland/DBS stated that the warranty is on the materials and labor and a typical warranty is 20 years.

c. Update on Selection of Madison TIP Joint Review Board Public Member

Village Administrator Palm stated the Village Board would submit the name of a resident living within the proposed TIF to the Joint Review Board (JRB) and then vote on it. He said the JRB) selects the public member because of the potential amount of residents who could be displaced.

He emphasized that the potential exists but is not certain. He stated it is required by statute to search within the boundary of the TIF for the public member, but if none were found the search can be made outside the boundary. He indicated the main reason for the JRB is to convene all the taxing bodies involved in the proposed TIF district, to review materials, and to make a recommendation to the Village Board. He noted there is no set process in the Statue other than that the JRB makes a determination. He said he reviewed the list of residents in the district and, of those on the list, he had the opportunity to meet and interact with Julie Raino. He stated he reached out to her and she has agreed to serve in that capacity.

In response to a question from Trustee Cargie, Village Administrator Palm stated the Library

does not levy their own taxes and that is why they are not represented on the JRB. In response to a follow up question from Trustee Cargie, Village Attorney Malina agreed that bodies that levy taxes are represented on the JRB and he added that the Mosquito Abatement District is so small that is not included. President Adduci indicated many residents were curious why the meeting was set for 2:00 p.m.

Village Administrator Palm explained that the meeting was scheduled during normal business hours because the majority of the JRB members are staff from local agencies and are not elected officials with the exception of the Township. In response to a question from President Adduci, Village Administrator Palm stated the recommendation could be wrapped up in one meeting or another meeting may be required if all questions are not addressed.

President Adduci stated the question regarding meeting timing reminded us that the Village needs to provide additional communication on a regular basis. She said the Village is committing to providing regular communications regarding the TIP, including frequently asked questions, in the form of a mailing. She encouraged residents to visit the Village website as well as the Cook County Clerks' Office website in regard to TIFs. She announced that there will be a Committee of the Whole meeting on June 20, 2016 to discuss the Madison TIF and there will also be a public hearing in July.

In response to a question from Trustee Dwyer, Village Administrator Palm stated he has

discussed the TIF with the Park District and School District 90 and none of the taxing bodies have shared that they are opposed to the TIF.

President Adduci indicated that the School District received a $10 million payout from the 1983 TIF.

There was a brief discussion regarding the availability of the officials for the Jun 20 meeting date. President Adduci said they will plan it for the 20l but will check with elected officials for other possible dates.

Trustee Dwyer made a motion seconded by Trustee Gibbs to recess to Executive Session to discuss collective bargaining, personnel and pending litigation.
