1. CALL TO ORDER – The meeting was called to order at 7:30 p.m. by Mayor McDermott. Secretary Prokop led the audience in the Pledge of Allegiance to the Flag.

Roll Call: City Clerk Kmet called the Roll of those physically present as follows:

Present:  Mayor McDermott, Alderman Von Drasek, Alderman Benson, Alderman Finn, Alderman Mikolyzk, Alderman Frohlich, City Clerk Kmet, City Treasurer Bolt    

Also Present: City Administrator Paul, Police Chief Klimek, City Attorney Peck, Asst. City Administrator Schutter, Deputy Clerk Cordova, City Engineer Sledz, Sec. Prokop 

Absent: Alderman Musillami

2. OMNIBUS AGENDA

a. Approval of City Council Meeting Minutes of September 10, 2025.  

b. Approval of the Statement of Bills submitted for payment through September 24, 2025: $685,412.42.

Motion was made by Alderman Mikolyzk, seconded by Alderman Frohlich that this matter be APPROVED as presented; motion carried by the following vote:

Aye: 5 Alderman Von Drasek, Alderman Finn, Alderman Frohlich, Alderman Benson, Alderman Mikolyzk 

Nay: 0

Absent: 1 Alderman Musillami        

3. COMMUNICATIONS FROM THE PUBLIC  - none

4. MAYOR’S REPORT

a. Recognition of Fran Prokop’s Retirement as Recording Secretary after 32 years of service. Mayor McDermott thanked Sec. Prokop for her outstanding contribution to the City of Countryside. He presented her with a  token of appreciation – a bouquet and a Gift Certificate; Photos were taken with the entire City Council. Alderman Von Drasek also recognized Sec. Prokop’s contribution to the Veterans’ History Project over the past 18  years -- interviewing and recording the military histories of 110 veterans that are now forever enshrined in the Library of Congress / National Archives. Their service histories can be accessed via their website and will be remembered by their descendants in perpetuity. The Aldermen thanked Sec. Prokop for many years of service. She stated it has been a pleasure to work for the City and she always found the job stimulating and enjoyable. She thanked the City Council for the gift.

SUSTAINABILITY COMMITTEE – Alderman Musillami – (absent) no report.  Mayor McDermott received a call from Louise Hoffenberg, Lyons Township Clerk, regarding a pumpkin recycling event taking place on November 1, 2025.  They asked to use a portion of the Old City Hall as a recycling location to run the program; instead of sending pumpkins to the landfill, they will be recycled and put to good use.

h. FLAGG CREEK ADVISORY BOARD – Alderman Frohlich 

1. Consideration to purchase a new Ford F250 Pick-Up Truck with two fuel tanks and a Tommy Lift in the amount of $54,481.79 from Westfield Ford.  

Motion made by Alderman Von Drasek, seconded by Alderman  Mikolyzk that this matter be APPROVED as presented; motion carried by the following vote:

Aye: 5 Alderman Von Drasek, Alderman Finn, Alderman Frohlich, Alderman Benson, Alderman Mikolyzk 

Nay: 0

1. Consideration of passing IDOT Resolution for Improvement for Supplemental MFT Funds for the 2022 Street Rehabilitation Project. 

Motion made by Alderman Benson, seconded by Alderman Von Drasek that this matter be APPROVED as presented; motion carried by the following vote: 

Aye: 5 Alderman Von Drasek, Alderman Finn, Alderman Frohlich, Alderman Benson, Alderman Mikolyzk 

Nay: 0

Absent: 1 Alderman Musillami        

City Clerk Kmet declared that this will be known as Resolution 25-11-R.

2. Consideration of passing IDOT Resolution for Improvement for Supplemental RBI Funds for the 2022 Street Rehabilitation Project. 

Motion made by Alderman Von Drasek, seconded by Alderman  Mikolyzk that this matter be APPROVED as presented; motion carried by the following vote:

Aye: 5  Alderman Von Drasek, Alderman Finn, Alderman Frohlich, Alderman Benson, Alderman Mikolyzk 

Nay: 0

City Clerk Kmet  declared that this will be known as Resolution 25-12-R.

3. Consideration of Engineer’s pay estimate #1 in the amount of $106,456.50 to Nardulli Construction Co., of Chicago, IL for the 2025 Street Rehabilitation Project.

Motion made by Alderman Benson, seconded by Alderman Frohlich that this matter be APPROVED as presented; motion carried by the following vote: 

Aye: 5 Alderman Von Drasek, Alderman Finn, Alderman Frohlich, Alderman Benson, Alderman Mikolyzk 

Nay: 0

Absent: 1 Alderman Musillami

4. Consideration of Engineer’s pay estimate #3 in the amount of $113,520.63 to McGill Construction, LLC, of Frankfort, IL for the Flagg Creek Golf Course Cart Path Project. Motion made by Alderman Finn, seconded by Alderman Von Drasek that this matter be APPROVED as presented; motion carried by the following vote: 

Aye: 5 Alderman Von Drasek, Alderman Finn, Alderman Frohlich, Alderman Benson, Alderman Mikolyzk 

Nay: 0

Absent: 1 Alderman Musillami
