Call to Order
The board meeting was called to order and chaired on September 17, 2025, at 6:00pm by Mayor Harvey.
Pledge of Allegiance
Roll Call
Roll call was initiated by Mayor Harvey and conducted by the Village Clerk Jacqueline Hargrett. The following were present for the roll call: Mayor Harvey, Trustees Ciavattone, Boston, Holman, Robinson, Delgado, and Nightengale. Also in attendance were the following department heads: Peter Tsiolis, Willie Norfleet, Chief Allen, Chief Harris, Marty Walker, James Stock, and Tonita Leshore. Also in attendance were Attorney Castaldo and Aric Swaney.
There is a Quorum.
Approval of Agenda - Mayor Harvey
The agenda of September 17, 2025, board meeting was approved by a motion from Trustee Delgado and seconded by Trustee Robinson.

Approval of Minutes-Mayor Harvey
The approval of the minutes from the last board meeting was approved by a motion from Trustee Boston, seconded by Trustee Holman.

Presentations:
Judge Gay Chase and Reginald Stewart conducted presentations joined by Clinton Thornton who was made an official police and fire department commissioner tonight by Mayor Harvey.
Clinton Thornton was sworn in by Gay Chase.
Judge Chase swore in Chief Ross Harris.
Judge Chase swore in Captain Marrio Golden.
Reginald Stewart swore in Lieutenant Chris LeValley.
Reginald Stewart swore in a new firefighter Michael Martin.
Mayor Harvey commended the Bellwood Fire Department.
Mayor Harvey expressed appreciation to the Maywood and Broadview Fire Department and Proviso Township.
Firefighter Rollins spoke about Project Fire Buddies. They assist, support and fundraise for a sick child. They recently raised $875.00. You can buy items they have for sale or donate to this cause.
Committee Reports
Public Works - Trustee Ciavattone Report for the month of August 2025:
Sewer mains jetted - 5
Water main breaks - 5
Fire hydrant flushing completed - 549 Streetlights repaired - 3
Sidewalk inspections - 21
Tree Stumps removed-2 Trees removed - 2
Trees trimmed - 8
Take advantage of Clean-up week September 22 -26. Place all unwanted items on your garbage regular pick-up day.
Recommending the following items for approval on the Consent Agenda:
Item B on the Consent Agenda - Approve an agreement for the replacement of the Cernan Drive pumping station.
Item F - approves the sale of certain public works vehicles.
Item J - approves the agreement for the Marshall Avenue Water Main Replacement Project.
Item K-approves the lowest bidder for the Wilcox Avenue Resurfacing Project.
Always support our first responders, police, fire, medical personnel, active-duty military, veterans, homeland security, emergency management, and all volunteers who help with the Village of Bellwood events.
Community Development - Trustee Boston
Nothing new for Community Development.
There will be a Breast Cancer Awareness and ballon release event on Friday October 3rd, 6:30 pm at the Stevenson Center. The theme is Boots on the Ground.
Recommending the following items on the Consent Agenda:
Items C & D - approves the removal and remediation of asbestos at the 2141 and 3214 St Charles Road.
Item N-approves a water system and easement agreement.
Quality of Life-Trustee Holman
Bellwood Community Resource Center activity from August 1st to August 31st- 85 patrons in attendance.
Building Department- 108 permits were approved in the month of August and 115 permits were picked up by the end of the month.
Recommending the following items from the Consent Agenda:
Item H - approves the zoning relief for 840 25th Avenue.
Item I-repeals the 1290 Overlay District.
Item L-approves a text amendment for group homes and group home facilities.
Administration - Trustee Robinson

Item A-approves IGA for the Invest in Cook program.
Item E-approves a settlement for pending litigation. Item G-approves a work compensation settlement.
Public Safety - Trustee Delgado

Mayor's Report
We had a Bridging the Gap Parade in conjunction with PLCCA and Proviso Township. All the political leaders came out. It ended with a Resource Fair.
October 3rd will be Memorial Parks Spartans homecoming football game.
We will also participate in the Tour of Proviso bike ride. It will start in Oak Park/River Forest. The Neighborhood Watch meeting will be tomorrow. The topic is Property After Death.
