Cook County has introduced the Homeowner Relief Fund, offering one-time payments of $1,000 to eligible homeowners who have experienced significant property tax increases in recent years. The initiative is managed by the Cook County Bureau of Economic Development.

Eligibility for the program requires that applicants own and occupy their property as a primary residence. Additionally, household income must not exceed 100% of the Cook County Area Median Income (AMI). Applicants must also demonstrate that their property tax bill increased by at least 50% in any of the 2021, 2022, or 2023 tax years. This includes households that previously had no property tax bill but began receiving one during those years.

Applications are being accepted through October 10, 2025. More information and application details are available at hrf.cookcountyil.gov.
