According to the Illinois General Assembly site, the legislature summarized the bill's official text as follows: "Creates the Rooftop Safety for First Responders Act. Requires the installation of a parapet, extended masonry, or guard for low-sloped roofs. Sets forth requirements for skylights and other openings located in the plane of a low-sloped roof. Requires municipalities to complete a survey of buildings in their jurisdiction. Requires sharing the results of the surveys with local police and fire departments. Defines terms."
The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.
In essence, the bill, titled the Rooftop Safety for First Responders Act, establishes safety requirements for low-sloped roofs in Illinois. It mandates that all existing buildings, new constructions, and renovations increasing a building's area by over 50% must have parapets or guards on the edges adjoining enclosed shafts or courts, and secure openings such as skylights with specified durable materials or additional barriers. This legislation also requires municipalities to survey buildings with low-sloped roof openings by Jan. 1, 2027, and biennially thereafter. The survey results will be compiled into an inventory shared with local police and fire departments. In counties with populations over 1 million, surveys must also be stored in computer-aided dispatch systems for improved emergency response.

Bills in Illinois follow a multi-step legislative process, beginning with introduction in either the House or Senate, followed by committee review, floor debates, and votes in both chambers before reaching the governor for approval or veto. The General Assembly operates on a biennial schedule, and while typically thousands of bills are introduced each session, only a fraction successfully pass through the process to become law.
