Discussion on Site Preparation and Demolition at 3717-3723 Grand Blvd

Community Development Director Libby Popovic comments on site preparation at 3717–3723 Grand Boulevard. Staff requested to proceed with the installation of utility services before the 2025 Street Project repaves the area and requested permission to solicit bids for site demolition. The Board reached consensus to move forward with installing utility services and soliciting bids for demolition, including a salvage element and an option to preserve existing trees. Comments and questions were made by President Garvey and Trustees Ketchmark, Cote, Narimatsu, Kaluzny, Gilhooley, and Hendricks.

Discussion of Public Signage for Village-owned Public Parking Lots on 31st St, Maple Ave, and Prairie Ave

Business and Economic Development Coordinator Deanne Adasiak provided background information on proposed parking sign options. Designs and renderings were submitted by Road Safe Systems, presenting two options: one with a white background and another with a blue background. The purpose of the signs is to provide wayfinding for public parking, support local businesses, and promote the use of available parking resources. Staff recommended the option with the blue background. A majority of the Board expressed support for the blue background option. Comments and questions were made by President Garvey and Trustees Ketchmark, Cote, Narimatsu, Kaluzny, Gilhooley, and Hendricks.

Discussion Regarding Parking Ordinance Revisions to Conform with Changed Infrastructure

Deputy Chief Jim Mihalik comments on revisions to existing parking ordinances in several areas of the Village that have been affected by recent construction or other changes. First, the 8900 and 9000 block of Burlington Avenue currently have no parking ordinances in effect. Recent construction has widened the street and added street parking capabilities. Jim Mihalik recommends adopting the parking ordinances of adjacent streets. Second, the 9000 block of Lincoln Ave, that is located next to the new library building, currently has parking ordinances intended for the prior use of the site. Jim Mihalik recommends change in parking ordinances to reflect the new purpose of the area. Thirdly, the 4000 blocks of Ogden and Raymond Avenue have parking signs not backed by ordinances. Jim Mihalik recommends updating the parking ordinances to reflect the signs. Fourthly, the 4000 block of Dubois Ave has two conflicting ordinances. Jim Mihalik recommends removing the no parking ordinance. Lastly, at the intersection of Custer Avenue and 45th Place, the Village of Lyons has installed a stop sign on their side, effectively creating a three-way stop. Jim Mihalik recommended the addition of a stop sign and corresponding ordinances. Comments and questions were made by President Garvey and Trustees Ketchmark, Narimatsu, and Kaluzny.
