Cicero receives $96 million federal grant to tackle flooding issues

Cicero has secured a $96 million federal grant to address flooding issues affecting the community. This announcement was made by Town President Larry Dominick, following efforts by local officials to secure state and federal funding. The grant was part of a larger initiative by the Department of Housing and Urban Development (HUD) to provide disaster relief.

"The Federal funds are a direct result of the Town’s more than a year-long effort," said Dominick. He emphasized the need for anti-flood measures after heavy rains in July 2023 caused widespread flooding in Cicero and nearby areas, affecting around 7,000 residents.

The press conference where this grant was announced included town officials such as Clerk Maria Punzo-Arias and Trustees Victor Garcia and Blanca Vargas. HUD officials outlined the allocation of nearly $12 billion in Community Development Block Grant-Disaster Recovery funds across various communities nationwide.

The awarded $96 million is one of the largest grants given within this disbursement, aimed at alleviating financial burdens on local property owners. "This was an issue that demanded national attention," Dominick noted.

In response to the floods, Cicero organized a damage-assessment campaign to document residents' flood damages. From July to October 2023, approximately 7,000 residents completed these assessments with assistance from town authorities.

Moreover, over $1.1 million from existing revenues was allocated for flood mitigation without increasing taxes or fees. Additional funding from the American Rescue Plan Act was used for infrastructure improvements like expanding the Green Alley program to manage excessive rainwater better.

Dominick also proposed creating a "West Cook Flood Prevention District" for effective stormwater management in Cicero and surrounding areas. Public hearings involving regional officials were held, with support from agencies like Team Rubicon providing volunteer aid for damaged homes.
