City of Northlake Finance & Rules Committee of the Whole met December 2.

Here are the minutes provided by the committee:

Mayor Sherwin called for the roll.

ROLL CALL:

                     CAROL LAMPARD, FINANCE DIRECTOR

Alderman Patti made a motion to approve Alderman Johnson participating in the meeting via conference bridge; seconded by Alderman Straube. Mayor Sherwin called for a voice vote. All were in favor.

The committee reviewed the minutes of the November 18, 2024 meeting. Alderman Patti made a motion to approve the minutes of the November 18, 2024 meeting; seconded by Alderman Straube. Mayor Sherwin called for a voice vote. All were in favor. The minutes were approved.

Mayor Sherwin presented the Warrants and Vouchers. Questions were asked and answered respectively. Alderman Patti made a motion to pay the Warrants and Vouchers; seconded by Alderman Feldmann. Mayor Sherwin called for the roll. All were in favor. The motion carried.

Mayor Sherwin presented the Commission Expenditures. Alderman Patti made a motion to pay the Commission Expenditures; seconded by Alderman Straube. Mayor Sherwin called for the roll. All were in favor. The motion carried.

Mayor Sherwin opened a discussion to approve Ordinance O-19-2024; An Ordinance Providing for the Abatement of the 2025 Through 2031 Tax Levy for the $11,735,000 General Obligation Refunding Bonds, Series 2015, of the City of Northlake, Cook County, Illinois. Alderman Patti made a motion to approve; seconded by Alderman Straube. Mayor Sherwin called for the roll. All were in favor. The motion carried.

Mayor Sherwin opened a discussion to approve Ordinance O-20-2024; An Ordinance Providing for the Abatement of the 2024 Tax Levy for the $11,735,000 General Obligation Refunding Bonds, Series 2015, of the City of Northlake, Cook County, Illinois. Alderman Patti made a motion to approve; seconded by Alderman Straube. Mayor Sherwin called for the roll. All were in favor. The motion carried.

Mayor Sherwin opened a discussion to approve Ordinance O-21-2024; An Ordinance Providing for the Abatement of the 2024 Through 2033 Tax Levy for the $154,000 General Obligation Covenant Bonds (SSA No. 5), Series 2024 of the City of Northlake, Cook County, Illinois. Alderman Patti made a motion to approve; seconded by Alderman Straube. Mayor Sherwin called for the roll. All were in favor. The motion carried.

Mayor Sherwin opened a discussion to approve Ordinance O-22-2024; An Ordinance for the Levy and Assessment of 2024 Taxes Paid in the Year Beginning January 1, 2025 and Ending December 31, 2025 for the City of Northlake, Cook County, Illinois. Alderman Patti made a motion to approve; seconded by Alderman Straube. Mayor Sherwin called for the roll. All were in favor. The motion carried.

Mayor Sherwin opened a discussion to approve Ordinance O-23-2024; An Ordinance Adopting the Annual Budget for Calendar Year 2025 for the City of Northlake, Cook County, Illinois. Alderman Patti made a motion to approve; seconded by Alderman Straube. Mayor Sherwin called for the roll. All were in favor. The motion carried.

Mayor Sherwin opened a discussion to approve Resolution R-12-2024; A Resolution Approving an Expenditure of Matching Funds for Traffic Signal Improvements at Wolf Road and Palmer Avenue, Section No. 23-00101-00-TL; Project No UXFQ(887); Job No. C-91-147-24 Cook County, Illinois.

Alderman Feldmann made a motion to approve; seconded by Alderman Patti. Mayor Sherwin called for the roll. All were in favor. The motion carried.

There being no further business, Alderman Patti made a motion to adjourn; seconded by Alderman Feldmann. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.
