The Cook County Board of Commissioners has approved a $9.94 billion budget for the fiscal year 2025, which aims to fund equity-focused programs and pandemic recovery efforts without increasing taxes. The decision was reached unanimously with a 17-0 vote after a month of hearings and amendments.
President Preckwinkle stated, “This budget is the result of thoughtful planning, difficult choices and a clear vision to positively impact the lives of County residents - all without raising taxes.” She emphasized that the county is investing in people and communities while maintaining financial discipline.
The board also passed amendments totaling $51.7 million. These include $11.6 million from a TIF surplus for housing initiatives, $15 million for a Homeowner Relief Fund, and various technical adjustments amounting to $25.2 million.
Cook County has received over $1 billion from the federal government through the American Rescue Plan Act (ARPA). Approximately 80% of these funds are allocated to community programs rather than operational costs. This includes significant investments in health care access, justice initiatives, infrastructure improvements, and environmental projects.
The Equity Fund continues its mission to support equitable outcomes through various grants and partnerships aimed at community safety and violence prevention.
President Preckwinkle remarked on the budget's focus: “We are doing important work in the justice system, public safety, health, housing, economic opportunity, community development and social services to benefit historically marginalized communities.”
Additional highlights of the FY2025 budget include investments in renewable energy projects expected to yield long-term savings, generative artificial intelligence projects for improved decision-making, enhanced veterans' benefits access, full mental health coverage for employees, and additional staffing for property tax valuation.
Cook County Health plans to implement cost-saving measures focusing on chronic disease management and increased virtual care utilization.
