Village of Forest Park Village Council met June 10

Here are the minutes provided by the council:

Mayor Hoskins led all assembled in the Pledge of Allegiance at 7:00 p.m.

ROLL CALL

Commissioners Maxham, Nero, Melin-Rogovin, Voogd and Mayor Hoskins answered the Roll Call.

APPROVAL OF THE MINUTES OF PREVIOUS MEETINGS

It was moved by Commissioner Melin-Rogovin and seconded by Commissioner Nero that the minutes from the May 28, 2024, Regular meeting of the Council be approved.

ROLL CALL:

AYES: Commissioners Nero, Melin-Rogovin, Voogd and Mayor Hoskins

NAYES: None

ABSTAIN: Commissioner Maxham

The motion carried.

PUBLIC COMMENT

Ms. Bernadette McLain and Mr. Gerry Santora both spoke in opposition of approval of the digital billboard being proposed by the CTA. In addition, both speakers voiced their concern about the confrontational behavior of the people and cars that are traveling through Forest Park during funerals. Mr. Santora suggested that the funeral homes should have a requirement to notify the villages where they are traveling.

APPROVAL OF BILLS:

R-48-24

APPROVAL OF BILLS IN THE AMOUNT OF $450,715.72

APPROVED

It was moved by Commissioner Maxham and seconded by Commissioner Nero that the Resolution for the payment of bills be adopted. The bills totaled $450,715.72

NAYES: None

ABSENT: Commissioner Maxham

The motion carried unanimously.

NEW BUSINESS:

ORDINANCE AMENDING CONTRACTOR LICENSING

APPROVED

It was moved by Commissioner Nero and seconded by Commissioner Maxham that the Ordinance amending Article D, entitled “Building Contractors and Construction,” of Chapter 5, entitled “Businesses, Occupations and Trades,” of Title 3, entitled “Business and License Regulations,” of the municipal code of the Village of Forest Park be adopted.

ROLL CALL:

AYES: Commissioners Maxham, Nero, Melin-Rogovin,

Voogd and Mayor Hoskins

NAYES: None

ABSENT: Commissioner Maxham

The motion carried unanimously.

O-21-24

ORDINANCE AMENDING NUMBER OF LIQUOR LICENSES RE: DiVINO – 1527 HARLEM AVE. 

APPROVED

It was moved by Commissioner Maxham and seconded by Commissioner Nero that the Ordinance amending Section 3-3-6, entitled “License Fee and Number,” of Chapter 3, entitled “Liquor Control,” of Title 3, entitled “Business and License Regulations” of the village code of ordinances of the Village of Forest Park be adopted.

ROLL CALL:

AYES: Commissioners Maxham, Nero, Melin-Rogovin,

Voogd and Mayor Hoskins

NAYES: None

ABSENT: Commissioner Maxham

The motion carried unanimously.

ADMINISTRATOR’S REPORT:

Administrator Entler reported the following:

• There will be some painting work done on Madison Street later this week

• The federal government mandated that the village send a letter to notify all property owners with lead water service lines of their existence.

• Other letters are being sent to those property owners where the village is in the process of replacing the lead water service lines. The engineers of the project need the help of the residents in order to locate the lines on each property.

• The Chamber of Commerce lunch meeting will be held at Village Hall tomorrow. Police staff will be discussing safety and security for businesses.

• The Park District is going to start construction on the park at Washington and Circle in the very near future.

• Mayor Hoskins and Representative La Shawn Ford will be holding a town hall meeting on Wednesday, June 12, 2024, at 7:00 at the Community Center. The meeting will be open to the public and there will be discussion about the activity, rights and protections of funeral processions and possible amendments to these protections.

COMMISSIONER’S REPORTS:

Commissioner Nero reported the following:

• Starbucks is currently closed for upgrades, expected to take about a month. The grand reopening is planned for the first or second week in July.

• The Parkway Dispensary is expected to open in the next two weeks.

• The application for a L.E.D. billboard is a no-go and has been withdrawn by the petitioner.

Commissioner Voogd reported she attended a C-4 roundtable discussion on June 5th, in Bellwood. The subject was Green Landscape Technology or electric powered landscaping equipment. The commissioner enjoyed the collaboration between the villages and contractors present. Commissioner Voogd expressed her gratitutde to all those who worked on and participated in the Juneteenth flag raising event.

Mayor Hoskins reported that in addition to Representative La Shawn Ford, there will be other legislators and funeral home operators present to discuss and provide input on funeral processions traveling through towns near cemeteries. The mayor urged the public to attend on Wednesday, June 12th at 7:00.

ADJOURNMENT

There being no further business to be addressed, Commissioner Nero moved and Commissioner Maxham seconded to adjourn the meeting. The motion carried unanimously.

Mayor Hoskins declared the meeting adjourned at 7:17 P.M.
