II. CALL TO ORDER: Village President Pedersen called to order the Board of Trustees of the Village of Franklin Park in special session at 7:00 p.m.

1. MR. JOHNSON REPORTED THE CONSENT AGENDA HAS THE AGREEMENT WITH ENTERTAINMENT MANAGEMENT GROUP TO PROVIDE THE ENTERTAINMENT FOR THE FESTIVAL. THE NEXT MEETING WILL BE ON MARCH 04, 2024

7. MS. SPECIAL REPORTED AS OF RIGHT NOW STAFF HAVE 1 COMPLETED OF 7 ADDRESSES FOR LEAD SERVICE REPLACEMENT DUE TO DISRUPTION OF THE LEAD SERVICE. ALL THESE SERVICES ARE SCHEDULED TO BE REPLACED BEFORE MAY 2024 TO FOLLOW THE GUIDELINES OF THE ILLINOIS DEPARTMENT OF PUBLIC HEALTH

WERE SENT OUT FOR REPAIRS, AND DIAGNOSTIC ISSUES
2. MR. HAGERSTROM REPORTED POTHOLE PATCHING STARTED IN ALL
SECTIONS OF TOWN, 3 TONS OF MATERIALS WAS USED
3. MR. HAGERSTROM REPORTED 9 SIGNPOSTS AND SIGNS WERE
REPLACED AND 2 HANDICAPPED PARKING SIGNS WER INSTALLED
4. MR. HAGERSTROM REPORTED 2 BROKEN HANGING BRANCHES WERE
REMOVED FROM PARKWAY TREES AND ANY MISCELLANEOUS BRANCHES THAT FELL OUT OF PARKWAY TREES FROM THE WIND WERE PICKED UP
5. MR. HAGERSTROM REPORTED ALL THE MAIN STREETS WERE SWEPT, AND ALL THE SIDE STREETS WERE SWEPT IN THE CENTER OF THE STREET AND 1 LOAD OF STREET SWEEPINGS WAS HAULED OUT
6. MR. HAGERSTROM REPORTED 37 TIRES WERE PICKED UP IN THE
ALLEYS THROUGHOUT TOWN, 5 DEAD ANIMALS WERE PICKED UP, AND FLY DUMPED DEBRIS WERE REMOVED FROM 3 LOCATIONS
5. PROPERTY, PLANNING, ZONING, BUILDING, AND TREE PRESERVATION COMMISSION

1. ON BEHALF OF THE TREE PRESERVATION COMMISSION, MS. SPECIAL
REPORTED SUSTAINABILITY, FORESTRY, PARKWAYS AND FACILITIES DIRECTOR ANDY SMOLEN, MS. SPECIAL REPORTED THE FIRST ANNUAL SEED SWAP TOOK PLACE ON SATURDAY FEBRUARY 10TH AND IT WAS A SUCCESS. MANY EDUCATIONAL BOOTHS WERE PRESENT, AND RESIDENTS WERE ABLE TO SWAP SEEDS AND TALK TO MASTER GARDENERS AND BEEKEEPERS. PLANS FOR THE 2025 SEED SWAP ARE IN THE PLANNING STAGE
2. MS. SPECIAL REPORTED THE MARCH 5TH SUSTAINABLE
PRESENTATION AT EAST LEYDEN IS SET. FIVE PRESENTATIONS ON DIFFERENT SUSTAINABLE SUBJECTS WILL BE PRESENTED. SPECIAL THANK YOU TO MS. KATHY KUBECZKO WHO IS A SCIENCE TEACHER AT EAST LEYDEN FOR ORGANIZING THIS EVENT
3. MS. SPECIAL REPORTED MORTON ARBORETUM HAS GRACIOUSLY
DONATED 45 DIVERSIFIED TREES TO FRANKLIN PARK. PLANS TO HAVE AN ARBOR DAY TREE PLANTING WILL BE CONFIRMED WHEN THE MORTON ARBORETUM SETS A DELIVERY DATE
4. MS. SPECIAL REPORTED THAT ON MARCH 7TH, THE FRANKLIN PARK
TREE BOARD ARE INVITED TO GIVE A PRESENTATION TO ADDISON WOMEN'S CLUB. THE VILLAGE CLERK OF ADDISON HEARD ABOUT ALL THE GREAT THINGS HAPPENING WITH FRANKLIN PARK'S SUSTAINABILITY AND INVITED US TO SPEAK TO THEM ABOUT POLLINATORS AND BEES
5. MS. SPECIAL REPORTED THAT STAFF HAS STARTED THE APPLICATION
PROCESS FOR THE $10,000.00 COMED GREEN GRANT THAT IS DUE ON MARCH 24, 2024. STAFF WILL BE ADDRESSING NATIVE AND POLLINATOR PLANTINGS.
6. ON BEHALF OF THE COMMUNITY DEVELOPMENT DEPARTMENT, MS.
SPECIAL REPORTED THE ZONING BOARD OF APPEALS MET ON WEDNESDAY, FEBRUARY 7, 2024, TO DISCUSS AND MAKE RECOMMENDATIONS FOR TWO TEXT AMENDMENTS.
RECOMMENDATIONS FOR THESE AMENDMENTS ARE ON THE CONSENT AGENDA FOR CONSIDERATION
7. ON BEHALF OF THE BUILDING DEPARTMENT, MS. SPECIAL REPORTED
50 CONTRACTORS APPLIED FOR LICENSES, 54 BUILDING PERMITS, 13 ELECTRICAL PERMITS, 9 SIGN PERMIT, 1 DUMPSTER PERMIT, 2 FIRE PERMIT AND NO POD PERMITS WERE APPLIED FOR A TOTAL OF 79 PERMITS. SHE ANNOUNCED 10 PROPERTY CLOSINGS FOR RESIDENTIAL AND COMMERCIAL, 3 NEW BUSINESS APPLIED FOR OCCUPANCY AND 1 NEW BUSINESS WERE ISSUED AN OCCUPANCY CERTIFICATE
6. HUMAN RESOURCES, SUSTAINABLE PRACTICES AND SENIOR SERVICES
COMMITTEE (Mr. Hagerstrom, Chair)
1. MR. HAGERSTROM ANNOUNCED THE FIRST BLOOD DRIVE OF THE YEAR WILL BE ON FRIDAY, MARCH 01, 2024 FROM 3PM TO 7PM AT THE COMMUNITY ROOM. THE NUMBER OF DONORS HAS DECREASED AND THE BLOOD BANK IS ALWAYS LOOKING FOR MORE DONORS. REMEMBER ONE PINT OF BLOOD CAN SAVE 3 LIVES

ZONING DIRECTOR WENT OVER AN EXTENSIVE ENGINEERING AND COMMUNITY DEVELOPMENT PROJECT UPDATES THAT INCLUDED THE FOLLOWING PROJECTS: WYNDHAM HOTEL, MCDONALDS, SUPER DAVE'S CAR WASH, QUICK TRIP GAS STATION, TG GLOBAL HOLDINGS, THE CUBES AT ORD, DIGITAL REALTY, GRAND AVENUE CORRIDOR PLAN AND CLIMATE RESILIENCY PLANNING. ALSO DISCUSSED WERE THE VILLAGE OF FRANKLIN PARK 2024 PROJECTS THAT INCLUDE FRANKLIN AVENUE ROADWAY, INDUSTRIAL ROADWAYS (NEAR FRANKLIN AVENUE), VILLAGE WIDE ROADWAY INPROVEMENTS, WOLD ROAD/ADDISON INTERSECTION IMPROVEMENTS, GRAND AND GEORGE TRAFFIC SIGNAL, ACCESS TO TRANSIT BIKE PATH PROJECT, TRAINFO, ROADWAY CROSSING ELIMINATION PROGRAM, LEYDEN NEWS AGENCEY, LED LIGHT STUDY AND CURTIS STREET PUMP STATION

IX. COMMENTS FROM THE CLERK:
Clerk Arellano reported that on January 27, 2024, the Clerk's Office held it's first passport event at the Franklin Park Library and it was very successful. The next passport event at the Library will be on March 30, 2024. The Clerk's Office is currently working with Triton College to provide passport services to the students.
