Village of Franklin Park President and Board of Trustees met Jan. 16.

Here are the minutes provided by the board:

I. PLEDGE OF ALLEGIANCE

II. CALL TO ORDER: Village President Pedersen called to order the Board of Trustees of the Village of Franklin Park in special session at 7:00 p.m.

III. ROLL CALL; ESTABLISHMENT OF QUORUM Village Clerk April J Arellano called the roll:

Present at Board Meeting: Barrett F. Pedersen (Village President) and April J Arellano (Village Clerk), Joseph Montana (Village Attorney)

Trustees (Present in the Room): Mr. Ruhl, Mr. Johnson, Ms. Special, Ms. Avitia, Mr. Ybarra and Mr. Hagerstrom

Department Heads:

Mark Stewart (Fire Department Chief), Robert Jensen (Commander of Investigations), Dan Corcoran (IT Director), Lisa Anthony (Health and Human Resources), Nick Walny (Director of Community Development), Nick Weber (Deputy Utilities Commissioner), Lisa Manzo (Deputy Building Director), Tom McCabe (Village Engineer), and Frank Grieashamer (Treasurer), Rudy Repa (Village Planner)

The Village Clerk declared a quorum was present.

V. Village Clerk Arellano administered the oath of office to Nicholas A. Walny as Community Development and Zoning Director

1. FINANCE AND SPECIAL EVENTS COMMITTEES (Mr. Johnson, Chair)

1. Mr. Johnson Stated He Did Not Have A Report From The Finance Department Or For Special Events

2. Water And Sewer/Fleet Maintenance Committee (Ms. Avitia, Chair)

1. Ms. Avitia Reported 1 Water Main Breaks, And 4 Sewer Back Ups

2. Ms. Avitia Reported Starting January 8th Emir Salkic Was Promoted To Sewer & Water Division Supervisor. A Well-Deserved Promotion, Emir Will Continue Doing A Great Job For The Utilities Dept. And The Residents Of The Village

3. Ms. Avitia Reported Staff Had To Address 2 Sewer Blockages On 2600 Westbrook By Jetting 240 Ft. Of 8" Main Sewer.

4. Ms. Avitia Reported Sewer Bad Spots Checked Around Town On On January 11, 2024 With No New Issues To Report

5. Ms. Avitia Reported Staff Had To Jet 660 Feet Of Sewer On The 3600 Block Of Rose And Waveland

6. Ms. Avitia Reported Crews Were Out Around Town Picking Up Garbage At All Village Properties And Parkways Before Snow Events Began Last Week

7. Ms. Avitia Reported Water And Sewer Crews Worked Alongside With Street Department To Keep Village Parking Lots And Sidewalks Clear Of Snow During All Snow Events This January

8. Ms. Avitia Reported For The Month Of January, Crews Have Cleared Alleys 2 Times During Snow Events

3. POLICE AND FIRE COMMITTEE (Mr. Ruhl, Chair)

1. Mr. Ruhl Reported The Police Department' Responded To 2,502 Calls For Service, Issued 307 Parking Citations, Issued 9 Local Citations, Issued 291 State Citations, Made 72 Arrests, Conducted 413 Traffic/Pedestrian Stops, And Issued 342 Parking Tickets Over The Weekend For Vehicles In Violation Of Snow Signage

2. Mr. Ruhl Stated He Did Not Have A Report For The Fire Department

4. STREETS, ALLEYS AND FLEET MAINTENANCE (Mr. Ybarra, Chair)

1. Mr. Ybarra Reported Crew Was Busy Clearing Out Snow With Recent Snow Events

2. Mr. Ybarra Complimented And Thanked The Utilities Department For Their Great Work

5. PROPERTY, PLANNING, ZONING, BUILDING, AND TREE PRESERVATION COMMISSION (Ms. Special, Chair)

1. On Behalf Of The Tree Preservation Commission, Ms. Special Reported Sustainability, Forestry, Parkways And Facilities Director Andy Smolen, Ms. Special Reported There Are 22 Requests For Tree Planting For Spring 2024.

2. Ms. Special Reported The Ira Federal Government Grant Suggests Reaching Out To Residents For Engagement. One Of Events Line Up Is The Seed Swap Event This Upcoming February 10th. The Goal Is To Build A More Sustainable Community One Goal At A Time. Staff Will Work With East Leyden To Hold Presentations With Students

3. Ms. Special Reported The Tree Board Is Working On Having A Window Painting Event With Grade School And High School Students This April. These Paintings Will Promote Earth Day, Arbor Day, And Sustainable Pictures With Messages

4. Ms. Special Reported Cook County Will Have It's Second Zoom Meeting With Staff To Find Out What The Village's Greatest Needs For The Cook County Resiliency Grant. This Meeting Will Take Place On January 30th. One Major Component For This Grant Is Community Engagement. Ramona Micheal The Chairperson Of The Tree Board Will Be Interviewed By Cook County To Get A Resident's View Of What Are Some Of The Greatest Needs For Sustainability In The Village

5. On Behalf Of The Community Development Department, Ms. Special Announced To Join Staff And The Chicago Metropolitan Agency For Planning On Wednesday, January 24 From 7:00pm To 9:00pm For An Evening Of Activities And Discussion Around The Future Of Grand Avenue. The Event Will Be Held Here In The Community Room And Is An Opportunity To Get Involved In Our Grand Avenue Corridor Plan. Snacks And Goodies Will Be Provided. Please Visit The Community Development Webpage To Learn More About The Grand Avenue Corridor Plan

On Behalf Of The Building Department, Ms. Special Reported 20 Contractors Applied For Licenses, 33 Building Permits, 6 Electrical Permits, 1 Sign Permit, No Dumpster Permit, 2 Fire Permits, And No Pod Permit Were Applied For A Total Of 42 Permits. She Announced 8 Property Closings For Residential And Commercial, 2 New Business Applied For Occupancy And 2 New Business Was Issued An Occupancy Certificate

6. HUMAN RESOURCES, SUSTAINABLE PRACTICES AND SENIOR SERVICES COMMITTEE (Mr. Hagerstrom, Chair)

1. Mr. Hagerstrom Announced Life Line Screening Is Offering, Safe, Painless, Non-Invasive Preventive Health Screenings That Are Typically Not A Part Of A Routine Physical. They Will Be Here On Friday, January 19. There Are 4 Screenings Performed For A Total Of $149. Please Check Our Website For Ways To Register

Motion To Approve The Proposal From Praedium Valuation Group, Chicago, Illinois, For An Appraisal Report To Determine The Market Value Of Village Owned Property At 3010 Mannheim Road In An Amount Not To Exceed $1,800.00 And Authorize The Required Officers And Officials Of The Village To Execute The Necessary Documents And Take Such Action To Effectuate Same

Clerk Arellano announced in partnership with the Franklin Park Library, the Clerk's Office will be offering passport service at the Library on January 27, 2024. Clerk Arellano stated voter registration drives are scheduled at East Leyden and West Leyden
