City of Northlake Finance & Rules Committee of the Whole met Aug. 14.

Here are the minutes provided by the committee:

Mayor Sherwin called for the roll.

ROLL CALL:

The committee reviewed the minutes of the July 17, 2023 meeting. Alderman Patti made a motion to approve the minutes of the July 17, 2023 meeting; seconded by Alderman Grochowski. Mayor Sherwin called for a voice vote. All were in favor. The minutes were approved.

Mayor Sherwin presented the Warrants and Vouchers. Alderman Grochowski made a motion to pay the Warrants and Vouchers; seconded by Alderman Patti. Mayor Sherwin called for the roll. All were in favor. The motion carried.

Mayor Sherwin presented the Commission Expenditures. Alderman Patti made a motion to pay the Commission Expenditures; seconded by Alderman Johnson. Mayor Sherwin called for the roll. All were in favor. The motion carried.

Under New Business:

Mayor Sherwin opened a discussion to approve Resolution R-20-2023; A Resolution Authorizing a Private Parking Enforcement Agreement with Northlake Development Company. Alderman Patti made a motion to approve; seconded by Alderman Straube. Mayor Sherwin called for the roll. All were in favor. The motion carried.

Mayor Sherwin opened a discussion to approve Resolution R-21-2023; A Resolution of the City of Northlake Forgiving Certain Interfund Receivables and Payables. Alderman Patti made a motion to approve; seconded by Alderman Grochowski. Mayor Sherwin called for the roll. All were in favor. The motion carried.

Mayor Sherwin opened a discussion to approve Resolution R-22-2023; A Resolution Authorizing an Application for the Open Space Land Acquisition & Development Program (OSLAD) for the Ful-Roy Park Development Project, Cook County, Illinois. Alderman Patti made a motion to approve; seconded by Alderman Grochowski. Mayor Sherwin called for the roll. All were in favor. The motion carried.

Mayor Sherwin opened a discussion to approve Resolution R-23-2023; A Resolution Supporting the Renewal of Class 6b Real Estate Tax Assessment Application by Powell Electrical Systems, Inc. for an Industrial Facility Located at 515 Railroad Avenue. Alderman Patti made a motion to approve; seconded by Alderman Grochowski. Mayor Sherwin called for the roll. All were in favor. The motion carried.

Mayor Sherwin opened a discussion to approve Ordinance O-12-2023; An Ordinance Establishing Water Service Rates and Amending Section 7-7A-5-1A of the Northlake City Code. This is as a result of the City of Chicago raising the water rates. Alderman Patti made a motion to approve; seconded by Alderman Johnson. Mayor Sherwin called for the roll. All were in favor. The motion carried.

Mayor Sherwin opened a discussion to approve Ordinance O-13-2023; An Ordinance Establishing Additional Construction Requirements for Driveways and Amending Section 7-1C-4 of the Northlake City Code. Alderman Patti made a motion to approve; seconded by Alderman Grochowski.

Mayor Sherwin opened a discussion to approve Ordinance O-14-2023; An Ordinance Increasing the Number of Class D Liquor Licenses and Amending Section 3-3-4-6A of the Northlake City Code. Alderman Patti made a motion to defer the approval of this Ordinance to the City Council meeting; seconded by Alderman Grochowski. Mayor Sherwin called for the roll. All were in favor. The motion carried.

Mayor Sherwin opened a discussion to approve Ordinance O-15-2023; An Ordinance Annexing Certain Territory to the City of Northlake, Cook County, Illinois (10445 Lyndale). Alderman Patti made a motion to approve; seconded by Alderman Grochowski. Mayor Sherwin called for the roll. All were in favor. The motion carried.

Mayor Sherwin opened a discussion to approve a Memorandum of Agreement with Metropolitan Alliance of Police Providing for the Lateral Hire of Police Officers and Extending the Term of the Current Bargaining Agreement by an Additional Year. Alderman Straube made a motion to approve; seconded by Alderman Patti. Mayor Sherwin called for the roll. All were in favor. The motion carried.

Mayor Sherwin opened a discussion to approve Memorandum with West Suburban Special Response Team. Alderman Patti made a motion to approve; seconded by Alderman Grochowski. Mayor Sherwin called for the roll. All were in favor. The motion carried.

There being no further business, Alderman Patti made a motion to adjourn; seconded by Alderman Straube. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.
