1 President Lee calls meeting to order at 6:30 p.m.

4.1 2022 ComEd Annual Report Presentation – Cory Foster

Cory Foster stated 440 customers were out of service in Berkeley for the storm that recently passed through Berkeley last week.

Administrator Espiritu explained discussed at last board meeting will begin executing Teska Corridor Plan.

9.2.4 Fiscal Year 2023 Quarter 4 Financial Dashboard

Administrator Espiritu presents the 4th quarter dashboard. The plan is for road improvements and other projects to move forward.

9.3 Police and Property Maintenance (Chair – Trustee Mathews; Co-Chair Trustee Hammar) 

9.3.1 Trustee Liaison Report– School District

9.3.2 Monthly Report

Trustee Matthews states the force has been very busy with almost 900 incidents. He gives the floor to Public Safety Director Larem who informs all with the assistance of license plate readers and flock cameras, Police Department using technology to deter crime.

9.4 Fire and Health (Chair – Trustee Salemi; Co-Chair Trustee Perez) 

9.4.1 Trustee Liaison Report – Chamber of Commerce

9.4.2 Monthly Report

Trustee Salemi reports mutual aid given and received. Staffing is in good shape.

9.5 Public Works and Utilities (Chair – Trustee Hammar; Co-Chair Trustee Mohammed) 

9.5.1 Trustee Liaison Report – Park District

9.5.2 Monthly Report

Trustee Hammar reports Proviso Drive almost completed. Currently working on asphalt restoration and light poles. Food Court solar lights are in.

9.5.3 Motion to Approve a Resolution to Waive Competitive Bidding and Authorize the Purchase of R900 Version 4 MIU Transmitters in an Amount not to Exceed $28,000.00 between the Village of Berkeley, Cook County, Illinois and Water Resources, Inc. Public Works Director Wagner gives history of water meters and upgrades needed.

Trustee Perez states music in park have been peaceful and enjoyable.

President Lee informs all that longtime police officer Gary LeFevre passed away. Thanks Berkeley Park District and Garden Club for partnering on play dates in the park. Touch the truck is being hosted on August 19 10-11:30. Rose program centennial celebration is officially on it way; Berkeley village was proclaimed the rose town in 1956. Kathleen Chmura is official chair for the centennial celebration and is looking for volunteers.

President Lee reads statement regarding proposed senior development proposed in the Village of Hillside.

The below residents spoke regarding opposition and concerns regarding the apartment complex proposed on Taft in the village of Hillside.

Roger Romanelli-states apartment complex development is the worst building development. He states there will be no property tax being paid. He would like Berkeley officials to post the facts about the development.

Lisa Guarino-came to village hall to be added to agenda, wants to get some respect, concern about village sewer lines and impact housing project will have. Folks are concerned and residents need to be respected

Lynne Morrisey-residents don’t support, residents don’t not feel supported, feels being dismissed

Mary Lou Patitucci-wants information about safety, how do we get information? Kelly Smock-question what is the time frame for street rehab also would like to see everyone to stop slandering and be respectful to each other

Valerie Williams-longtime resident, commend staff for their services

Liz Baker-excited about food court project; wants more information

Londa Claybon-does not want to support developments who are not paying taxes and does not want to support section 8
