City of Northlake Finance & Rules Committee of the Whole met July 17

The committee reviewed the minutes of the June 12, 2023 meeting. Alderman Patti made a motion to approve the minutes of the June 12, 2023 meeting; seconded by Alderman Grochowski. Mayor Sherwin called for a voice vote. All were in favor. The minutes were approved.
Mayor Sherwin presented the Warrants and Vouchers. Alderman Feldmann made a motion to pay the Warrants and Vouchers; seconded by Alderman Patti. Mayor Sherwin called for the roll. All were in favor. The motion carried.
Mayor Sherwin presented the Commission Expenditures. Alderman Patti made a motion to pay the Commission Expenditures; seconded by Alderman Grochowski. Mayor Sherwin called for the roll. All were in favor. The motion carried.
Under New Business:
Mayor Sherwin opened a discussion to approve Ordinance O-11-2023; An Ordinance Establishing Additional Noise Restrictions and Amending Section 4-4C-2 of the Northlake City Code. This establishes the new time restrictions of 9:00pm on Sunday through Thursday and 10:00pm on Friday, Saturday, and holidays. Alderman Patti made a motion to approve; seconded by Alderman Feldmann. Mayor Sherwin called for the roll. All were in favor. The motion carried.
Mayor Sherwin opened a discussion to approve Resolution R-14-2023; A Resolution Approving an Intergovernmental Agreement between the City of Northlake and the Illinois Department of Transportation Regarding Improvements on North Avenue. This is for resurfacing. Alderman Patti made a motion to approve; seconded by Alderman Grochowski. Mayor Sherwin called for the roll. All were in favor. The motion carried.
Mayor Sherwin opened a discussion to approve Resolution R-15-2023; A Resolution Approving a Utility Service Pipeline Agreement with Union Pacific Railroad Company. Alderman Grochowski made a motion to approve; seconded by Alderman Patti. Mayor Sherwin called for the roll. All were in favor. The motion carried.
Mayor Sherwin opened a discussion to approve Resolution R-16-2023; A Resolution Awarding a Contract for the Millennium Park Permeable Parking Lot Program. Alderman Patti made a motion to approve; seconded by Alderman Urbina. Mayor Sherwin called for the roll. All were in favor. The motion carried.
Mayor Sherwin opened a discussion to approve Resolution R-17-2023; A Resolution Authorizing an Agreement Between the City of Northlake and Powell Electrical Systems, Inc. with Respect to the Property Located at 515 Railroad Avenue, Northlake, Illinois. Alderman Patti made a motion to approve; seconded by Alderman Urbina. Mayor Sherwin called for the roll. All were in favor. The motion carried.
Mayor Sherwin opened a discussion to approve Resolution R-18-2023; A Resolution Approving an Intergovernmental Agreement By and Between the City of Northlake and the Metropolitan Water Reclamation District of Greater Chicago for the Acquisition, Conversion to and Maintenance of Open Space of Certain Flood Prone Parcels of Real Property Located Along or in the Immediate Vicinity of Addison Creek. Alderman Patti made a motion to approve; seconded by Alderman Urbina.
Mayor Sherwin opened a discussion to approve Resolution R-19-2023; A Resolution Awarding a Contract for the King Arthur Court Center Roadway Reconstruction Project. Alderman Patti made a motion to approve; seconded by Alderman Grochowski. Mayor Sherwin called for the roll. All were in favor. The motion carried.
Mayor Sherwin opened a discussion regarding the 2024 Infrastructure Program. Alderman Patti made a motion to approve; seconded by Alderman Feldmann. Mayor Sherwin called for the roll. All were in favor. The motion carried.
Mayor Sherwin opened a discussion regarding the Proposed Elevator at the City Centre Building. It was agreed that the bid of $1.2M was cost prohibitive at this time. Alderman Patti made a motion to reject the bids; seconded by Alderman Grochowski. Mayor Sherwin called for the roll. All were in favor. The motion carried.
A resident congratulated Alderman Urbina on his election to office.
There being no further business, Alderman Straube made a motion to adjourn; seconded by Alderman Patti. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.
