City of Northlake City Council met July 17.

Here are the minutes provided by the council:

The meeting was called to order at 7:00 p.m.

Mayor Sherwin called for the roll.

ROLL CALL: 

PRESENT: ALDERMAN STRAUBE 

ALDERMAN FELDMANN 

ALDERMAN SOSA 

ALDERMAN URBINA 

ALDERMAN GROCHOWSKI 

ALDERMAN PATTI 

PRESENT VIA CONFERENCE BRIDGE: ALDERMAN CONTRERAS 

ABSENT: ALDERMAN JOHNSON 

OTHERS PRESENT: KEN BERES, CHIEF OF POLICE 

TONY FACIANO, SUPERINTENDENT PUBLIC WORKS 

MARK STERK, CITY ATTORNEY 

Mayor Sherwin presented the minutes of the city council meeting held on June 12, 2023. Alderman Patti made a motion to accept the minutes of the city council meeting held on June 12, 2023; seconded by Alderman Urbina. Mayor Sherwin asked if there were any additions or corrections. Mayor Sherwin called for a voice vote. All were in favor.

MOTION TO ACCEPT THE MINUTES OF THE CITY COUNCIL MEETING HELD ON JUNE 12, 2023 CARRIED 

Alderman Patti made a motion to appoint Omar Cavada to the Youth Commission; seconded by Alderman Grochowski. Mayor Sherwin called for the roll.

ROLL CALL: ALDERMEN STRAUBE, FELDMANN, CONTRERAS, SOSA, URBINA, GROCHOWSKI AND PATTI 

ABSENT: ALDERMAN JOHNSON 

NAYS: NONE 

MOTION TO APPOINT OMAR CAVADA TO THE YOUTH COMMISSION CARRIED 

The owners of Northlake Liquors appeared before the council to request business and liquor licenses for a new restaurant at 38 E. North Ave. If all requirements are met, an Ordinance will be presented at the August 14th meeting to add the liquor license.

Alderman Patti made a motion to accept the Warrants and Vouchers; seconded by Alderman Grochowski. Mayor Sherwin called for the roll.

ABSENT: ALDERMAN JOHNSON 

NAYS: NONE 

MOTION TO ACCEPT THE WARRANTS AND VOUCHERS CARRIED 

Mayor Sherwin noted the next City Council meeting will be on August 14th, and on Wednesday there is a music concert and movie at Grant Park.

Under New Business:

Alderman Patti made a motion to approve Ordinance O-11-2023; An Ordinance Establishing Additional Noise Restrictions and Amending Section 4-4C-2 of the Northlake City Code; seconded by Alderman Feldmann. Mayor Sherwin called for the roll.

ABSENT: ALDERMAN JOHNSON 

NAYS: NONE 

MOTION TO APPROVE ORDINANCE O-11-2023; AN ORDINANCE ESTABLISHING ADDITIONAL NOISE RESTRICTIONS AND AMENDING SECTION 4-4C-2 OF THE NORTHLAKE CITY CODE CARRIED 

Alderman Grochowski made a motion to approve Resolution R-14-2023; A Resolution Approving an Intergovernmental Agreement Between the City of Northlake and the Illinois Department of Transportation Regarding Improvements on North Avenue; seconded by Alderman Patti. Mayor Sherwin called for the roll.

ABSENT: ALDERMAN JOHNSON

MOTION TO APPROVE RESOLUTION R-14-2023; A RESOLUTION APPROVING AN INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY OF NORTHLAKE AND THE ILLINOIS DEPARTMENT OF TRANSPORTATION REGARDING IMPROVEMENTS ON NORTH AVENUE CARRIED

Alderman Patti made a motion to approve Resolution R-15-2023; A Resolution Approving a Utility Service Pipeline Agreement with Union Pacific Railroad Company; seconded by Alderman Urbina. Mayor Sherwin called for the roll.

APPROVING A UTILITY SERVICE PIPELINE AGREEMENT WITH UNION PACIFIC RAILROAD COMPANY CARRIED 

Alderman Patti made a motion to approve Resolution R-16-2023; A Resolution Awarding a Contract for the Millennium Park Permeable Parking Lot Program; seconded by Alderman Feldmann. Mayor Sherwin called for the roll.

MOTION TO APPROVE RESOLUTION R-16-2023; A RESOLUTION 

AWARDING A CONTRACT FOR THE MILLENNIUM PARK PERMEABLE PARKING LOT PROGRAM CARRIED 

Alderman Patti made a motion to approve Resolution R-17-2023; A Resolution Authorizing an Agreement Between the City of Northlake and Powell Electrical Systems, Inc. with Respect to the Property Located at 515 Railroad Avenue, Northlake, Illinois; seconded by Alderman Grochowski. Mayor Sherwin called for the roll.

MOTION TO APPROVE RESOLUTION R-17-2023; A RESOLUTION AUTHORIZING AN AGREEMENT BETWEEN THE CITY OF NORTHLAKE AND POWELL ELECTRICAL SYSTEMS, INC. WITH RESPECT TO THE PROPERTY LOCATED AT 515 RAILROAD AVENUE, NORTHLAKE, ILLINOIS CARRIED

Alderman Patti made a motion to approve Resolution R-18-2023; A Resolution Approving an Intergovernmental Agreement By and Between the City of Northlake and the Metropolitan Water Reclamation District of Greater Chicago for the Acquisition, Conversion to and Maintenance of Open Space of Certain Flood Prone Parcels of Real Property Located Along or in the Immediate Vicinity of Addison Creek; seconded by Alderman Sosa. Mayor Sherwin called for the roll.

MOTION TO APPROVE RESOLUTION R-18-2023; A RESOLUTION APPROVING AN INTERGOVERNMENTAL AGREEMENT BY AND BETWEEN THE CITY OF NORTHLAKE AND THE METROPOLITAN WATER RECLAMATION DISTRICT OF GREATER CHICAGO FOR THE ACQUISITION, CONVERSION TO AND MAINTENANCE OF OPEN SPACE OF CERTAIN FLOOD PRONE PARCELS OF REAL PROPERTY LOCATED ALONG OR IN THE IMMEDIATE VICINITY OF ADDISON CREEK CARRIED 

Alderman Patti made a motion to approve Resolution R-19-2023; A Resolution Awarding a Contract for the King Arthur Court Center Roadway Reconstruction Project; seconded by Alderman Grochowski. Mayor Sherwin called for the roll.

MOTION TO APPROVE RESOLUTION R-19-2023; A RESOLUTION 

AWARDING A CONTRACT FOR THE KING ARTHUR COURT CENTER ROADWAY RECONSTRUCTION PROJECT CARRIED 

Alderman Contreras made a motion to approve the 2024 Infrastructure Program; seconded by Alderman Patti. Mayor Sherwin called for the roll.

ABSENT: ALDERMAN JOHNSON 

NAYS: NONE 

MOTION TO APPROVE THE 2024 INFRASTRUCTURE PROGRAM CARRIED

Alderman Patti made a motion to reject all bids for the Proposed Elevator at the City Centre Building; seconded by Alderman Urbina. Mayor Sherwin called for the roll.

ROLL CALL: ALDERMEN STRAUBE, FELDMANN, CONTRERAS, SOSA, URBINA, GROCHOWSKI AND PATTI 

ABSENT: ALDERMAN JOHNSON 

NAYS: NONE 

MOTION TO REJECT ALL BIDS FOR THE PROPOSED ELEVATOR AT THE CITY CENTRE BUILDING CARRIED 

Alderman Straube made a motion to go into Executive Session; seconded by Alderman Patti. Mayor Sherwin called for a voice vote. All were in favor.

MOTION TO GO INTO EXECUTIVE SESSION CARRIED 

A resident had concerns about the amount of fireworks in town.

The griddle raffle winning ticket was pulled. The winner is Andrea Chavez Sosa.

There being no further business, Alderman Straube made a motion to adjourn; seconded by Alderman Patti. Mayor Sherwin called for a voice vote. All were in favor.
