Village of Franklin Park President and Board of Trustees met May 15.

I. PLEDGE OF ALLEGIANCE

II. CALL TO ORDER: Village President Pedersen called to order the Board of Trustees of the Village of Franklin Park in regular session at 7:00 p.m.

III. ROLL CALL; ESTABLISHMENT OF QUORUM Village Clerk April J Arellano called the roll:

Present at Board Meeting: Barrett F. Pedersen (Village President) and April J Arellano (Village Clerk), Joseph Montana (Village Attorney)

Trustees (Present in the Room): Mr. Ruhl, Ms. Avitia, Mr. Johnson, Ms. Special, Mr. Ybarra and Mr. Hagerstrom

Department Heads:

Mark Stewart (Fire Chief), Mike Witz (Director of Police), Nick Weber (Sewer & Water Division Supervisor), Joe Thomas (Acting Utilities Director), Lisa Manzo (Deputy Building Director), Tom McCabe (Village Engineer), Dan Corcoran (IT Director), Ryan Adriatico (Village Senior Planner), Frank Grieashamer (Village Treasurer), David Gonzalez (Village Comptroller)

The Village Clerk declared a quorum was present.

IV. VEHICLE STICKER WINNERS

Trustee Karen Special awarded the first place winner Tran Linh of the vehicle sticker competition with a gift certificate. Trustee Karen Special awarded the second place winner Michelle Castillo of the vehicle sticker competition with a gift certificate. Third place winner Stephanie Marchan was not present to receive her certificates

V. PRESENTATION/SWEARING IN

Village Clerk Arellano administered the oath of office to Rayhan Shaikat as Franklin Park Police Officer

VI. Director of Police Mike Witz gave a statement regarding an accident at 25th Avenue / Rose Street and Chestnut Avenue. In summary, he stated upon investigating, the officers determined that there was no evidence of speeding or negligent driving. He stated statements from witnesses at the scene supported this information. Mr. Witz stated there are currently safety protocols in place and there is no indication that additional stop signs, which at this time the Village is not authorized to post, would have prevented an unforeseen accident when a child runs into the street. He commended the veteran Crossing Guard for her good work, and took the opportunity to remind parents, pedestrians, bicyclists, and drivers to drive cautiously, especially near school zones. Observing and complying with speed limits, traffic signs, and warnings is critical.

Village Engineer Thomas McCabe gave a statement regarding an accident at 25th Avenue / Rose Street and Chestnut Avenue. In summary, he briefly reviewed the safety procedures and cautions that are in place. He stated 25th Avenue (Rose Street) is a State Road and under the jurisdiction of the Illinois Department of Transportation (IDOT). Therefore, the Village cannot act unilaterally to pass an ordinance to install a stop sign. Mr. McCabe stated there are flashing warning beacons on timers, one in both directions. There are also two signs at Chestnut and 25th / Rose that have push button pedestals so the flashers can be activated from all four corners. He stated that the Village will continue to meet with representatives from IDOT to explore additional safety options for this intersection."

Mayor Pedersen expressed concern for the family of the little girl involved in the accident. Mayor Pedersen stated that the board will continue to work with Illinois Department of Transportation to explore safety options for the intersection

VII. PUBLIC COMMENTS (Limit to 2 minutes per speaker, Ordinance 1415- G-43)

Resident Mary Ellen Smolen expressed concern over the intersection of Rose Street and Chestnut Avenue. She stated that vehicles drive by with little to no regard to the speed limit. She stated that she would like to work with Illinois Department of Transportation to form a committee to address the issues with the intersection. She asked what can be done to alleviate the traffic issues involving speeding in the intersection

VIII. COMMITTEE REPORTS

A. FINANCE AND SPECIAL EVENTS COMMITTEES (Mr. Johnson, Chair)

1. MR. JOHNSON STATED DAVID GONZALEZ, VILLAGE COMPTROLLER WILL PRESENT ANY UPDATES DURING STAFF REPORTS

2. MR. JOHNSON REPORTED THE FINAL MEETING FOR THE FRANKLIN PARK FEST TOOK PLACE TODAY. THE VILLAGE WILL CONTINUE TO GET SPONSORS FOR THE EVENT AND ARE LOOKING FOR VOLUNTEERS. PLEASE CONTACT THE MAYOR'S OFFICE IF ANYONE IS INTERSTED IN VOLUNTEERING

3. MR. JOHNSON REPORTED THE VILLAGE IN PARTNERSHIP WITH THE AMERICAN LEGION WILL BE HOSTING THE ANNUAL MEMORIAL DAY CEREMONY ON MONDAY, MAY 29TH AT 11 AM AT THE VETERAN'S MEMORIAL

B. WATER AND SEWER/FLEET MAINTENANCE COMMITTEE (Ms. Avitia, Chair)

1. MS. AVITIA REPORTED 2 WATER MAIN BREAKS, A HYDRANT REPLACEMENT AT SOUTH WEST CORNER OF EDGINGTON STREET AND BELMONT AVENUE AND ANOTHER HYDRANT REPLACEMENT AT 3030 CULLERTON STREET

2. MS. AVITIA REPORTED ALL SEWER SPOTS REPAIRS HAVE BEEN COMPLETED AND SEWERS ARE READY FOR THE UPCOMING LINING PROJECT

3. MS. AVITIA REPORTED MAIN PUMP HOUSE HAD A VFD FAILED ON PUMP 3 THAT NEEDED A COOLING FAN REPLACED

4. MS. AVITIA REPORTED THE SHAFT AND PACKING ON PUMP 1 AT THE MAIN PUMPING STATION HAVE BEEN REPAIRED AND THE STATION IS BACK UP COMPLETELY WITH ALL 4 PUMPS BACK IN SERVICE

5. MS. AVITIA REPORTED 12" EZ-VALVE WAS INSTALLED JUST WEST OF THE POLICE STATION ON EDGINGTON FOR LEAK REPAIR TO TAKE PLACE

6. MS. AVITIA REPORTED SEWER BAD SPOTS WERE CHECKED AROUND TOWN ONCE WITH NO ISSUES TO REPORT

7. MS. AVITIA REPORTED THERE WAS 2 SEWER BACK UP AND THE CREEK WAS INSPECTED ONCE WITH NO ISSUES

C. POLICE AND FIRE COMMITTEE (Mr. Ruhl, Chair)

1. MR. RUHL REPORTED THE FRANKLIN PARK FIRE DEPARTMENT HAS 6 OPENINGS AND HAVE ORAL INTERVIEWS FOR NEW HIRES SCHEDULED FOR MAY 21ST 2023

2. MR. RUHL STATED THERE HAVE BEEN 1390 CALLS FOR FIRE AND EMS CALLS

3. MR. RUHL REPORTED THE FRANKLIN PARK POLICE DEPARTMENT RESPONDED TO 3670 CALLS FOR SERVICE, ISSUED 701 PARKING CITATIONS, 24 LOCAL CITATIONS, 336 STATE CITATIONS, AND MADE 68 ARRESTS. MR. RUHL ALSO STATED THERE HAVE BEEN 539 TRAFFIC AND PEDESTRIAN STOPS

D. STREETS, ALLEYS AND FLEET MAINTENANCE (Mr. Ybarra, Chair)

1. MR. YBARRA REPORTED 4 TONS OF COLD PATCHED WERE USED

2. MR. YBARRA REPORTED 3 SIGNS WERE REPLACED, 6 TREES WERE REMOVED, 7 TREES WERE TRIMMED AND BRANCH COLLECTION WAS COMPLETED

3. MR. YBARRA REPORTED PARK BENCHES WERE REINSTALLED ON FRANKLIN AVENUE DOWNTOWN, 1 DEAD ANIMAL WAS PICKED UP, 1 PARKWAY WAS REPAIRED, SALT DELIVERIES WERE RECEIVED, FRANKLIN AVENUE DOWNTOWN ROAD WAS STRIPED AND A FLY DUMP WAS REMOVED FROM ACORN STREET.

E. PROPERTY, PLANNING, ZONING, AND BUILDING COMMITTEE

(Ms. Special, Chair)

1. MS. SPECIAL REPORTED 105 CONTRACTORS APPLIED FOR LICENSES, 92 BUILDING PERMITS, 6 ELECTRICAL PERMITS, 6 SIGN PERMITS, 1 DUMPSTER PERMIT, 6 FIRE PERMITS, 1 OUTDOOR CAFÉ PERMIT AND 1 POD PERMIT WERE APPLIED FOR A TOTAL OF 113 PERMITS. SHE ANNOUNCED 13 PROPERTY CLOSINGS FOR RESIDENTIAL AND COMMERCIAL, 2 NEW BUSINESS APPLIED FOR OCCUPANCY AND 3 NEW BUSINESSES WERE ISSUED OCCUPANCY CERTIFICATES

2. MS. SPECIAL REPORTED THE ZONING BOARD OF APPEALS MET ON WEDNESDAY, MAY 3RD TO DISCUSS A SUBDIVISION AND CONDITIONAL USE. RECOMMENDATIONS FOR THESE ITEMS ARE ON TONIGHT'S CONSENT AGENDA

3. MS. SPECIAL REPORTED COMMUNITY DEVELOPMENT STAFF ATTENDED THE ILLINOIS ENTERPRISE ZONE ASSOCIATION'S SPRING CONFERENCE IN SPRINGFIELD. THE CONFERENCE ALLOWED FOR NETWORKING OPPORTUNITIES AND INCLUDED WORKSHOPS THAT FOCUSED ON BEST PRACTICES FOR ADMINISTERING THE ILLINOIS DEPARTMENT OF REVENUE'S ENTERPRISE ZONE PROGRAM AS AN ECONOMIC DEVELOPMENT TOOL TO SPUR REDEVELOPMENT IN COMMERCIAL AND INDUSTRIAL AREAS IN OUR COMMUNITY

4. MS. SPECIAL REPORTED ARBOR DAY TREE PLANTING ON MAY 6TH WAS A HUGE SUCCESS, 71 DONATED TREES WERE PLANTED AT THE FRANKLIN PARK LIBRARY AND THE CROWN ROAD MEDIAN. SPECIAL THANKS TO MORTON ARBORETUM FOR DONATING 112 TREES TO FRNAKLIN PARK. THERE WERE 40 VOLUNTEERS FROM ALL OVER CHICAGOLAND THAT SHOWED UP TO HELP WITH TREE PLANTING

5. MS. SPECIAL REPORTED SUSTAINABILITY, FORESTRY, PARKWAYS AND FACILITIES DIRECTOR ANDY SMOLEN ATTENDED PIETRINI SCHOOL TO MEET WITH SECOND AND FOURTH GRADE STUDENTS TO TALK ABOUT ENVIRONMENTAL ISSUES. THERE WAS A DEMONSTRATION ON HOW TO PLANT TREES AND 2 DONATED TREES WERE PLANTED ON SCHOOL PROPERTY

F. HUMAN RESOURCES, SUSTAINABLE PRACTICES AND SENIOR SERVICES COMMITTEE (Mr. Hagerstrom, Chair)

1. MR. HAGERSTROM ANNOUNCED THE NEXT BLOOD DRIVE WILL BE ON FRIDAY, JUNE 9TH FROM 3PM TO 7:30 PM IN THE COMMUNITY ROOM

IX. STAFF REPORTS AND COMMENTS: DISCUSSION ON AGENDA ITEMS Village Comptroller David Gonzalez briefly went over fiscal year financial report Village Comptroller David Gonzalez briefly went over items number 21 and number 22 up for consideration on the consent agenda regarding agreements with McConnell and Jones LLP for 2022 and 2023 audit services
