II. CALL TO ORDER: Village President Pedersen called to order the Board of Trustees of the Village of Franklin Park in regular session at 7:00 p.m.

III. ROLL CALL; ESTABLISHMENT OF QUORUM

Village Clerk April J Arellano called the roll:

Present at Board Meeting: Barrett F. Pedersen (Village President) and April J Arellano (Village Clerk), Joseph Montana (Village Attorney)

Trustees (Present in the Room): Mr. Ruhl, Ms. Avitia, Mr. Johnson, Ms. Special, Mr. Ybarra and Mr. Hagerstrom

Department Heads:

Mark Stewart (Fire Chief), Robert Jensen (Commander of Investigations), Joe Thomas (Acting Utilities Director), Lisa Manzo (Deputy Building Director), Tom McCabe (Village Engineer), Dan Corcoran (IT Director), Frank Grieashamer (Village Treasurer), David Gonzalez (Village Comptroller)

The Village Clerk declared a quorum was present.

A. FINANCE AND SPECIAL EVENTS COMMITTEES (Mr. Johnson, Chair)

1. MR. JOHNSON YIELDED TO DAVID GONZALEZ, VILLAGE COMPTROLLER TO PRESENT ANY UPDATES DURING STAFF REPORTS

2. MR. JOHNSON REPORTED PLANS ARE COMING ALONG FOR RAIL ROAD FEST EVENT, SEVERAL RAILROADS HAVE CONFIRMED THEIR PARTICIPATION. THERE WILL BE PETTING ZOO AND PONY RIDES FOR THE CHILDREN

B. WATER AND SEWER/FLEET MAINTENANCE COMMITTEE (Ms. Avitia, Chair)

1. MS. AVITIA REPORTED 2 WATER MAIN BREAKS, PUMP 1 NEEDS TO BE ADJUSTED, PUMP 2 ON KING STREET WILL BE TESTED ON SCADA AND CURTIS STORAGE TANK IS RUNNING ON SCHEDULE

2. MS. AVITIA REPORTED THE CROSS CONNECTION WITH SCHILLER PARK WAS FLUSHED

3. MS. AVITIA REPORTED FRANKLIN AVENUE WATER TOWER MAINTENANCE IS ON TRACK

4. MS. AVITIA REPORTED M.E. SIMPSON WILL COMPLETE LEAK SURVEY THIS WEEK

C. POLICE AND FIRE COMMITTEE (Mr. Ruhl, Chair)

1. MR. RUHL REPORTED HE DID NOT HAVE A REPORT FROM THE POLICE DEPARTMENT

2. MR. RUHL REPORTED LT. TARASIUK IS RETIRING AFTER 24 YEARS OF SERVICE

3. MR. RUHL REPORTED THE FRANKLIN PARK FIRE DEPARTMENT RECEIVED 284 CALLS IN THE MONTH OF APRIL, STATION NO. 2 FAILED THE BOILER INSPECTION AND TWO AMBULANCES ARE OUT OF SERVICE. THE FIRE DEPARTMENT IS OPERATING USING LEYDEN RESERVE AMBULANCE AND THE DEPARTMENT IS DOWN 6 MEMBERS

4. MR. RUHL REPORTED WRITTEN TESTS FOR 2 FIREFIGHTERS HAS BEEN COMPLETED AND INTEREVIEWS ARE SCHEDULED

D. STREETS, ALLEYS AND FLEET MAINTENANCE (Mr. Ybarra, Chair)

1. MR. YBARRA REPORTED 6 TONS OF COLD PATCHED WERE USED

2. MR. YBARRA REPORTED 2 SIGNS WERE INSTALLED AFTER BEING REMOVED, 5 TREES WERE REMOVED, 11 TREES WERE TRIMMED AND BRANCH COLLECTION WAS COMPLETED

3. MR. YBARRA REPORTED ALL THE GARBAGE CANS WERE EMPTIED, ALL STREET SWEEPING ROUTES AND MAIN STREETS WERE SWEPT, ALL THE SNOWPLOWS WERE POWER WASHED AND PUT INTO STORAGE, 2 PARKWAYS WERE REPAIRED FROM WINTER DAMAGE, EBRIS FROM 3 LOCATIONS WAS REMOVED, THE BELDEN ALLEY AND FUEL STATION WERE GRADED, 3 DEAD ANIMALS WERE PICKED UP

4. MR. YBARRA STATED SALT DELIVERIES HAVE BEEN RECEIVED

E. PROPERTY, PLANNING, ZONING, AND BUILDING COMMITTEE (Ms. Special, Chair)

1. MS. SPECIAL REPORTED 7 9 CONTRACTORS APPLIED FOR LICENSES, 58 BUILDING PERMITS, 10 ELECTRICAL PERMITS, 1 SIGN PERMITS, 2 DUMPSTER PERMIT, 6 FIRE PERMITS WERE APPLIED FOR A TOTAL OF 77 PERMITS. S HE ANNOUNCED 17 PROPERTY CLOSINGS FOR RESIDENTIAL AND COMMERCIAL, 3 NEW BUSINESS APPLIED FOR OCCUPANCY AND 3 NEW BUSINESSES WERE ISSUED OCCUPANCY CERTIFICATES

2. MS. SPECIAL REPORTED COMMUNITY DEVELOPMENT STAFF ATTENDED AN ESRI GEOGRAPHIC INFORMATION SYSTEMS WORKSHOP IN DOWNTOWN CHICAGO TO LEARN MORE ABOUT NEW DATA-DRIVEN MAPPING SERVICES AVAILABLE TO THE VILLAGE. ESRI IS AN AMERICAN GEODATABASE MANAGEMENT COMPANY UTILIZED BY OVER 350,000 ORGANIZATIONS INCLUDING: FORTUNE 500 COMPANIES, ALL BRANCHES OF THE FEDERAL GOVERNMENT, ALL 50 US STATES, 20,000 MUNICIPALITIES, AND OVER 7,000+ UNIVERSITIES WORLDWIDE. OVER 40 ILLINOIS MUNICIPALITIES AND COUNTY ORGANIZATIONS ATTENDED THE WORKSHOP.

3. MS. SPECIAL REPORTED ZONING STAFF PLAN TO USE THIS KNOWLEDGE TO CREATE MORE INTERACTIVE, EASY-TO UNDERSTAND, AND INTEGRATED ONLINE RESOURCES FOR VILLAGE RESIDENTS AND STAFF

4. MS. SPECIAL REPORTED THAT SUSTAINABILITY, FORESTRY, PARKWAYS AND FACILITIES DIRECTOR ANDY SMOLEN RECEIVED 50 BALL TREES AND PLANTING WILL BEGIN MAY 3, THERE WAS A DELY IN JULIE MARKINGS

5. MS. SPECIAL REPORTED FINAL PREPARATIONS FOR THE ARBOR DAY CELEBRATION FOR SATURDAY AT THE FRANKLIN PARK LIBRARY FROM 9:00 AM UNTIL 12:00 PM, VOLUNTEERS ARE WELCOME

6. MS. SPECIAL REPORTED THE FEDERAL GOVERNMENTS I.R.A. GRANT PROGRAM WILL SOON BE RELEASED

7. MS. SPECIAL REPORTED THE PRINCIPAL AT PETRINI SACHOOL REQUESTED A TREE PLANTING EVENT ON MONDAY MAY 15TH FROM 10:00AM UNTIL 11:00AM

8. MS. SPECIAL REPORTED EAST LEYDEN REQUESTED A PRESENTATION ABOUT SUSTAINABLE ISSUES

F. HUMAN RESOURCES, SUSTAINABLE PRACTICES AND SENIOR SERVICES COMMITTEE (Mr. Hagerstrom, Chair)

1. MR. HAGERSTROM ANNOUNCED THE SENIOR APPRECIATION LUNCHEON WILL BE HELD ON MAY 10TH FROM 11:30 AM TO 1PM. IT WILL BE AT PESCATORE PALACE, OVER 120 SENIORS RSVP’S

VIII. COMMENTS FROM THE CLERK:

Clerk Arellano briefly went over the Clerk’s yearly report for April 2023, 64 passports were processed, 30 photos taken, 26 FOIA requests completed, 2 garage sale registrations, 33 notaries performed and 3 block parties approved

Clerk Arellano congratulated Trustee Avitia, Trustee Hagerstrom and Trustee Ruhl on their re-election

IX. COMMENTS FROM THE PRESIDENT:

Mayor Pedersen congratulated Trustee Avitia, Trustee Hagerstrom and Trustee Ruhl on their re-election. He stated that he looks forward to working with them for the next four years and accomplish more in the future

X. CLOSED/EXECUTIVE SESSION
