II. CALL TO ORDER: Village President Pedersen called to order the Board of Trustees of the Village of Franklin Park in regular session at 7:00 p.m.
III. ROLL CALL; ESTABLISHMENT OF QUORUM
Village Clerk April J Arellano called the roll:
Present at Board Meeting: Barrett F. Pedersen (Village President) and April J Arellano (Village Clerk), Joseph Montana (Village Attorney)

V. VILLAGE PRESIDENT PEDERSEN RECOGNIZED THE
CONTRIBUTIONS OF LIEUTENANT DAN COLANTUONO TO THE FRANKLIN PARK ST. BALDRICKS ORGANIZATION AND THANKED HIM FOR HIS 25 YEARS OF SERVICE IN THE FRANKLIN PARK FIRE DEPARTMENT
FRANKLIN PARK FIRE DEPARTMENT HAS RAISED OVER 2 MILLION DOLLARS TO THE ORGANIZATION
Motion made by Mr. Johnson and seconded by Mr. Ybarra to approve “A Resolution of the Village of Franklin Park, Cook County, Illinois, Recognizing the contributions of Lieutenant Dan Colantuono to the Franklin Park St. Baldrick’s organization

1. MR. JOHNSON STATED THAT HE DID NOT HAVE A REPORT FROM THE FINANCE DEPARTMENT
2. MR. JOHNSON REPORTED THE NEXT MEETING FOR THE FRANKLIN PARK FEST WILL BE ON MONDAY, APRIL 24TH AT 11 A.M.
B. WATER AND SEWER/FLEET MAINTENANCE COMMITTEE (Ms. Avitia, Chair)
1. BEHALF OF MS. AVITIA’S ABSENSE, MR. YBARRA REPORTED 3 WATER MAIN BREAKS AND VARIOUS SEWER SPOT REPAIRS
2. MR. YBARRA REPORTED VARIOUS SEWER SPOT REPAIRS THROUGHOUT THE VILLAGE, 1 SEWER BACK UP AT GRAND AVENUE AND MANNHEIM ROAD
3. MR. YBARRA REPORTED 3 MORE SPOT REPAIRS ARE LEFT ON THE ROBINSON ROAD AREA
4. MR. YBARRA REPORTED RAIN EVENTS TOTALED 0.8 INCHES OF RAIN AND NO REPORTS OF DRAINS BACKED UP, MAIN PUMP HOUSE HAS PUMP 1 SHAFT INSTALLED BUT FURTHER REPAIRS ARE NEEDED, AND LEAD ELECTRIC IS OUT AT THE KING STREET PUMPING STATION CHANGES ALL THE LIGHTS OUT TO LED
5. MR. YBARRA REPORTED 2 STREETS DRAINS INSPECTED, ZERO DRAINS NEEDED CLEANING, 3 MANHOLES INSPECTED AND CLEANED AND BAD SEWER SPOTS WERE INSPECTED WITHOUT ISSUES ONCE
6. MR. YBARRA REPORTED DOOR TAGGING PROCESS OF 67 ADDRESSES HAS BEGUN
7. MR. YBARRA REPORTED 1 SEWER BACK UP WITHOUT ISSUE, 14 SHUT OFFS COMPLETED, NO ISSUES AT ANY LIFT STATIONS, ESI CONDUCTING ANTENNA UPGRADESS AT ALL LIFT STATIONS AS PART OF THE SCADE UPGRADE AND THE CREEK WAS INSPECTED ONCE
C. POLICE AND FIRE COMMITTEE (Mr. Ruhl, Chair)
1. MR. RUHL CONGRATULATED LIEUTENANT DAN COLANTUONO ON HIS CONTRIBUTIONS TO ST. BALDRICKS’S ORGANIZATION
2. MR. RUHL STATED THE FRANKLIN PARK POLICE DEPARTMENT RESPONDED TO 2,862 CALLS FOR SERVICE, ISSUED 306 PARKING CITATIONS, 24 LOCAL CITATIONS, 388 STATE CITATIONS, 77 ARRESTS AND 775 TRAFFIC AND PEDESTRIAN STOPS
D. STREETS, ALLEYS AND FLEET MAINTENANCE (Mr. Ybarra, Chair)
1. MR. YBARRA REPORTED TRUCK 202 WAS TAKEN TO FORD FOR WARRANTY REPAIR
2. MR. YBARRA REPORTED POTHOLE PATCHING WAS DONE IN THE MIDDLE OF THE VILLAGE, 3 TEMPATURE PATCHES FOR WATER AND SEWER REPAIRS AND POTHOLES WERE PATCHED ON RUNGE ROAD OFF KIND STREET
3. MR. YBARRA REPORTED 4 SIGNS WERE INSTALLED AND 6 WERE REPLACED
4. MR. YBARRA REPORTED 18 TREES WERE TRIMMED, 4 LOADS OF WOOD CHIPS WERE HAULED TO THE MWRD, BELDEN STREET ALLEY WAS GRADED, 3 DECEASED ANIMALS WERE PICKED UP AND STAFF HELPED IT DEPARTMENT REPAIR THE UNDERPASS SIGN WITH THE BUCKET TRUCK
E. PROPERTY, PLANNING, ZONING, AND BUILDING COMMITTEE (Ms. Special, Chair)
1. MS. SPECIAL REPORTED 80 CONTRACTORS APPLIED FOR LICENSES, 60 BUILDING PERMITS, 11 ELECTRICAL PERMITS, 2 SIGN PERMITS, 1 DUMPSTER PERMIT, 16 FIRE PERMITS WERE APPLIED FOR A TOTAL OF 90 PERMITS. SHE ANNOUNCED 8 PROPERTY CLOSINGS FOR RESIDENTIAL AND COMMERCIAL, 4 NEW BUSINESS APPLIED FOR OCCUPANCY AND 2NEW BUSINESSES WERE ISSUED OCCUPANCY CERTIFICATES
2. MS. SPECIAL REPORTED COMMUNITY DEVELOPMENT STAFF AND MAYOR PEDERSEN GAVE CONGRESSWOMAN DELIA RAMIREZ A TOUR OF FRANKLIN PARK THAT PROVIDED AN IN-DEPTH LOOK AT OUR COMMUNITY. CONGRESSWOMAN RAMIREZ REPRESENTS THE 3RD DISTRICT OF ILLINOIS
3. MS. SPECIAL REPORTED MAYOR PEDERSEN AND STAFF ALSO MET WITH CONGRESSMAN CHUY GARCIA’S STAFF MEMBERS FROM HIS ILLINOIS AND D.C. OFFICES. CONGRESSMAN GARCIA REPRESENTS THE 4TH DISTRICT OF ILLINOIS. THESE MEETINGS PROVIDE OUR REPRESENTATIVES WITH AN OPPORTUNITY TO IDENTIFY WAYS TO GET INVOLVED WITH OUR COMMUNITY WHILE LEARNING MORE ABOUT OUR RESIDENTS’ NEEDS AND PRIORITIES
4. MS. SPECIAL REPORTED THAT SUSTAINABILITY, FORESTRY, PARKWAYS AND FACILITIES DIRECTOR ANDY SMOLEN WILL MEET WITH SOL SMART ON APRIL 19TH TO DISCUSS THE GROWTH OF CLEAN AFFORDABLE SOLAR ENERGY, 48 BALL AND BURLAP TREES WERE ORDERED
5. MS. SPECIAL REPORTED THE TREE PRESERVATION COMMITTEE HELD THEIR FIRST MEETING ON APRIL 11TH, THE GROUP IS WELL MOTIVATED TO GREEN UP THE VILLAGE, THEIR NEXT MEETING WILL BE HELD ON MAY 16TH AT 6PM AT THE POLICE STATION
6. MS. SPECIAL REPORTED MAY 6TH IS THE ARBOR DAY CELEBRATION AT THE FRANKLIN PARK LIBRARY, THE MORTON ARBORETUM IS DONATING 112 TREES TO FRANKLIN PARK. 60 TREES WILL BE PLANTED ON THE LIBRARY GROUNDS AND 12 TREES WILL BE PLANTED ON THE CROWN ROAD MEDIAN
F. HUMAN RESOURCES, SUSTAINABLE PRACTICES AND SENIOR SERVICES COMMITTEE (Mr. Hagerstrom, Chair)
1. MR. HAGERSTROM ANNOUNCED EARTH DAY IS HOSTED BY THE PARK DISTRICT AND WILL BE HELD ON SATURDAY, APRIL 22 FROM NOON TO 2PM. IT WILL BE HELD AT NORTH PARK, THERE WILL BE A SHREDDING TRUCK AND THE VILLAGE WILL HAVE A TRUCK AVAILABLE FOR ELECTRONIC RECYCLING
2. MR. HAGERSTROM ANNOUNCED THE SENIOR APPRECIATION LUNCHEON WILL BE HELD ON MAY 10TH FROM 11:30 AM TO 1PM. IT WILL BE AT PESCATORE PALACE. INFORMATION ON THAT WILL BE AVAILABLE NEXT WEEK
VII. STAFF REPORTS AND COMMENTS: DISCUSSION ON AGENDA ITEMS TRUSTEE YBARRA THANKED CHIEF WITZ AND CHIEF STEWART AND THE POLICE DEPARTMENT AND FIRE DEPARTMENT FOR THEIR ASSISTANCE AT EAST LEYDEN, OVER 400 KIDS REGISTERED FOR THUNDER SOCCER

Mayor Pedersen thanked Congresswoman Ramirez and Congressman Garcia’s DC and local staff members for visiting Franklin Park. Mayor Pedersen received notice from both offices that the projects submitted to them for this year were moved on to the next step
